Exactly, he might not even be a criminal. With the transaction limit of $100 on international transaction, all these bureau de change guys might want to use it for business.

Definitely this is rent seeking/round tripping in economic terms.
Again, this type of business venture is not worth the risk and the capital involved and this can only happen in a nepotistic and dead economy like Nigeria where there is huge disparity between the official exchange rate and the black market rate.
Let say the naira rate is 390/$ and each of those cards is linked to account balance of #40,000. That is #115,440,000 or $296,000. He then withdraws the dollar over there and deposit into dormiciliary account. At black market here naija, he sells this $296,000 for 440 to 460 making free 50 to 70 naira per dollar which is 14,800,000 from his initial capital of 115,440,000. Will people like this want to build factory?

The day they. Clone my brother card and use it to transact and buy stuff in Mexico is the day I know Nigerian banks are not safe at all. Over half a million was used to buy stuff online in Mexico, till today, stanbic could not explain how the stealing happened. After tagging cbn and mastercard, the bank did a full refund.

With the cards you can withdraw about $300 daily outside Nigeria at a CBN rate and the dollars will be brought back home and sold at a black market rate.

The simple truth is such crimes will only continue unless our leadership and politicians lead by example. If politicians steal without being held accountable how does that discourage instead of encourage people to these crimes

They are ALL learning from our politicians. Hold our leaders accountable and see how people will be discouraged to steal and commit fraud.

Is it cheaper to withdraw outside Nigeria? And won't they have to withdraw in the host countries currency then change to dollars ( nairn - host currency - dollars) do they lose some money through this process if yes is it less than what they lose when withdrawing here.

This is so dumb. A carton of noodles? Are customs officials a joke to you? Are there no noodles at your destination? It's like travelling to Thailand with a bag of rice.
