Politics / Re: The Lagos Electricity Journey. by naptu2: 3:09am
Then there was the Mainland IPP in Ikeja.

LAGOS STATE GOVERNMENT COMMISSIONS 8.8MW MAINLAND POWER INDEPENDENT POWER PROJECT OPERATED BY CET POWER

On Wednesday, October 29, 2014; His Excellency the Governor of Lagos State, Mr. Babatunde Raji Fashola (SAN) officially commissioned the Mainland Power Plant, an Independent Power Project owned and operated by CET Power. The 8.8MW Power Plant which is strategically located at the Lagos State Electricity Board, GRA Ikeja and operating through an Independent Distribution Network, shall provide reliable and dedicated electricity to key Lagos State Government facilities and infrastructure including but not limited to Lagos State University Teaching Hospital (LASUTH) and Lagos State University, College of Medicine (LASUCOM); Area “F” Police Command; Lagos State Works Yard; Lagos High Court; Office of the Chief Judge; The Presidency; Code of Conduct Bureau; The Lagos State Water Corporation ; Old Secretariat Complex; The Newly Developed Lagos State Housing Estate; Eko Engineering Limited etc.

The Mainland IPP will also provide uninterrupted Public Street Lighting with total coverage area of more than 20 kilometres, including, but not limited to, the following locations: Old Secretariat lighting; Ikeja Flyover; Mobolaji Bank-Anthony Way; Agege Motor Road; Ikorodu Road (Jibowu to Maryland); Palm Avenue (Mushin); GRA Ikeja, etc.

The financing and deployment of the power generation assets comprised in the Power Plant, as well as the installation and technical commissioning of the Power Plant were performed by CET Power on behalf of Mainland Power Ltd, which is a subsidiary of CET Power.

CET Power also has the overall technical responsibility for the implementation of the IPP, and this responsibility includes the operation and maintenance of the power plant over the next 10 years.

This partnership between the Lagos State Government and Mainland Power Ltd is governed by a 10-year Power Purchase Agreement (PPA), with a provision for the transfer of ownership of the power generation and distribution assets to the Lagos State Government after 10 years. The transfer package also provides for the training of Lagos State Government personnel on a continuing basis towards the acquisition of the requisite skills and capacities for assuming the responsibility for the operation and maintenance of the power plant upon the relevant point in time in the future.

Speaking at the Event, the Lagos State Governor commended CET Power for providing a Power Plant which boasts of modern state-of-the art engineering technologies and strongly advocated that with such proven track record of excellence and reliability in the power generation industry, CET Power should play a more central role in boosting the nation’s Power generation capacity.

The Managing Director of CET Power, Mr. Obiora Nwizu in presenting an Overview of the Mainland Power Project stated that the Plant’s installed capacity of 8.8MW is categorized into 5.8MW of natural gas fired generators providing the primary power, and 3MW driven by diesel fired generators, providing standby capacity. The standby capacity shall supply critical/priority load centres in events of gas supply outage, which have been limited, historically.

Further, he stated that the power plant is equipped with a high-tech Supervisory Control and Data Acquisition (SCADA) and Load Management system to ensure optimal plant efficiency as well as world-class fire-fighting equipment designed to manage any fire incidents, no matter how major.

He also assured Lagos State Government of CET Power’s capability to deploy within the shortest possible time, additional Power Generation Capacity in excess of 25MW if required by the State.

The Chairman of the Nigerian Electricity Regulatory Commission (NERC), Dr. Sam Amadi who was represented by Dr. Uche Okoh described the Power Plant as symbolic of the future of electricity generation in Nigeria wherein competent stakeholders would make viable augmentations to the country’s generation capacities.

The Governor later undertook a guided tour of the Independent Power Plant alongside some of the dignitaries that included the members of the State Executive Council notably, the Deputy Governor, Hon (Mrs) Adejoke Orelope–Adefulire, Commissioner for Works and Infrastructure, Dr Obafemi Hamzat and his Environment counterpart, Mr Tunji Bello and other Dignataries.

Various stakeholders in attendance also affirmed their support and commended the Public Private Partnership (PPP) Initiative that birthed the Project.

Second strategy: INDEPENDENT POWER PLANTS AND CAPTIVE POWER.

The Lagos State Government decided to adopt a new strategy after NEPA failed to keep to the AES Barge agreement (it failed to distribute power from the plant solely in Lagos).

