I really really appreciate. topacs: Am sorry to differ, the issues raised by the VO are not in line with the law under the IRPA and the IRPRs (subsections 30(1) and (1.1) of the IRPA) a futher look into the law states that IRPRs requires a visa officer to issue a study permit to a foreign national if the individual has established that they: - have applied for a study permit in accordance with the IRPRs; - will leave Canada by the end of the period authorized for their stay; - meet the requirements of Part 12 (Students) of the IRPRs; - have been accepted to undertake a program of study at a designated learning institution (see also subsection 219(1) and the requirement for an acceptance letter from the designated learning institution). An individual who intends to study in Québec must hold a Certificat d’acceptation du Québec (subsection 216(3) of the IRPRs); - have adequate financial resources to pay the tuition fees for the intended study program and to maintain themselves and any family members during the proposed period of study, including payment of all travel costs; - have enrolled and will remain enrolled until completion of their studies; and - will “actively pursue their course or program of study”.
It also states that An Officer must reach a reasonable decision and a reasonable decision must not be speculative. The jurisprudence does not allow for speculation; an acceptable decision must be reasonable and explainable
I conclude that this is a case where the visa officer err in refusing to grant the Applicant a study visa? and The Officer did not provide any reason to explain why he was not convinced that the Applicant would leave Canada at the end of his authorized stay
1. Poor Grades: What are his reason 2. Parent occupations:And so? that's no reason 3. Given family ties or Economic motives: No reason (How and Why) 4. Course and background not reasonable...This clearly shows that the officer didn't make decision based on the documents before him.
My take and advice to the applicant is, Just reapply and pay ur complete fees if possible.. Tweak ur SOP linking ur current Jobs to ur future goals and ambition and y u feel security is an upgrade to networking and give examples.. Researches u've made in other countries and Nigeria and why the Canadian college curriculum stands out among the many schools u analyse. Get ur reference letters, leave request and approval, pay stubs and pensions statements and a possibly a written note from ur employer that u will return to ur Job after studies, if its possible. Above all back ur application with more prayer.
Finally u are still very young, with age at ur advantage, It would be better to go tru Express Entry and save yourself all dis plenty headache..

How long does it take to get your passport back from the vfs office when you submit for stamping after getting ppr?

Congratulations on your admission. The next step is to prepare for your visa application. I’ll advice you to apply online.
You’ll need your letter of acceptance, valid international passport, recent passport photographs, proof of fund (bank statement and other financial documents), client information (any other important doc you want to attach, like your bsc certificate and transcript, resume/cv, birth certificate, etc), you’ll need a CAQ if your Uni is in Quebec
You’ll receive a biometric request after you submit your application, then you can go to the centre and give your biometrics.
You can do your medical exam upfront (before or shortly after submitting your application) or you can wait for IRCC to send you a request to go and do it after you’ve submitted.
At the bottom of this page you’ll see numbers, those are page numbers for the thread. Click on 1 and start reading, read till the last page and when you’re done you’ll be totally prepared to apply. Once you read it, everything will be clear.

Well it ain't an issue to wait a whole year, The world ain't settled due to COVID-19 Pandemic, many programs in Canada had no choice than to defer to September 2021, cos some Programs can't be done online e.g Medical , Mining, Environmental related programs and some programs has only September intakes
So you can use that whole 10-11 months to Prepare yourself for Admission & Study Visa Application.
Yes there are PG. Cert. HR programs for May 2021 (Winter) e.g PG. Cert in HR at Cambrian College, Ontario has a Spring 2021 intake, probably you didn't google the schools in the link I sent you

Hello,
Good day everyone. I was filling my application form when I got the the family aspect I realized I’m having some issues, my mom remarried when I was very young and changed my surname to my stepfather’s name and my father’s name as my other name also did same for my younger sister. When I was of age I decided to change it back to my fathers due to the fact that all my educational documents are in my fathers name, the problem here are:
1) I’ve applied for an American visa with my stepfather’s name “was denied”.
2) we are 4 children but she only changed the last two.
3) should I state my step dad as my dad as it is on my American application, but then me and my elder siblings will share the same surname, my mom, stepfather and younger sister will share same surname also I already stated in my study permit form my previous name and present name.
Please what can I do? Your swift response will be highly appreciated.

Getting a Supervisor for Masters is like a full time Job cos u gotta contact (mail) lots of Professors of different schools. Some would respond, some would not, some might say they are not accepting students ,and some if they find ur research area interesting and it aligns with theirs, u might likely get a response from them. The success of u getting a Supervisor depends on the kind of mail u send to the professor. Its after you get accepted by a Supervisor that's when you can ask for funding, that's if the Prof. didn't talk about it in his/her response to u.

The screen shot is from someone who worked for several years as a visa officer. It’s not just from someone. Like you said, no point arguing further. But people can be rejected based on academic performance, that’s my point. All the best. topacs: There;'s no point arguing over this BOSS, this screenshot is just someones idea or opinion which doesn't fall within the armpit of the IRPA and the IRPRs (subsections 30(1) and (1.1) of the IRPA) Law as regards study permits for international applicants, the Visa officers are bounded to stay within the confines of the law which states that a decision must not be speculative, And if they must rely on surrounding facts in determining the outcome of an application that should be done with proper explanation, And dis explains why 70% of most JR cases ends up with out of court settlements and 90% success rate.
Like I already advised, the applicant is still very young and should explore the EE route...
