I know most will say its the client's call but i believe there's a point where the benefits (if any) becomes insignificant and therefore the additional cost isn't justified. that's the decision point i'm looking for.

I just did a drive round town today doing market survey on this.

Local = 250k - 260k (depending on distance)

Tiger TMT = 305k

HiTech TMT = 310k

How many tonnes are you looking to buy and where is your site?
I am currently speaking to other builders around me if we could consolidate our orders and load directory from the factory in Ikorodu. I am sure we can get them to bulge with a 15T order though they normally set ~20T ish as minimum.

It can only if you are raising the building.
4 to 5 may possibly sit on the ground floor if the land is straight in both length and breath.
A half plot of land could be 15*15m or 30*9m.
Mind you: bypassing approval is imminent.

half plot of land should be enough but it won't be a bungalow building if you want compound space. For the budgeted fund, some factors like the condition of the land, the location of the proposed site, the finishes you want to use will determine a lot.

I was quoted #260000 for 1 tonne of 10 mm on Jan 1st 2020

That price was without any haggling so I'm sure seller could have reduced it if i pressed further.
