The question now begging for answer is why are projects indicated in budgets and not implemented? Is it lack of funds? Obviously no. Why has Delta State been assuming a financial insolvency status when our Actual Receipts more than meet our Actual Expenditure? Where is the balance money going to?
Records obtained from the Federal Ministry of Finance and Delta State Ministry of Economic Planning shows revenue receipts and expenditure for the past 3 and half years as follows.

Total monies received by Delta State government from Statutory Allocation, Oil derivation, IGR, VAT, etc. from January 2007 to June 2010 is over N571,384,683,742, one begins to wonder how these monies were spent and which beneficial projects it was used on. It is also most atrocious to note that Dr. Emmanuel Uduaghan single handedly authorized the disbursement of over N114 billion been amount received since the beginning of this year as no cash budget has been done in the state as at August 2010 and no virement made.
It is apparent that Governor Emmanuel Uduaghan has hijacked the state’s resources presuming Deltans are docile and dim-witted citizens hence his obnoxious display of resentment for criticism. The monthly cash budgets for the allocation of resources to various sub heads for payments/disbursement has been cancelled by Dr. Uduaghan in Delta State. Hence, payment to contractors is not possible unless you are a “slave loyalist” or one of his mole contractors who represent him. The reason The Governor has given for non-payment of certified jobs done for the government for which he has claimed ownership of is that, He (Dr. Emmanuel Uduaghan) does not want to empower his enemies. Is everybody in Delta state his enemy? If he does not pay for those contracts which formed basis for the past budgets, who does he expect to pay for them?

The deposed Governor Emmanuel Uduaghan of Delta State was deeply involved in the illicit transfer of state funds to former Governor James Ibori, his wife, mistress and other associates. (Sahara reporters)

Some of EFCC documents in our possession reveal that Mr. Uduaghan, who is Ibori’s cousin, ordered the payment of about N2 billion in “unconventional transactions” between Delta State Government and Udoamaka Okoronkwo, Mr. Ibori’s mistress who is serving a five-year imprisonment in the UK following her conviction on money laundering charges

The EFCC records show that the transactions took place when Uduaghan was Secretary to the Delta State government during Mr. Ibori’s governorship. The deals are reflected in various EFCC files.

Many of these payments involved the companies SAGICON LTD., RIVBBED LTD., and SAAGARIS PROPERTIES LTD, all controlled by Udoamaka Okoronkwo. The documents show that in some instances, funds were deposited directly into Ms. Okoronkwo’s individual account in Nigeria. Law enforcement agents in Nigeria and the UK told Saharareporters that they believe much of the funds may eventually have been laundered into the UK and other foreign countries where Ibori and his cohorts maintained lavish lifestyles.

One EFCC witness described payments to Okoronkwo’s companies as “outside any payment due for genuine contracts” (file p.21). Yet another said that some of the payments related to the Delta State Polytechnics project, control of which was wrested from the State Ministry of Education and placed under a special committee of which Uduaghan was a member (file p.80). In her own statements to EFCC, Okoronkwo described providing a range of goods and services to the Ibori government, including several bullet-proof Range Rovers purchased from High Protection Company in the United States

During his tenure as Secretary to the State Government, Uduaghan also oversaw and directly ordered distributions of huge amounts of “security vote” funds. Witness statements and financial documentation in the EFCC files show that these payments included:
• At least N1.23 billion funneled through BAINENOX LTD. and MER ENGINEERING NIGERIA LTD, companies controlled by Ibori and close family members, as part of an illicit loan scheme;
• At least N383 million laundered over 2 years through PRIME CHAMBERS LTD, a Nigerian company owned by Prof. Amos Utuama, former Attorney General and Justice Commissioner under Ibori. Mr. Utuama was the Deputy Governor in Uduaghan’s deposed government.
Uduaghan’s own statement to EFCC investigators (file pp.166f) also details how he, as SSG, oversaw the transfer of billions in “security” funds to violent actors in Delta State. A partial breakdown showed the following:
• An average of 100 million naira per month in “operational expenses” was paid to the Joint Task Force (JTF). Much of this money, Uduaghan stated, was paid over the counter in cash because the military officers who reportedly received it “did not want the money to pass through a bank account;”
• Payments to various “youths and elders” who “supply information and sometimes go to the communities to carry out activities that will bring peaceful coexistence;”
• Payments for “information gathering and logistics to get hostages freed;”
• Payments for “pipeline surveillance and prevention of pipeline vandalisation,” along with other “security activities that will protect the oil installations;”
• “Ad-hoc” payments to quell “security emergencies.” For instance, on October 5, 2004, Mr. Uduaghan arranged a cash payment of 700 million naira to unknown beneficiaries. On March 14, 2005, he again effected the transfer of 950 million naira to equally unknown recipients.

The documents indicate that Mr. Uduaghan was interrogated by the EFCC and made to write statements in his handwriting on February 26 2006. Asked about his US-based brother, Victor Uduaghan, who is a medical doctor and who allegedly acted as a money-laundering front for Mr. Ibori, Uduaghan denied that he had anything to do with his brother. The EFCC also interrogated Vincent Uduaghan, described as contractor to the Delta State government and another brother of Mr. Emmanuel Uduaghan, as part of the wider Ibori investigation.

Several sources within Delta State and the judiciary told Saharareporters that Mr. Emmanuel Uduaghan played a prominent role, albeit behind the scenes, to corruptly secure the quashing of the 170-count charge proffered by the EFCC against Ibori in 2009. He used Delta State funds to set up a kangaroo court in Asaba, the state capital. Uduaghan, whose governorship was recently invalidated by a Nigerian appellate court, bought a building from Raymond Guana, Delta’s commissioner for Lands and Survey, and “donated” the building to serve as the Federal High Court. Mr. Guana had served as then Governor Ibori’s Special Adviser on local governments.

Facts about his Government.

1. Delta state is yet to implement TSS
2. All promotions and payment of areas for Primary School Teachers has been static.
3. Electronic payment (NEFT) payment for primary school teachers only started after his removal.
4. He only embark on Elephant projects to lavish our money, eg ASaba Airport.
5. All road contracts awarded to his wifes company (ROTECH) has been abandoned.