The government decided to build power plants that would power key government infrastructure. There were two major ideas behind this.

1) This would ensure that these facilities (hospitals, courts, schools, streetlights) have 24 hours power in order to serve Lagosians better.

2) It would remove these facilities from the National Grid and therefore, there would be more power available to other Lagosians.

The first of these projects was the Island Power Project at Marina.

Island Power Project (Lagos) To Generate 10MW

johnie:
The Island Power Project is to generate 10MW and is located on Marina, opposite the General Hospital.

In 2009, the Lagos State Government (LASG) entered into a Power Purchase Agreement (PPA) with Island Power Limited (a part of Negris Group) to build, own and operate a 10MW plant to provide 24hr uninterrupted power supply to the General Hospital (Lagos Island); High Court (Catholic Mission Street); High Court Annex (TBS); Magistrates Court (Igbosere Street); Island Maternity Hospital (Lagos Island); State House (Marina) and the provision of street lights within 20 Streets within Lagos Island, an 18km dedicated underground distribution network; all being powered using Gas engines. The plant will comprise of 4 units of 1.5MW MWM gas engines and 2 units of 2MW MWM diesel engines.

The Island Power Project will increase the frequency of power supply to these facilities from 35% to 100%. A major advantage to the residents of these areas is the reduction in crime when commuting along the powered streets, as a result of functional streetlights. The project would help reduce environmental pollution as the plant runs on Compressed Natural Gas (CNG). This would lead to the eradication of 30 diesel and petrol generators of various sizes thus ensuring cleaner air and reduction in noise pollution. This project will also significantly improve the delivery of essential social services to the citizens of Lagos state.

The project is currently the fastest ever executed IPP in Nigeria, with Project Conception to Commissioning taking only 18 months.
http://www.lagospowerprojects.gov.ng/index.php?option=com_content&view=article&id=52:island-power-project&catid=34:projects

The project is to be commissioned on Wednesday 25th May 2011.

Politics / The Lagos Electricity Journey. by naptu2: 3:09am
First strategy: THE AES BARGE PROJECT

In August 1999 the Lagos State Government brought Yinka Folawiyo Power, Enron, NEPA and the Federal Government together to sign an agreement to provide power to Lagos.

The idea was to build and operate a power plant that would be located on a barge that would be anchored on the Lagos Lagoon, beside the Egbin Power Plant (Nigeria's biggest power plant) in Ikorodu.

Yinka Folawiyo Power was to provide part of the funds to build and run the power plant, Enron was to provide the rest of the funds and was also supposed to actually build and run the power plant.

NEPA was to provide part of the funds to buy the power that was produced on the barge and it was also to receive and distribute the power (the law at the time stated that only NEPA could transmit and distribute electricity in Nigeria). NEPA was to only distribute the power to places that were designated by the Lagos State Government.

The Lagos State Government was to provide the rest of the funds for the purchase of the electricity that was produced on the barge. It was also to designate the places where the power would be distributed (the power was to be distributed only in Lagos) and it was to market the project to consumers in those parts of Lagos.

The Federal Government was to provide a guarantee that the Lagos State Government would pay for the power and it was to debit Lagos' share from the Federation Account if it failed to pay.

Enron ran into financial problems before they could finish building the power plant and their shares in the project were bought over by AES Corporation (the project became known as AES Barge).

The power plant was completed and brought to Lagos and it began producing electricity.

However, NEPA broke its part of the agreement. It received power from the barge, but instead of distributing it only in Lagos (in places designated by the Lagos State Government), it fed the power into the National Grid and distributed it across Nigeria.

The power produced on the barge would have had an impact if it was only distributed in Lagos, but it became like a drop in the ocean when it was distributed across Nigeria.

Worse still, the Federal Government debited Lagos' share from the Federation Account, despite the fact that the electricity was not solely being distributed in Lagos. That's what led to the complaint by the Fashola Administration in 2014.

jideflash:
Being the first state to attempt to break the monopoly of the defunct National Electric Power Authority (NEPA), with the initiation of the Enron Power Project on August 1, 1999, coupled with the recent inauguration of a transformer manufacturing factory, Lagos State has maintained its pioneering role in power projects in Nigeria, Ejiofor Alike, writes

Enron Experiment

At the peak of the abysmal performance of the defunct National Electric Power Authority (NEPA), now Power Holding Company of Nigeria(PHCN), Lagos State under the then Governor, Asiwaju Bola Ahmed Tinubu, became the first state to attempt to break the monopoly of the ailing power giant by initiating a giant Independent Power Project(IPP).

