Judging from all the recent elections in Nigeria so far, it is now very clear that the problem with the elections is majorly the people, and not really INEC.
..
Thus, This Is My Final Verdict On The Nigerian Elections........
..
I can confidently score INEC 68%.
They are sincerely trying their best to create an Electoral Process that can be trusted by everyone.
..
But for the conduct of the people, I would just give a total score of 26%.
..
Therefore, combining the two aspects, I am going to score the whole Electoral Process 47%.
..
...
Meanwhile, these three evils (listed here below) had been plaguing the Nigerian Elections for so long, and they still plague the Nigerian Elections so badly up till today; and they are:
1. Poor Turnout At The Elections.
2. Violence At The Polling-units and Collation Centres.
3. VOTE BUYING.

Out of 1,812,634 Registered Voters,, only 595,213 participated in the Election.. That shows a Turnout of 32.8%..
..
Out of the 595,213 accredited voters; 591,193 actually casted their votes.
That means; 4,020 already accredited voters changed their minds after their successful accreditation, and left the Polling-units without Voting., and INEC cannot give any account of what happened to them, or why they absconded.

OP, the poor turnout, violence at the polls and vote buying you mentioned are all caused by INEC and this is how;
INEC is still relying on the 2011 GEJ/Jega manual voter register and has been too slow in upgrading to electronic voting.

Many Nigerians have been disenfranchised because they can't vote in locations they currently reside even though they own
voter cards. I for example registered initially at Ajao Estate in Lagos but had since moved to different parts of Lagos and Nigeria and
hence could not vote.

INEC should make haste migrating to electronic voting to curb vote buying, violence at polling units while improving voter participation.

We need voters turnout of more than eighty percent.

Our people are wasting away their voting right.
We can change the country to a better place if most people decides to vote during elections.
