Nigeria's Economy, Once Africa's Biggest, Slips To Fourth Place - IMF
Nigeria’s economy, which ranked as Africa’s largest in 2022, is set to slip to fourth place this year and Egypt, which held the top position in 2023, is projected to fall to second behind South Africa after a series of currency devaluations, International Monetary Fund forecasts show.

(Bloomberg) — Nigeria’s economy, which ranked as Africa’s largest in 2022, is set to slip to fourth place this year and Egypt, which held the top position in 2023, is projected to fall to second behind South Africa after a series of currency devaluations, International Monetary Fund forecasts show.

The IMF’s World Economic Outlook estimates Nigeria’s gross domestic product at $253 billion based on current prices this year, lagging energy-rich Algeria at $267 billion, Egypt at $348 billion and South Africa at $373 billion. 

Africa’s most industrialized nation will remain the continent’s largest economy until Egypt reclaims the mantle in 2027, while Nigeria is expected to remain in fourth place for years to come, the data released this week shows. Nigeria and Egypt’s fortunes have dimmed as they deal with high inflation and a plunge in their currencies.

Bola Tinubu has announced significant policy reforms since he became Nigeria’s president at the end of May 2023, including allowing the currency to float more freely, scrapping costly energy and gasoline subsidies and taking steps to address dollar shortages. Despite a recent rebound, the naira is still 50% weaker against the greenback than what it was prior to him taking office after two currency devaluations.

Egypt, one of the emerging world’s most-indebted countries and the IMF’s second-biggest borrower after Argentina, has also allowed its currency to float, triggering an almost 40% plunge in the pound’s value against the dollar last month to attract investment.

The IMF had been calling for a flexible currency regime for many months and the multilateral lender rewarded Egypt’s government by almost tripling the size of a loan program first approved in 2022 to $8 billion. This was a catalyst for a further influx of around $14 billion in financial support from the European Union and the World Bank. 

Unlike Nigeria’s naira and Egypt’s pound, the value of South Africa’s rand has long been set in the financial markets and it has lost about 4% of its value against the dollar this year. Its economy is expected to benefit from improvements to its energy supply and plans to tackle logistic bottlenecks.

Algeria, an OPEC+ member has been benefiting from high oil and gas prices caused first by Russia’s invasion of ukraine and now tensions in the Middle East. It stepped in to ease some of Europe’s gas woes after Russia curtailed supplies amid its war in ukraine

