Which multilayer security? If the POTUS does such, then it becomes pure politics. Which is more threat. If after 4yrs of frustration, Trump didn't deploy one even in the midst of an IRAQ or IRAN rubbish , then what's more safe than that. You don't just fire a nuclear bomb! When its not an alien attack.
