Those figures are doubtful. Ghana registered metered electricity users are about 3-4m. The number of household in Ghana are maybe 8M now. So the real Ghana access is about 50%.

Kenya was touting about 80% access - but during census the figure was down to 55% - which make sense because registered meter users in kenya are about 8m now - in a country with about 12m.

I suggest you wait for the now postponed census in Ghana this year - and hopefully they will collect electricity access figures.