Working in sync with what he has described as “NEMA’s paradigm shift towards disaster risk reduction and to take disaster risk management to the grassroots,” he has left a lasting impact on the agency and the country’s preparedness for emergencies.
Below we look at his tenure with a focus on some of his significant achievements.
1. Leadership and Vision: Mustapha Habib Ahmed’s tenure as the Director-General of NEMA was marked by his visionary leadership, which was instrumental in transforming the agency’s approach to disaster management. His leadership prioritised staff welfare, recognizing that disaster management personnel must be both physically fit and mentally prepared to effectively aid those in need of assistance. This strategic focus has led to the restoration of industrial harmony within NEMA, with staff members demonstrating a renewed commitment to their roles and responsibilities.
2. Completion of NEMA Headquarters: He oversaw the completion of the new NEMA headquarters, which had been abandoned for six years, bringing all departments under one roof and enhancing operational efficiency.
3. World-Class Facilities: Under his guidance, NEMA’s headquarters became more than just an office complex as it was equipped with state-of-the-art facilities, including an Emergency Situation Room, GIS Laboratory, Nigeria Mission Control Centre and clinic.
4. Modern Communication Systems: He introduced the Hytera modern communication system, enabling real-time communication and live streaming from incident sites, which has significantly improved disaster response coordination.
5. Enhanced Search and Rescue Capabilities: His tenure saw the procurement of MICU Ambulances, Search and Rescue Boats, and other critical equipment, bolstering the capacity of NEMA’s Search and Rescue teams.
6. Revival of NEMA Air Wing: Mustapha Habib Ahmed was responsible for reviving the NEMA Air Wing, including the Fixed Wing Cessna Citation Air Ambulance and Bell 429 Helicopter, enhancing the agency’s search, rescue, and medical evacuation capabilities.
7. Institutionalizing Processes: The launch of the NEMA Service Charter under his leadership helped formalize and operationalize processes, setting clear benchmarks for service delivery while his collaborations with the United States Agency for International Development (USAID), the US Federal Emergency Management Agency (FEMA), and the US Forestry Service facilitated the training on Incident Command System (ICS) and Emergency Operation Centre (EOC).
9. Disaster Risk Reduction Strategy: Ahmed spearheaded the development of a comprehensive national Disaster Risk Reduction Strategy (2024-2030) and Action Plan (2024 – 2027) to contextualize, address and anticipate the evolving landscape of risks and challenges facing Nigeria. Under his stewardship, the agency also launched the National Contingency Plan for Nigeria (2023-2025) a pivotal document for emergency preparedness and Disaster Risk Reduction.
10. Mitigated flooding: By prioritizing annual predictions and forecasts especially the Seasonal Climate Prediction (SCP) and Annual Flood Outlook (AFO) from Nigerian Meteorological Agency (NIMET) and the Nigerian Hydrological Services Agency (NIHSA) NEMA was able to minimize the impact of flooding in 2023 thanks to downscaling of disaster early warning measures to grassroots for effective live-saving early actions.
11. Economic Livelihood Emergency Intervention: The Special National Economic Livelihood Emergency Intervention (SNELEI) was initiated and championed during his tenure to provide targeted support during emergencies, reflecting his commitment to not just immediate relief but also long-term economic recovery. SNELEI positively impacted 660,884 households, encompassing 3,965,304 individuals who were previously verified and earmarked to benefit from the special intervention across all 36 states and the FCT.
12. Recognition and Trust: He oversaw the successful evacuation of stranded Nigerians from countries as far flung as Sudan, Libya, ukraine, India, Dubai and Turkey in collaboration with agencies such as the International Organization for Migration (IOM), National Commission for Refugees Migrants and Internally Displaced Persons (NCFRMI), Nigerian in Diaspora Commission (NiDCOM) and Nigerian Immigration Service (NIS) with support from the Dangote Foundation.
13. Collaborations and Partnerships: He forged unique collaborations and partnerships while at NEMA with national, state, and sub-national level actors with NEMA forging strong ties with State Emergency Management Agencies (SEMAs). He initiated deliberate engagement and advocacy with Sub-national government including presenting a brief on NEMA and the 2023 Flood Preparedness, Mitigation, and Response Plan to State Governors at the Nigeria Governors Forum (NGF) and the National Executive Council.
On the international scene, NEMA collaborated and forged partnerships with global relief agencies; it received relief support from the King Salman Humanitarian Aid Agency (KSRelief) to support IDPs in Borno and Yobe states as well as victims of banditry in Zamfara and Bornu states. KSRelief also funded the renovation and retrofitting of the NEMA Emergency Coordination Centre (EOC) at NEMA’s HQ.
14. Capacity building and knowledge sharing: The focus on capacity building and dissemination of knowledge and insights saw the training of military personnel, media practitioners, members of voluntary and community organizations, students, and others and a ground-breaking collaboration with the Disaster Management Centre of Bournemouth University saw NEMA hosting an Executive Disaster Management Course which focused on finding ways to enhance the capacity of disaster responders. He also facilitated a training program on the Incident Command System (ICS) and Emergency Operation Centre (EOC) conducted by the United States Agency for International Development (USAID), the US Federal Emergency Management Agency (FEMA), and the US Forestry Service.
15. Emergency Agricultural Intervention across all states and the F.C.T: Mustapha Habib Ahmed successfully executed the Emergency Agricultural Intervention across all states of the federation and the FCT. This initiative aimed to restore farmers who had lost their croplands to the soil and engage artisans in additional value chain activities. Such efforts were crucial in fortifying Nigeria's national food security and resilience.
16. Digital dashboard: Supervised 80% completion of the digital dashboard to enhance operational effiiency set to be commissioned in May which would have marked his 3rd anniversary in the saddle

You're totally wrong. And don't say "the world", US and NATO are only 45% of countries in the world so they don't make up the world😃

If you check the early months of the war, Russia was advancing rapidly. They even made entreaties into Kiev but changed course. That wasn't a mistake. They don't want ukraine to fall as western media would make you think. A totally inept ukraine will be a load on Russia considering the fact that they share borders.
Also, this isn't a ukraine - Russia war as you seem to think. This is a proxy way between Russia and NATO. ukraine is only the battleground.

You say Russia had the choice of not going to war. Actually, this war should've started as far back as 2014 when ukraine started hobnobbing with US and NATO despite the Minsk agreement.
Remember what caused the Cuban missiles crisis? It was this exactly scenario; Cuba and Russia were allies and when Russia wanted to build a missile base in Cuba, US invaded Cuba. The crazy thing is Cuba doesn't border US in any way except that it's close to the US mainland.

Contrary to what you think, this war has actually shown that Russia is far stronger than NATO expected. Even, despite all the sanctions (more than 200 from different countries so far) they've grown their economy by more than 14%. This is something unprecedented as economies are expected to retrogress during wartime. Even the US economy hasn't grown up to 3% since the past 3 years. This should tell you something 😀
Let's take it point by point.
1. Your first point about NATO being only 45% of the world adds no value to this argument. I stated that the world thought Russia would easily defeat ukraine.
2 So far, almost all the gains Russia has made in the war were made in the first 3 months. They have lost more land area than they gained since after the first 6 months of the war.

