You are right about differing age of consent and age of marriage... However in Nigeria, Under the Child Rights Act 2003, the minimum legal age of marriage is 18years.

What I can't tell is if there are legally acceptable exceptions to it.

Actually, from what I discovered, under the marriage act in Nigeria, the minimum legal age is 21years not 18, but those under that age can marry if they can obtain written parental consent. It is the same in most countries including the US and the EU.

You are conflating age of adulthood with minimum age of marriage. Legally, marriage does not imply adulthood.
