My bet will be the combine effort of CIA, NSA(signal intelligence), NGA(geospatial intelligence) and the Seal team that carried out the operation will be the CIA Special activity division(CIA Military Arm) because if they are actually in Nigeria for the mission and since the US is not at war with Nigeria then the CIA as a civilian organization is responsible.