On August 1, 1999, the Tinubu-led administration, Yinka Folawiyo Power Limited and Enron Corporation of the United States signed an agreement for an IPP, with the Federal Government as the guarantor.

The barge-mounted electricity generating plant was to be located adjacent to the NEPA’s Egbin Power Station, Nigeria’s biggest power plant.

The generating facility was originally designed to consist of nine barge-mounted combustion turbines with a total net output of 290megawatts of electricity.

The total investment in the business was estimated at $225 million with Enron controlling the majority shares, while Yinka Folawiyo Power Limited, a Nigerian conglomerate, owns the remaining shares in the venture.

By the terms of the agreement as presented by Lagos State, Enron was to generate the power and feed it into the National Grid, with NEPA as the operator that was to receive, transmit and distribute the power, while the State would designate destinations for power supply and market it to consumers.

The state was also to generate bills and pay the accrued revenue into an escrow account from which Enron could draw; while the Federal Government would provide project support, being the guarantor.

However, in January 2001, the AES Corporation announced that its subsidiary had acquired from Enron, a majority interest in the barge-mounted IPP.

AES, a leading global power company has generation, distribution and transmission infrastructure in Georgia, Hungary, India, Kazakhstan, the Netherlands, Mexico, Pakistan, Panama, Sri Lanka, the United Kingdom, the United States and Venezuela, Argentina, Australia, Bangladesh, Brazil, Canada, Chile, China, Colombia, Dominican Republic and El Salvador,
At the time of acquisition by AES, the barges were still under construction and commencement of commercial operations of the power facility was expected in September 2001.

AES was both manager of construction and plant operator; while electricity from the plant was to be supplied to NEPA under a 13.25 year power purchase agreement.

However, since inception, the project was mired in controversy as the state, NEPA and the Federal Government clashed over the implementation of the agreement.

The controversy peaked when Lagos State took the PHCN to the then Dr. Ransom Owan-led board of the Nigerian Electricity Regulatory Commission (NERC), over allegation of breach of supply agreement and wrongful invoicing of the state.

Lagos State had said in the petition to NERC that it had agreed to contribute 21.15 per cent of the Barge Power Purchase Agreement (BPPA) monthly bills on the condition that the power being generated by AES/Enron would be supplied solely to Lagos State.

According to the state government, further to the Contribution Agreement, on 14th November, 2000, it instructed the Federal Ministry of Finance to effect a direct debit of its statutory allocations from the Federation Account for the amount due as its contribution, to the capacity payments.

The state however, said that the instruction was to serve only as further security for payment of its obligations, under the BPPA and could only be effected if it failed to pay a valid invoice.

“In June 2001, the IPP began commercial operations and NEPA began to purchase capacity and energy under the BPPA.

‘However, in clear breach of the BPPA and the spirit of the Contribution Agreement, NEPA failed and or refused to devote any or all of the electrical output of the IPP to customers in the areas designated in the BPPA submitted for its contribution by NEPA,” the state said.

Lagos State also stated that despite the breach of agreement, the Federal Ministry of Finance had continued to deduct its 21.15 per cent contribution from source.

All these show that there is no doubt about the viability and feasibility of the IPP project as envisaged by all the partners, including the Lagos State Government.

The project was viable, feasible and was delivered to meet not only specifications but also international standard.

Today, the AES project is supplying close to 230megawatts to the Egbin Thermal Station, from where the power is feed into the National Grid.

With this additional supply from AES, the total output from Egbin averages 800megawatts when gas is available.

The only issue under contentionwas that the power generated from AES was being transmitted to the National Grid for the use of the entire country, instead of only Lagos and this bordered on alleged failure by parties to honour contractual and business obligations.

Despite the controversy surrounding the Enron power project, the Federal Government still joined Lagos State to see the wisdom in breaking the monopoly of PHCN, hence the massive construction of power plants across the country and the planned privatisation of the ailing utility giant.

