I can assure you that there have been several military and other security agencies strikes against bandits who are terrorising people. You can't criminalise a group of people for the crime of a few amongst them that's you calling for genocide and ethnic cleansing which isn't palatable. As for naming places by people living in a place it's nothing new as there's Chinatown in some countries does it mean that Chinese want to take over such places?