Russia is fighting the poorest country in Europe and the support coming from the western countries is not up to 1% of their GDP.
If ukraine can hold Russia with much less then 1% of the NATO nation's GDP, what more do you need to tell you that Russia is weaker than we all knew.
For example, the US has sent about $75 billion on ukraine so far. That's about 0.3 of the US GDP and 10% of the US military budget.
Now this is what the US has given ukraine in 2 years.
So work the maths, in one year, the US is spending less than 5% of it's military budget on ukraine and Russia can achieve air superiority or dominant the battlefield.

Before 2022, Russia occupied 42,000 km2 (16,000 sq mi) of Ukrainian territory (Crimea, and parts of Donetsk and Luhansk), and occupied an additional 119,000 km2 (46,000 sq mi) after its full-scale invasion by March 2022, a total of 161,000 km2 (62,000 sq mi) or almost 27% of ukraine's territory. By 11 November, the Institute for the Study of War calculated that Ukrainian forces had liberated an area of 74,443 km2 (28,743 sq mi) from Russian
occupation, leaving Russia with control of about 18% of ukraine's territory.

#4 Hillary Clinton did not label Lewinsky or others as "bimbo eruptions". That term was coined by Betsey Wright, a former aide to Bill Clinton, in 1992, long before the Lewinsky scandal. Hillary Clinton did not orchestrate a scheme to damage Lewinsky's reputation. She was just a scorned wife who stood by her cheating hubby in the face of political drama.

#5 You claim that you watched Lewinsky's TED Talk, but did you really listen to what she said? She said that she was a victim of cyberbullying and public shaming, not of Bill Clinton. She said that she regretted her involvement with him, but that she also forgave him.

#6 Tara Reade was exposed as a liar and fraud. She did not have a written complaint against Biden, but a criminal complaint against an unnamed person. Plus her allegation has been contradicted by several people who knew her or worked with Biden at the time, and by the lack of evidence or corroboration.

#7 The FBI raid on Guilani's home and office in April 2021 had nothing to do with the defamation case, but with his shady dealings with ukraine. The raid did not strip him of all his gadgets, neither did it stop him from producing evidence. These are pathetic excuses!

#8 Blasey Ford bravely faced the Senate Judiciary Committee in 2018 and never backed down from her allegation. And she was not a Democrat, but a card-carrying Republican.

#9 Halina Kuta, the ex-guard at Bergdorf Goodman who claimed to witness something scandalous while working there between 1975 and 2001 was exposed to be a liar and bluff. Fielding questions from the public and the media in Moscow, the Russian leader said peace will be possible after “denazification, demilitarisation and a neutral status” of ukraine – something he has repeated since Russia invaded ukraine in February 2022.

Russia alleges that ukraine’s government is heavily influenced by “radical nationalist” and neo-Nazi groups, which Kyiv and the West dispute. Putin has also consistently demanded that ukraine remain neutral and not join the NATO military alliance.

“As for demilitarisation, they don’t want to negotiate, so we are then forced to take other measures, including military measures,” Putin said.

“Either we agree or we need to resolve [the issue] by force,” he added.

Putin said there are some 617,000 Russian soldiers currently in ukraine, including about 244,000 who were called up to fight alongside professional Russian military forces. But there was no current need for a further mobilisation of reservists, he added.

He said an estimated 486,000 people had so far signed up voluntarily as contract soldiers, on top of the 300,000 people called up last year, and “the flow is not diminishing”.

Last December, in a break from tradition, Putin cancelled the event. It was the first time in a decade he did not hold the conference.

This year, key themes of the conference were the fighting in ukraine, payments to soldiers and their families and the economy.

‘A tragedy’
Speaking to reporters on Thursday, Putin said ukraine had lost some of its best troops in an attempt to secure a foothold on the east bank of the Dnipro in the Kherson region. “It is a tragedy, I believe, for them,” he said.

As the war approaches the end of its second year, ukraine has achieved only small gains from a counteroffensive that began in June.

Russia, however, has also made no tangible progress since capturing the city of Bakhmut at heavy cost in May. It occupies about a sixth of ukraine’s territory but does not fully control any of the four Ukrainian regions it claimed last year as part of Russia.

On the ongoing war and relations with the West, Putin said: “The unbridled desire to creep towards our borders, taking ukraine into NATO, all this led to this tragedy … They forced us into these actions.”

Meanwhile on Russia’s relations with China, he said, “the level of our ties with China is at an all-time high”.

Putin also said it was important that United Nations mechanisms, such as the veto power of permanent member states of the UN Security Council, remained in place.

Asked by a Turkish journalist about the humanitarian crisis in Gaza, he said he hoped to meet Turkish President Recep Tayyip Erdogan in early 2024.

And commenting on new Argentinian President Javier Milei’s plan to dollarise his country’s economy, Putin said it risked jeopardising the country’s sovereignty.