After 1 year Apart, myself and my ex started talking again early October this year, she was posted to the teaching hospital where I work. We talked about all the issues that led to our breakups and got very close. She called and texted me often within a period of 2 to 3 weeks while she was doing her postings. Within this period, although we were not dating ,we still got intimate twice.. after the second time, she wanted us to make it official and start dating again,, but because of our history and how badly we were hurt from our repeated break ups, I told her we can never Date again. She cried for a bit. Then the next day I had to explain and make her understand why we can't have relationship anymore..
We still continued talking for a week, as usual she still called and texted me. After her postings in the hospital ended, she went back to her place and since then she hardly talks to me, she doesn't call or text me and even when I try to initiate the conversation, she make very little effort In responding. I don't know if it was because I told her we can't be together or there is something else

This was the text she sent me after explaining to her why we can't be together anymore

I just wanted to tell you that I was proud of you when you made the decision for us I know that yesterday when you said it,at that time, it just made me feel hurt and sad because we'd already like started spending this few days together

And I'm proud of you because you were so strong and you actually like considered everything before you made the decision and I was just thinking about the now And it just shows me how matured and how grown you've become honestly

Politics / Re: Nigerians To FG: After Prayers, Will Governance Change? by Bobloco: 2:59am
After the prayers organized by Remi Tinubu and Nuhu Ribadu, should we expect a reduction in the price of petrol, which was hiked by her husband, or a reversal of the Naira floating policies that have made the Naira worthless?

After the prayers, are we also looking forward to a reversal of all of Tinubu's 'bolekaja' economic policy prescriptions that have succeeded in plunging millions of Nigerians into extreme poverty?

The truth is, if the above is not done, then the prayers are as useless and worthless as those organizing them.

The current calamitous economic problems this country is facing were caused by Tinubu, and no amount of national prayers organized by Remi Tinubu and Nuhu Ribadu, without a reversal of these calamitous economic policies, can change that.
Politics / Without Borrowing I’ve Paid N90bn Of N191bn Debt Inherited – Otti by Bobloco: 2:58am
Governor Alex Otti of Abia State said his administration had, in 15 months, paid N90 billion out of the N191.2 billion debt inherited from the previous administrations.

Also, he disclosed that Abia had recorded $159 million foreign direct investment between June 2023 and June 2024 under his watch.

Governor Otti said these during a media parley Thursday night in Umuahia.

He also declared that his administration had not borrowed money from any institution so far.

Otti explained that he had been judiciously deploying the resources of the state for infrastructural development, payment of salaries and pensions as well as other financial obligations of Government.

‘I inherited N191bn debt’

Otti said: “I inherited N191.3 billion from my predecessor in May 2023. My predecessor inherited about N35 billion from his predecessor in 2015.

“But today, my administration has paid over N90 billion of the debt we inherited.

“We still pay salaries and pensions every month. And I have not borrowed a Kobo from anybody.

“The achievements you see today are a product of prudent management of scare resources.”

On the foreign direct investment, Governor Otti said that Abia had moved from the 27th position to the 3rd position in the states with highest foreign direct investment.

He explained that the efforts of his administration to put in place the necessary infrastructure and other investment-friendly factors, had made Abia a destination for investors.

According to Otti, “We saw the need to lay the foundations upon which investment drives would stand. And that is why a lot of investors are now coming into the state.”

The governor argued that it does not make sense chasing investors around, submitting that they would naturally come when the needed environment is provided.

“Investors don’t listen to platitudes, they look at actions. Without any campaign, we have had investors coming to set up their investments in Abia.

“Apostle Chibuzor of OPM, the other day, brought a team of investors – one from Italy, another from Turkey and one from the US.

“That’s why we are making sure we make Abia investor-friendly.

“Akaikenga Think Tank also came, and we are discussing on how they would set tech hub in Abia. We want our people to come back and invest at home,”
Otti noted.

Agric investments, road construction
Governor Otti also said his administration was making spirited efforts towards achieving food security. He equally disclosed that he had approved funds to 300 Abians who were recently sponsored by the state government to under-study modern farming in Nasarawa State.

He further explained that the intention of his administration to establish Greater Ohafia Development Commission, GADO, was to ensure no senatorial district was sidelined in the development agenda of government.

“Since we already have Greater Aba Development Authority, GADA; and Umuahia Capital Development Agency, UCDA, we need to complete the tripod and that’s what we have done to ensure even development in the state,” he added.

On road infrastructure, the governor said his administration had awarded projects for the rehabilitation of more new roads to make all parts of the state easily accessible.

