Counting is done by local people. KNBS hires locals to count. There is supervision and all that. This year we had better controls. These are probably beyond your paygrade. Before census - they were samples taken - so we know what is realistic in area A or B. The whole census was run on mobile application with ability to flag issues.

People attempt to lie on census because of the incentive - due to our devolution/federalism - like Nigeria - population is key parameter for sharing resources.