On the 2024 Paris Summer Olympics, Putin said he was not against Russians competing, but that the country should ponder whether it should if the event is designed to portray Russian sport as “dying”.

The International Olympic Committee (IOC) last week said qualifying athletes from Russia and Belarus – who had been banned from competing internationally following the invasion of ukraine – could take part in the Games as neutrals without flags, emblems or anthems.

“We still need to carefully analyse the conditions the IOC has put forward,” Putin said. “If the IOC’s artificial conditions are designed to cut off the best Russian athletes and portray at the Olympics that Russian sport is dying, then you need to decide whether to go there at all.”

The manufacturing sector suffered a 400 percent increase in net foreign exchange loss to N466 billion in nine months ending September, reflecting the severe impact of the foreign exchange (Forex) market regime.

Sector operators said the current forex situation has compounded the pressures emanating from the removal of oil subsidy, Russia/ ukraine war among other adverse developments.

The operators said the sector now bleeds from multiple points as a result of exchange rate revaluation losses.

Consequently, information contained in the financial reports of the top 17 manufacturing companies listed on the Nigerian Exchange Limited, NGX , indicated that while their gross earnings rose as they increase the prices of their products, their profits crashed as a result of the multiple pressure points eroding their financial stability.

Data sourced by Financial Vanguard from the financials of the big manufacturing firms on the Exchange showed a net foreign exchange loss of N466.02 billion in the nine months ended September 2023 (9M’23) representing an overwhelming increase of almost 400% from N93.219 billion loss recorded in 9M’22.

The data showed that while the combined gross earnings of the firms grew by 23.4% to N4.4 trillion in 9M’23 as against N3.6 trillion in 9M’22, the companies recorded a 24.6 percent decline in combined Profit Before Tax, PBT, to N505.148 billion in 9M’23 as against N670.089 billion in 9M’22.

Cost of consumer goods
The trend is reflected in the increased cost of producing consumer goods, which are mostly essential commodities used regularly by households.

These include foods and beverages, toiletries, over-the-counter medicines, cleaning and laundry products, plastic goods, and personal care products, among others.

Financial Vanguard findings reveal that while the companies increased the prices of their products in response to the inflationary pressures on their operating cost, this has resulted in low volume of patronage from the consumers whose income has equally been eroded by inflation.

The situation has now combined with losses they recorded in foreign exchange revaluation just as the higher exchange rate also increased the cost of foreign input forcing them to either close some production lines or scale down output below break-even points.

Data from the National Bureau of Statistics (NBS) showed that the inflation rate in Nigeria closed 9M’23 at 26.72%. The figure has since risen to 27.3 %percent as at the month of October 2023 and is projected to rise further this month, possibly sustained to year end.

Also, the Naira value against the US Dollar which stood at N448.04/US$ at the beginning of the year (2023) crashed to N832.32/US$ as at end 9M’23 following the Central Bank of Nigeria (CBN) foreign exchange reforms in mid-June.

Foreign investors in manufacturing pulling out

The protracted foreign exchange scarcity which affected Cadbury Nigeria on raw material imports, has forced its management to pass on costs to consumers by hiking prices.

The same goes for GlaxoSmithKline, GSK, Nigeria. But this has already proved unsustainable, forcing the company to announce plans by its parent company, GSK UK Group, to end manufacturing operations in Nigeria. The Company said further that it would explore a third-party direct distribution model for its pharmaceutical products.

Unilever Nigeria is another multinational consumer goods company discontinuing the manufacturing of its homecare and skin-cleansing brands.

Just last week, Procter & Gamble, P&G, an American multinational involved in manufacturing of fast moving consumer goods (FMCGs), announced its plan to discontinue their manufacturing operations in Nigeria due to the harsh operating environment.

Blue chips bleeding
The blue chip manufacturing companies, most of which are multinationals suffered more from forex revaluation losses.

Leading the pack in this adversity is Nestle Nigeria which lost N127.5billion to forex revaluation loss, thereby eroding its profitability. Consequently, the company recorded loss before tax of N56.7 billion as against profit of N58.4 billion in 9M’22. This is despite the company’s 18.9% increase in gross earnings to N396.6 billion from N333.5 billion in 9M’22.

Dangote Cement recorded a huge forex revaluation loss of N99billion which seems to have dampened what would have been a supper profit in the 9M’23. It however made a surprising 20.5% rise in profit to N404.9billion as against N335.900 billion in 9M’22, at the backdrop of a rise in gross earnings to N1.5 trillion in 9M’23 from N1.2 trillion in 9M’22,

A forex revaluation loss amounting to N86.8 billion eroded Nigerian Breweries’ profitability as giant beverage multinational declared a total loss amounting N78.2 billion during the period despite a modest 2.1% growth in gross earnings to N401.7 billion from N393.3 billion.

