I haven't really seen Havertz play except the match i watched against inter Milan where he wasn't as dominant as expected considering the rave and hype around him.
I hope Lampard knows that he would be fired if he fails to deliver with these players he's getting.

He has potential but he's already 24. 3 full years older than Havertz. He should be a sure shot by now such that you would not be in the market looking for a Havertz

Also the injuries are a factor. If he is a bit more fit he would be easier to evaluate. Of course Havertz might wind up a massive flop as well, however from what I've seen from both, Havertz has the higher ceiling.
