It simply means majority of Nigerians travelling into that country have been testing positive.

Before now, Nigeria was just like the other countries listed in the first paragraph. Covid-19 Test was only required 72 hours maximum before your flight. And before now, you can go to Dubai via other airlines.

As from February 1st Nigerians are being single out. No more indirect flight and if you are coming in directly you must do a rapid test 4 hours before your flight.

Meaning Nigeria have not been honest about the number of their Citizens testing positive.

For your last paragraph, you are right. WHO just revised the testing which will reduce the number of positive cases. And also malaria patients are added to the number of covid19 cases in Nigeria. All these proves that it is a SCAMdemic
