You are right, in some cases it looks like a scam. but local govt sponsored lotteries just like Greece Powerball https://greecepowerballresults.co.za/ is not a scam. & fully trustworthy. You can claim your prize if won easily. But you should pay the tax amount from that prize according to state's rules and regulations.
