Just think about it. An American ambassador is a rep of America in Nigeria and not even in Ghana if he is not deployed to Ghana he doesn't rep America in Ghana. So to use more of your analogy a Mentos Nigeria ambassador is not a Mentos Ghana ambassador. Besides He was not even recognized by the HQ of Mentos.
