Simple

They'll get international credit/debit cards allocated to them that can convert crypto to USD.

They won't need CBN anymore. They can do any transaction online and withdraw cash at the ATM.

If CBN wants to curtail 419 it must control crypto not ban it. Just preach the risk, set transaction limits to protect your financial institutions and monitor, monitor, monitor!

If not international institutions will step in and gain agency. Your country's wealth will be transferred to those other institution's countries
