The report clearly said Year on Year most improved and an intelligent person should know they are comparing the growth of those states relative to the past year growth.

He asked you a directly relevant question only for you to use redundant English to evade it. I take certain Nigerian statistics with a pinch of salt because they're often cooked for propaganda sake or to score cheap political points.

If indeed these figures being bandied are real, then there should be developmental strides on ground to justify it.
