this country including the NPF is fuckee

What of other security agencies or civil servants that do not even have housing talk more of dilapidated ones. Their pay is not poor compared to other security forces and civil servants in the country.

A graduate entry level in police (ASP) as at today is collecting close to 300k monthly and you are saying they are not well paid. How much do their counterparts in other sectors in Nigeria get? Maybe less than 150k

The solution is just to end Nigeria once and for all

There have been similar studie in this regard. It has been empirically proven that increase in salary motivate employees to work (see the article "Influence of Salary, Promotion, and Recognition toward Work Motivation among Government Trade Agency Employees"wink. When the government increase their salary with good welfare package, they will give their best

Sure but how about an individual that is not willing to align.. Most people in Nigeria don't steal for thier small belly they extract cash from passer by out of greed. Your point can't be generalize just few honest individual that will align in it.

Well it cannot be generalized because of the few bad eggs around however if that need is meet, then they don't have reasonable excuse to steal.

haven't you seen people who got promoted with fat pay and yet indulge in bribery? See forget about salary what is very important is the individual, does he want to change. They should conduct seminar and beg or should I say plead with them to evade thier illicit attitude. If they change them salary will blend well.
Have you seen the 5 conditions the #EndSARS protesters came up with as what they want? Increase in Police salary is part of it.
