According to the email, they didn't even mention new I-20. They said even if the start date has passed, they'll need the hard copy. So it means the fall 2020 I-20 is still valid. What you have to do is make sure your new start date has been updated with SEVIS by your school. With a new I-20, whether e-copy or hard copy, your start date has been updated automatically. So I'll advise going with both the old I-20 and a print out of the new one.
no, According to the email from the Lagos consulate.

"electronic I-20s would not be accepted".

What is the source of this new email and when was it put out?

Prior to this date, please complete the following

Confirm that you have the original I-20 or DS-2019 that was mailed (not emailed) to you by the university or academic institution. An emailed copy will not suffice. Even if the program start date listed on your form has passed, we will still need the original document. If you do not have this document, you visa will be refused.
Pay the SEVIS fee. If your SEVIS fee is not paid and/or you cannot be located in the SEVIS system, you visa will be refused.
If your program start date listed on your form has already passed, you will need to contact your learning institution to update your start date in SEVIS. If the SEVIS system shows that your program start date has passed, you will be refused.
Fill out the DS-160, choose the appropriate visa class and pay the visa application fee.

I'm not saying it said e-copy is acceptable according to this email, what I'm saying is if you have hard copy of your old I-20, I believe it's fine since they stated even if your start date has passed

Important information for visa applicants regarding COVID-19:

The U.S. Mission to Nigeria understands that many visa applicants have paid the visa application processing fee and are still waiting to schedule a visa appointment. We are working diligently to restore all routine visa operations as quickly and safely as possible. In the meantime, rest assured that the U.S. Mission will extend the validity of your payment (known as the MRV fee) until December 31, 2021, to allow all applicants who were unable to schedule a visa appointment as a result of the suspension of routine consular operations an opportunity to schedule and or/attend a visa appointment with the already paid fee. Please continue to monitor our website for information on when we will return to routine visa operations.

*For emergency student visa appointments: Due to COVID-19, temporarily, we will accept electronically submitted I-20s from Designated School Officials. Applicants must print out the form electronically submitted to them, and bring this hard copy to the interview*. If granted a visa, the visa holder will need to bring this hard copy with them to the border to present to Customer and Border Patrol.

You could apply for tourism visa and plan your vacation around the exam. I'm not sure they will give a visa just to come write the exam.

Or he could go as a masters student and write his licensing exams simultaneously? Hopefully convert his visa status to work visa before the 2years student visa elapses if he passes his licensing exams.

The start date was shifted from August to October to accommodate late resumption due to lockdown.

It is possible but not easily... you have to be academically sound or have a qualities that stand out because free money is always very competitive to get

Good evening Everyone,I have some questions to ask.

Is it possible to go for a US elective while in a Nigerian Medical School?

If you have done it from Nigeria before or know someone who has please reply.

I want to know if it's possible to do, in this tight Nigerian Medical educational Setting.

Thanks as I look forward to your replies

Goodday All!
So I decided to shoot for some PhD admits, sent some mails to potential supervisors some days ago. The below is the reply I got from one of them. I have read it thoroughly and understood some of the contents.

Please someone with similar experience/understanding should help with a broader interpretation.

Dear Kelvin,

I usually apply for grant funding like others which is accepted or rejected at all times of the year.  Therefore, my personal research funding for graduate research assistants differs In addition, if the students I am currently supervising are doing a good job, I continue their research funding before I take on new students.  At the moment, I have no money to offer additional research assistantships, though some grant proposals are pending.  When I decide to take on new graduate students, I do so on the basis of the best applications of applicants who apply to our program and have similar research interests to mine.  This process starts with an application to our graduate program.  Without letters of support, resumes, and other documents. I have no idea how to evaluate the academic potential of those who contact me.  Thanks for sending a resume. I can see that you strive for academic excellence! Our deadline for applications for Fall Semester 2021 admission is January 29, 2021.

The Program also has teaching assistantships which are awarded on a competitive basis from our applicant pool.  Next year we should have a few available. These usually involve funding for three years.  Other professors, and faculty from the research institute also have funding available for research at different times. Hopefully this information helps a little.
