Example, Luanda is more expensive than Johannesburg but Jo'burg is more developed than Luanda

There are factors which cause an underdeveloped place to be expensive

Less manufacturing industries
Transportation costs
Energy costs
Imported labour(expertise)
Etc

IF nairobi can Achieve 100% electrification and water connectivity by next year, then it will fit but we all know nairobi to be that backwards place where slums and terrible flats reign, so it is not the goal.

Ants are the most incredible developers hence why Accra is more developed than Nairobi by your logic.
When Accra was busy developing, your entire country was busy growing flowers while it got hungry.