Another brewer, International Breweries was hit with N39.9 billion forex revaluation loss which escalated the company’s operating losses before tax to N43.5 billion as against N2.8 billion it recorded last year. This is despite the 14.6% increase in gross earnings to N183.8 billion from N160.4 billion in 9M’22.

BUA Foods reported a forex revaluation loss of N33.3billion which moderated what would have become a super profit growth at 50% to N111.4bilion from N74.3billion in 9M’22, at the backdrop of 81.0% increase in gross earnings to N524.4billion as against N289.8billion in 9M’22.

Similarly, its sister company, BUA Cement posting N24.8 billion in forex revaluation loss which dampened its profitability with a 3.4% decline N85.7 billion from N88.8 billion despite the rise in gross earnings to N335.9billion as against N262.6billion in 9M’22.

Other significant forex revaluation losses were recorded by Cadbury Nigeria which reported N20.7billion revaluation loss which eroded its profit forcing the firm to declare a loss of N10.2 billion as against a profit of N4.0 billion it recorded in 9M’22. This is despite the 39.2% increase in gross earnings to N59.2 billion from N42.5 billion in 9M’22.

GloxoSmithKline seems to be showing heavy bleeding on all fronts. It posted a forex revaluation loss amounting N11.3 billion and its PBT declined 0.8% to N0.722 billion from N0.716 billion just as gross earnings went down massively to N10.9 billion from N20.4billion,

Similarly Lafarge Cement reported forex revaluation loss amounting to N9.4 billion. But the firm also reported increase in gross earnings at N289.1 billion as against N269.9 billion in 9M’22 , with PBT growing by 13.4% to N61.2 billion from N53.9 billion.

Unilever Nigeria recorded forex revaluation loss of N2.9billion as the company’s profitability was making a rebound by 937.4% to N4.9billion from N0.5 billion on the backdrop of a rise in gross earnings to N81.6billion from N64.8billion in 9M’22,

Vitafoam recorded a forex revaluation loss of N3.8billion which contributed to the 14.4% profit decline to N6.2billion from N7.2billion in 9M’2 despite a rise in gross earnings to N52.8billion from N46.3billion in 9M’22,

Okumu Oil also recorded forex revaluation loss amounting to N2.9billion. But its PBT grew by18.7% to N29.2billion from N24.6billion in 9M’22 at the backdrop of a rise in gross earnings.

Guinness Nigeria reported that its profit went down 5.6% to N3.8billion from N4.04 billion at the backdrop of N1.9billion forex revaluation loss, despite growth in gross earnings at N59.5 billion as against N52.849 billion in 9M’22.

Notore Chemical recorded a forex revaluation loss of N1.8billion which added to its massive rise in losses amounting N66.2billion as against N0.95billion loss in 9M’22. The bad result also came with a massive decline in gross earnings to N12.7billion as against N32.9billion in 9M’22, and recorded

Nascon Allied reported a slim forex revaluation loss of N.6million and its profit grew massively by 282.0% to N16.3billion from N4.3billion in 9M’22 at the backdrop 45.6% increase in gross earnings to N59.1billion as against N40.6billion in 9M’22.

One of the surprising results is Dangote Sugar which did not record any forex loss, and its gross earnings increased by 7.4% to N309.713 billion from N288.320 billion in 9M’22, but it ended up posting a loss before tax of N41.3billion as against a profit of N36.3billion in 9M’22.

Analysts /Experts react
Reacting to this development, Tajudeen Olayinka, who is the CEO, Wyoming Capital and Partners said: “A long the local foreign exchange market continue to react to the vagaries of demand and supply side imbalances, so long economic agents with net dollar liabilities will continue to be impacted negatively by depreciation and foreign exchange losses.

“This was responsible for the huge losses suffered by those manufacturing companies you mentioned. And it will remain so until the affected companies are able to put measures in place to recover losses through necessary hedging and repricing of earning assets.”

On the implication of these losses, he said: “ The implication of these losses to the companies and economy in general is a continued elevation in inflation and further deceleration in output growth.”

Also reacting, David Adonri, the Executive Vice Chairman, HIGHCAP Securities Limited said: “The nine months increase in forex losses by manufacturing companies in 2023 is due to the huge depreciation of the Naira following deregulation of the foreign exchange market in June 2023.

“The loss was transmitted to the manufacturing account of manufacturers through their outstanding forex liability to foreign suppliers of manufacturing inputs. Notwithstanding the improvement in their revenue, the FX losses overwhelmed their Profit.

“The losses were so colossal that some of the manufacturers have lost their shareholders fund. Many others have wound down their businesses and are at the verge of exiting the country. The losses have become a threat to the existence of many of the manufacturers.”

On the implication of the losses, he said: “Government should not expect to receive income tax from the wounded companies this year. Loss of capital will definitely take a toll on the capacity utilization of the manufacturers affected, resulting in layoffs and scarcity of their products.”

