The main reason Biden chose Harris is because she's black AND qualified. The other boxes she ticks are a bonus.

Secondly, he personally has been having some problems with black folks because of his somewhat racist past and has been facing lots of backlash for this. Kamala Harris helps in quelling such racial tensions.
Third, the current racial political situation has kind of made it imperative for him to choose a black candidate.
