It's not even about pace. It's about adapting to play with little time and space. Scout reports on Harvertz and Werner shows that those two need abundance of them , which they won't be getting everytime in the league, especially against low quality opposition.

If you are a fast thinker and quick decision maker on the pitch, you'll excell in the EPL no matter the league you're from. People like Bruno, KDB , Salah, need less time and space on the ball. They move the ball and pass the ball quicker , that is why till forever, defenders anywhere will always have problems with them. Someone like Pogba is always having problems because he loves space and time. So it's not about a player coming from farmer's league