Solution
On the way forward, he said: “Government needs to engage with the manufacturers to address this threat to their existence. However, the losses will be recovered in due course as the economy adjusts to the new market reforms and price level.”

Reacting, Victor Chiazor, The Head of Research of Research and Investment said: “Most of the manufacturing companies suffered severe Forex losses because most of them import their raw materials for production from outside the country.

“And given the floating of the Naira which happened in the second quarter most were forced to provide more Naira to accommodate their production inputs. This exchange rate difference was significant enough to weaken their profit levels and even throw some of the manufacturers into loss after tax for the 9 months period.”

Going forward, he said: “We may see a direct transfer in the cost differential as most manufacturers will have no option than to pass this cost to the final consumer which will eventually lead to lower sales volume and most likely lower profitability for the company.

“This would also slow down activity level in the economy as a continuous rise in the price of goods and services will weaken the purchasing power of the consumer and overall weaken consumption.

“The government will need to find a way to stabilise the FX market to enable businesses plan as well as find incentives for some critical manufacturing businesses all of which would assist in keeping these businesses afloat.”

Israel has lost more than $7.5 billion since the outbreak of its war with Gaza, according to Yogav Gardos, head of the Budget Department in the Israeli Ministry of Finance. Yesterday evening, Wednesday, Gardos revealed the estimates of the Israeli Ministry of Finance regarding the enormous damage caused by the war to the country’s budget, stressing that after only 3 weeks the damage had reached 30 billion shekels ($7.5 billion).

According to The Marker, a daily Hebrew-language economic newspaper published by the Haaretz group in Israel, Gardos explained that losses in the state budget translate into increased war expenditures and aid programs or due to a decrease in state revenues due to a slowdown in economic activity. According to Gardos, the fighting expenses alone have so far reached 20 billion shekels ($5 billion), meaning that each day of fighting costs about one billion shekels ($250 million), and the total spending will increase as the fighting continues.

In addition to defense expenses, according to Gardos, there are many other expenses. The cost of evacuating more than 100,000 Israeli refugees and injured people amounts to 1.7 billion shekels ($430 million). The head of the budget department in the Israeli Ministry of Finance said that the Ministry of Finance has already transferred 5 billion shekels, among other expenses, to equip weapons, assist local authorities, and evacuate residents. Gardos also estimated that the economy's GDP damage amounts to about NIS 10 billion per month ($2.5 billion) from the fighting. This means that growth in Israel will slow significantly in 2023.

The US House of Representatives plans to consider a separate emergency aid package for Israel worth $14.3 billion, following the decision of Republicans in the US House of Representatives to separate the aid provided to Israel from a larger supplementary funding request submitted by the administration of US President Joe Biden. Republicans in the House of Representatives say they intend to move forward with the aid bill for Israel today, Thursday, despite the opposition of the Biden administration and some Democrats in Congress. The White House said earlier this week that "US President Joe Biden will veto the independent aid package."

The White House noted that "the proposal turns Israel into a pawn in American domestic politics," adding that "the legislation will send a terrible message to Russia by depriving ukraine of aid." The Biden administration had initially requested $106 billion from the US Congress in an additional emergency funding request, which also included more than $61 billion in aid to ukraine.

Finally, US Secretary of State Anthony Blinken arrived this morning in Tel Aviv, where he intends to put pressure on Israel in particular to ensure the protection of Palestinian civilians in light of the continuing war with the Hamas movement. On his second tour in the Middle East within a few weeks, Blinken will meet Israeli Prime Minister Benjamin Netanyahu and attend a meeting of his security cabinet, according to what an Agence France-Presse journalist reported. Blinken said from Tel Aviv: “I will discuss with Israeli officials its right to defend itself and deliver aid to Gaza.”

Sky News Arabia quoted Palestinian sources as saying that Blinken will present to the Israeli side a proposal for a temporary truce for 12 hours, subject to renewal, in exchange for the release of most of the foreign detainees. According to the sources, Blinken will request permission for the movement of UNRWA and Red Cross vehicles. Israel will also be offered to bring 50,000 liters of fuel into Gaza, in addition to increasing the number of aid trucks entering Gaza to 200 per day. For its part, the US State Department announced that Blinken will stress in Israel the necessity of increasing the volume and speed of bringing humanitarian aid into Gaza.

He will also stress in Israel the need to prevent the expansion of the conflict. In addition, Blinken will discuss ensuring the immediate release of those detained by Hamas, according to what the US State Department reported, which stressed “supporting Israel’s right to defend itself in accordance with international law.” In Tel Aviv, Blinken seeks to achieve two goals: to pressure Israel to protect Palestinian civilians in the Gaza Strip and the West Bank, and to ensure the continued entry of humanitarian aid that is still arriving in insufficient quantities.

On Thursday, Blinken told reporters at Andrews Air Force Base before heading to the Middle East: “We will talk about concrete steps that can and should be taken to reduce the harm caused to men, women and children in Gaza.” Blinken reaffirmed "Israel's right to defend itself," but expressed concerns about the suffering of Palestinian civilians.

