Good morning chief.
As anything with water goes, prevention is better than cure.
In the event there is damp on the wall, it's best to use paint that would allow the wall to breathe.
There are some specialty paints with large pores to make this possible and it won't manifest on the wall but the air in the building would be damp and humid with possibility of respiratory illness.
The solution I feel is best suited in this part of the world with the available materials to work with is the use of undercoat from the bottom to the top of the room with the damp.
Apply it halfway and it may reappear at the part it ends.
For the external of the building, they could use a very light coat of a good quality paint in a single coat as the skirting so that the film coat is light to allow ground water to escape from there.
They could use any paint of there choice above the skirting. The reason is to provide an alternative weak spot for the ground water to evaporate and escape from.
Some people make the mistake of applying oil based gloss as the skirting. This worsens it as it seals off the point of contact of the building and the ground and doesn't allow the water easy passage. The water would eventually peel it off and possibly damage the plaster also.
You can't stop water but only channel it in a controlled manner.

Ok, personally, I have been doing a bit of research on water proof paints and water repellant screeding materials.

is it possible to easily install a ceiling fan hook to a decked ceiling?. the ceiling fan hook in my new home wasnt bent to form a hook, guess they forgot, so am looking for the easiest remedy to it. any diy tool to bend the 12mm rod?. i dont mind installing a new hook if its going to be easy

Get a gas welder to heat up the rod and bend it to shape.

wow, thats exactly what's on my mind , here in ondo ,block is #150 and the granite is 55k , so I had planned to do the above , though there is no issue of omo onile where my land is
My initial plan is block 1000
2 tipper of sand
Granite -#55k
Cement - 20bags

I understand people's choice and all but why frameless? How would a frame less window hold up in a long run?

Just curious to know if there are science behind this design or just an overambitious fabricator overshooting the runway..

The frameless window ofcourse has a structural frame but no obvious frame around the perimeter. It is also called window wall and is installed between slabs or window opening to flush with the external wall.
The curtain wall on the other hand is attached to the side of the wall by anchors and can run allover the height and width of the building.

Waterproof paint or water repellent screeding materials can never be as effective as undercoat and those would at best protect the part used.
If there is no escape outlet for the water, it would still push it off.
I have water repellent paint and could make water repellent screeding materials but then paint won't be able to bond to it properly.

Ok, my area of concern is rising damp in especially old buildings. It's not like there's a direct impact of water and land is not water logged or swampy. Just typical dry land with an old building with damp, you don't think water proof coats would work?.

I think identifying the source of the water first is most important.
With the information you gave, it could be from rain water soaking the walls from outside and a good quality matte paint could solve that.
You still have to identify the likely source though. I only commented based on the available information given.

In this case it's rising from the blockwork below ground level 2ft(600mm deep). The main concern are the internal walls.

I’m not a window fabricator, but my fabricator said btw 55-60k due to the cost of materials now

The Idea behind suggesting undercoat is to provide the lower part of the external wall as the weak spot to allow water escape.

If I understand this correctly, it means the dampness is coming from the foundation. If that's the case, how can this have been prevented? Can this also happen to a raft foundation?

If damp proof membrane isn't used used during german floor, you might experience rising damp.
