Just try to reason without Buhari, Constitution amendment is a function of the Legislative arm of the government. You have representatives from side, you didn't mention his or her name you are shouting Buhari.

What has governors got to do with the make up of Nigeria? The number one problem with Nigeria is it's citizens do not understand civics and worse how a society functions. For any restructuring to happen it has to be debated by senators and representatives and then when everyone comes to a consensus, laws are passed and the country is broken up according to it. Literally the U.S does this every10 years after the census. Nigerians have a long way to go and it starts with it's citizens.
