I am afraid his CGPA is not enough to get him the scholarship.

it is highly competitive and requires that he has a minimum of 85% of his CGPA (about 4.25) for (an almost) automatic qualification or 80% (4.00) for consideration.

I'm sorry if I raised your hopes up. I hope he finds favor in his endeavors.
