Moroccan FA are in charge of their league, or their corresponding LMC.

If osimhen scores above 13goals in his first season In serie A..den he has done pretty well..only a delusional fan would expect a 13 league goals striker in French league(weaker league) to come and rule seria A (stronger league) in his first season
