Is it not congress that funds NASA. How do you explain the fact that in 1960 NASA's yearly budget in todays dollar is about 43 billion and NASA's 2020 budget is just half of that at 20 billion? You like history too much that's why you don't pay attention to the events of today. Nothing like media hype. China is very good in reverse engineering so its easy for them to improve from whatever trend that is already in play. You see why I said you need to visit the two countries to better understand their capabilities.
There are many AI-centric companies in China making self driving cars and AI manufacturing. The Chinese doesn't allow American social media tech in China because they have their domestic alternatives which usually thrive easily because of population advantage. Bro none of them is doing bad at all. There's no Chinese government office that run Windows OS. They run their homemade OS and are planing to make their entire citizens ditch windows and any outside os by 2022.
