One year is just too small to dissolve a whole cabinet. You may drop one or two non-performing ones after evaluation in one year but dropping all of them like this (possibly to settle more political IOU and get job for new boys) is problematic.

commissioners these days are more or less boy boys to governor's. I believe a commissioner is way lesser than a director in the federal civil service. Infact a director is more powerful than a mere commissioner