He said the expansion of 5-kilometer Onuimo Bridge-Abia Tower Umuahia road had commenced. He added that contract has equally been awarded for 11.5 Ntigha Road, 11.27 Mbala -Ngodo Isuochi Road, 11.5 kilometer Obehie -Owaza Road in Ukwa, among others.

Otti said he had secured the assurances of Julius Berger handling the reconstruction of the strategic Port Harcourt Road Aba that the project would be delivered on or before February 2025.

He also said that work was progressing on so many other road projects as scheduled, including Umuahia -Uzuakoli -Ohafia Road, Ohafia-Atochukwu road, Ndiokorie Abam -Atochukwu road, and several others.

The governor added that the zero-pothole policy of his administration was ongoing.

The entire world is unanimously overjoyed with the election of Trump, no more so than in my country. Only confused elements are not happy. Not because Trump will help us but atleast he will derail many highly unwelcome American overtures in other countries. Good example is the US ambassador to Kenya who has been key in propping up a very unpopular regime erroneously believing they'd beat Trump and sustain their devilish acts. Not here fool. This bitcch even had the audacity to openly visit the electoral body IEBC so that we know who is in charge of coming elections and wear us out with mental fatigue so that their preferred dictator continues. Foolish bastard. These dems tried assassinating Trump and failed miserably when they sensed the coming momentum was unassailable. If they can do that in their country you can imagine what they can do in your country. Wait until Jan when Trump is sworn in she will be the first to be shown the door. Finally after Trump's win the Dems have smelled the coffee and dont want their dirty linen washed in public once sleepy Joe and lyin Kamala leaves office. These bastards have been silent since June and abstained from condemning senseless abductions of fearless youth by the rogue regime. Ruto and his minions are still seeing silhouettes of themselves in jail months later. Recently when all ambassadors from the so-called West signed a petition urging the butcher of Sugoi to stop the abductions and face the music the US ambassador completely refused to sign, obviously seeing no need as Kamala was winning and she would continue being fully behind it as long as their puppet was in power. That birch will be the first to go and the mission in Haiti will not be funded by Trump. Sese Seko's hope is turning the mission into a UN peacekeeping mission. Mofo, you cannot use Kenya's respected status to further private interests while behaving like an absolute a.hole at home. Haitians have seen what Democrats done to Haiti, complicity in assassinating Moïse, installing puppets, sending foreign mercenaries, backing gangs to justify occupation and using Haiti as proxy to get Venezuela. I hope Trump scorches all of US gov, especially the trash CIA. Obama stationed US troops in Somalia in 2014, Trump withdrew them in 2020, and sleepy Joe put them back within 1 year of taking office. These dems are obsessed with meddling.

I am very worried for Nigeria because I saw they accepted IMF conditionalities after listening to quack advice from pseudo economics like General Dae and RIP, soon you will be like Ghana. I rem Generaldae refuting the extent of money looted from the Kenyan treasury by foolishly asking me the quantity of Kenyas foreign reserves. These are the types of guys giving you economic advice on how to run your country, similar to Ruto's David Ndii whose economic transformation plan was dimissed by the brilliant Kibaki as a first year econ paper and flashed down the toilet. Just saw a fellow Kenyan posted that two million Ghanaians outrageously apply for Greencard each year. You think shyt like that happens just like that? Its because of the dust the citizens have seen trying to repay those odious debts. Life is unbearable for the majority and the only escape is lefting the country for good at the slightest opportunity. IMF bastards have you where they want. If you ask Ghanaians what the govt did with all the loans they'll tell you they have no idea because they cannot feel it. These bastards wanted us in that mess too, fck them! In Mozambique in 2016, a corruption scandal was uncovered when it was discovered that the Mozambican government had taken out secret loans without parliamentary approval. The loans were given to three state-owned companies by London-based banks, and the money was stolen. The same idiots who stole the money are now refusing to leave power after being roundly beaten in the elections but since they work in cahoots with the west the latter cannot call them out. A debt is considered odious if it was contracted without the consent of the population and not for their benefit, so there is no obligation on you as a citizen to agree to measures of settling that debt, including punitive taxes. All is not lost though, atleast some citizens in Nigeria see through the BS and are ready to call it out for what it is like Hundeyin and co. The guy is rigt btw, if Ruto makes one more blunder after Trump is sworn we will uproot the bastard and jail him!
