I think the activist got it wrong. Sharia states banned the sales of alcohol in public places especially in the neighborhood. But they also dedicated specific areas like the Barracks and the outskirts of the towns where the sales can take place. Such places definitely will need to be provided with social amenities by the gvt. In such cases, gvt may need to take taxes to fix the infrastructure there.
