FIRS has at least 1 headquarters per state. In some states like Lagos, Rivers, there are more.

In any formal organisation, top management members of staff are entitled to some refreshment packages such as tea break, water etc. If you have ever had the opportunity to officially visit a top management staff in any formal organisation, you may be served light refreshment. This is the responsibility shouldered by the organization and is the practice all over the world.

First of all, it's a lie. FIRS has only 1 office in Niger state. It's FIRS not FRSC.
Secondly, if they had ten offices per state (which is a lie) surely not all the offices will entertain visitors. Perhaps only the state hq.
