I'm a computer science student with a budget for a 4gb ram 220gb HDD system with an intel pentium T4500 dual core processor dual with 2.3ghz clock speed, 1mb level 2 cache size...
Would it be advisable for me to go for it (for learning programming)? Or what are minimum specs I should look for in a system with regard to learning programming?

You need to specify the type of programming.

Data structures and algorithms, back end. Probably ML/data science. I haven't made up my mind yet..

I don't have the budget for that. What do you think is the peak programming(in any or all aspects) that can be done with a system with that spec?

I don't really know much about these aspects but I don't think it should be much of a problem. I use a laptop with similar specs, 4gb ram, Intel corei3, to make 3D games with unity....

my point is, don't wait till you have a gaming laptop, just start with what you have, you have, you can get a new one later..

PS.. I once learned c++ and frontend dev with my phone