THE DOME OF WAR

Israel has a defence system known as the 'Iron Dome,' which fires missiles to destroy incoming rockets. About 90 percent effective, it doesn't deter terrorist groups from firing such rockets. Israel's dome can't compete with the 'Dome of War.' We’re seeing it in action right now. Here are some things that cannot penetrate that dome:

FREE SPEECH:

Trump recently commented that Hezbollah was 'very smart.' Outrage instantly rained down from the corporate media as well as politicians on both sides of the aisle as the media took it out of content. Trump was not trying to compliment the leaders of Hezbollah—he was merely saying something that is true. He also said President Xi was smart. It's acknowledging reality, but the Dome of War tends to discourage an alignment with reality.

Similarly, many at the US far-left universities are anti-Semitic. They actually praised Hamas and defended Palestine. They were met with similar outrage and many students who dared to voice their support of Palestine were threatened. The powers that be wanted to make sure such students never receive employment once they graduated. This is anti-free speech measure. I've said a lot of stupid things in college that I regret, and I know what it feels like to be threatened because I used my free speech. Some on the left told me they'd make sure I got fired. It was disturbing, but I was self-employed. Still, I lost a lot of commercial work due to their reaction to my cartoons. The ability to make a living should not depend on having politically correct opinions.

We must remain free to discuss what's going on in Israel. It doesn't mean we support 'the terrorists.' We should be able to question why Israel failed to detect the massive attack. Apparently Egypt warned them. Our own intelligence operations should have known, but I guess they’re too busy spying on Trump-supporting Americans.

LESSONS OF HISTORY:

Hamas and their Palestinian supporters don't ever seem to learn their lesson. Their goal is to drive all Jews out of the territory and into the sea. They do not recognize Israel—instead they claim the Jews are 'occupiers' who need to be eliminated completely from Palestine. Anyone who knows a bit of history has learned that Jews have always lived there—they've certainly been there a lot longer than Islam has existed. The Jews could rightly claim that Israel existed long before anyone heard of Palestine—and if anyone needs to be driven to the sea it's the Muslims. Israel won't do that because they are far more civilized than Hamas.

If one could go back in time and warn the Romans not to fall into the trap at Cannae, I doubt they would still go ahead and allow Hannibal's forces to destroy 50,000 of their men. If someone warned Hamas not to keep making the same mistake of attacking Israel, they would ignore it and keep doing that very same thing—even though it means the death of thousands of Palestinians! Palestinian terrorists are so brainwashed by hate that they can't learn the lessons of their own history. Herodotus would be wincing.

LOGIC AND REASON:

After the monstrous attack on Israeli civilians—including children, the corporate media did not care much about honest reporting. They cared about beating the war drums as loudly as they could. Mark Levin's already high voice reached an even higher pitch. He could have exploded a wine glass. Loudmouth Sean Hannity and his tough-talking sidekick and chicken hawk, Lindsey Graham, all demanded more US aid to Israel—both in the form of billions of US tax dollars as well as munitions. Something is not logical with this, though—but similar to suppressing free speech, one is not supposed to apply logic to the situation—only the emotion of anger, which everyone knows can be leveraged to further the goals of the powerful. (Think of 9-11).

America is already sending Israel $3 billion annually and it was actually codified into law. They are a prosperous, industrious, and smart nation, but apparently they need constant help from the US. They should be able to take care of themselves, but the war means we must send them even more. Israel is NOT our 51st state, even though many US politicians hold dual citizenship. (Maybe the US is Israel’s subsidiary.) What beggars logic is the Biden administration has also sent Hamas many millions of dollars in 'aid.' Biden's disastrous withdrawal from Afghanistan meant Hamas got US weapons from the Taliban! Even worse, it is said that ukraine has sold arms they received from US to Hamas. To make matters still worse, Biden has sent Iran many billions of dollars! Funding both sides of the war is not logical.

Do not dare employ logic and reason, though—you need only to stay mad! What Hamas did was abhorrent. End of story. Don't look deeper—just do as your told! The war mongers want to leverage what happened and get us into a war against Iran. Israel wants that war too, but they need US help. A nuclear-armed Iran is too much of a threat to them. It can be argued that this may be why the far-right Netanyahu 'allowed' the attack by Hamas.

PEACE:

The Dome of War repels the desire for peace. Any Palestinian that proposed peace will most likely be assassinated. Don't you dare talk about peace! Jihad!

There can be no peace with people who have been so thoroughly brainwashed to hate Israel. To be sure, the Palestinians will soon be crying for another ceasefire to buy them time. They will portray themselves as victims. Critics will urge that Israel 'go easy' on Palestinian civilians while Hamas terrorists shield themselves by hiding in schools and hospitals. (They would use their own children as human shields if they could). The terrorists possess neither honour nor dignity. Only hate. Peace stands little chance with such people.

