Firstly, akata is not just black people, even white people are called akata by Nigerians but let me not go into that. Joining USArmy is no big deal, even people with ordinary greencard do join USArmy as non commissioned officers but when it gets to becoming an officer, citizenship will be required.

Joining the military in the States at zero rank does not require security clearance and doesn't need intensive criminal background check but becoming an officer in the military or joining FBI, Secret Service, CIA etc is a whole different ball game and they don't just hire you because you are "American".
