I don't think it would have been harsh. It's not as if firmino deliberately aimed for his hand.
Who knows, that might have resulted to a goal if it wasn't handled.

IFAB rules okays it for a goal to be disallowed if an attacking player handles the ball before a goal or before a goal scoring opportunity.

Going by this rule the Fulham’s VAR decision was fair even though the handball was accidental.

However , the ref’s decision in the Chelsea match was not in tandem with what IFAB says about handballs . My post was about the inconsistencies of VAR in judging match situations according to laid down rules.
