First time or last time withdrawals, it's the same thing(from my experience). The only time withdrawal delays is if they (PayPal) want to review ur acc. In that case they'll tell u ur withdrawal is pending review.

if you received the fund from a verified business. Withdrawal to your gtp card is instant. A service fee of $5 that is charged for transfer to card, another $5 service is charged when you receive money into your PayPal account