NEGOTIATION:

This doesn't mean Palestine won't negotiate to buy time. In the year 2000, it looked like Clinton would make a landmark achievement by hammering out a peace deal between Israel and the leader of the Palestinians, Yasser Arafat. I followed the developments and it struck me that Israel was doing its best to settle a deal that favoured Palestine. Peace seemed to be at hand. But no, Arafat changed his mind! He wanted ALL the Jews out of the region. I remember hearing him barking, "Jihad, Jihad, Jihad!" Arafat bought time for the terrorists to regroup and attack again.

EMPATHY:

The War Dome prevents empathy and understanding between the combatants. Both sides paint their enemies as inhuman monsters. It happened in the US when nuclear bombs were dropped on innocent men, women, and children in Japan. If there's one thing that's especially not allowed within the Dome of War, it's empathy. Love is not allowed, only war.

THE LAW:

International Humanitarian Law supposedly regulates conduct during armed conflict. The Geneva Convention established these laws and Israel is expected to follow them. Hamas, of course, does not. They are murderers who have no problem attacking Israeli schools or killing Jewish babies. Israel has every right to destroy Hamas, but that means destroying a great many so-called 'innocent' Palestinians as well. We are already hearing how Israel's strikes should be 'proportional.' This is music to Palestinian ears. It means that they will be allowed to recover, regroup, and strike Israel again and again.

All of this only underscores our Founding Father's very sound advice: Avoid foreign entanglements.

Ishmael (Arabians) and Isaac are brothers. It was Jacob now Israel that finally established the 12 tribes of Israel. It was this 12 tribes led by Moses and later Joshua that started claiming Canaan after coming back from slavery in Egypt. The first city they took was Jericho. Now God's commandment was to kill all inhabitants of the 7 cities of Canaan. They didn't kill all the inhabitants as instructed by God which is why Canaan is in contention today. David established the kingdom of Israel with Jerusalem as the main City or capital, where his son Solomon finally built the temple of the Lord. Up till this time nothing like Christianity or Islam. The Philistias that lived in Gaza also invaded Canaan at the time which is why they clashed with the Israelites many times before David handled them once and for all chased them back to Gaza. Neither of Philistia or Israel originally owned Canaan or came from there, Philistia are from Crete while Israel are from IraQ. Philistia went extinct when they were conquered by the Assyrian. Philistias no longer exist. The Israelites started loosing ground in Canaan after the reign of Solomon due to internal tussle, God was angry with them and told them they'll be greatly punished. God punished them so much the kingdom was divided, they lost great part of Canaan, went into slavery in Babylon where they are originally from before the Roman Empire finally caused them to scatter the surface of the earth. If you say Canaan does not belong to the Israelites then the Arabs also have no claim to anywhere in the middle East asides IraQ. Babylon was also very great in the past. Abraham first stayed in Haran (Turkey) after leaving Ur, so there should be no Arabs in Turkey as well. It was during the Roman empire that the Romans created the name "Syriae Palestine" in a bid to keep the Israelites (Jews) at one side and the original Canaanites that lived together with the Israelites with immigrants that migrated from neighboring Jordan, Syria, Lebanon as Palestine. The Romans cut the Jews off from the west bank in other to subdue them. All this is God's punishment to Israel. Daniel the prophet (a Jew) made a clear prophecy of what's happening in Canaan today during the Israelites slavery in Babylon. Roman Empire later fell but at this time the Jews has been sold into Europe, America, Asia and some parts of Africa. This Empires at one time ruled the world. Problem started when Israel now wanted to claim back Jerusalem and the temple built by their fathers Solomon son of David. The Arabs didn't like the Idea as they didn't have any love towards the Israelites. Now know that Islam was born out of Abraham first but not chosen son Ishmael and Jesus Christ came out of the house of David in the lineage of Isaac the Chosen and promised child was given the land flowing with milk and honey. Jesus Christ the Jew came first so Christianity existed for centuries before Muhammad was born and Islam as religion started. Islam spread into Turkey, Egypt, Babylon (Iraq), Syria, Jordan, Iran m, Lebanon while Christianity struggled to spread among the Jews as they refused to acknowledge Christ as the Messiah Prophet Isaac spoke about. Which is why till today Judaism is still the majority while few accepted Christianity and then later some Islam. Same also among Palestines who are now majority Islam with a little percentage of Christians and Jews. Christianity spread more into Europe, Asia, America and Asia. Which is why most countries are Christian countries. Egypt was never a Muslim country, neither was Syria, Jordan, Lebanon, even the whole of North Africa. Islam was spread by the Ishmaelites (Arab) forcefully to them. Israel has always been ready to settle for the two state solution UN offered, Egypt too has mediating for the solution as Israel and Egypt had very good relationship before the time of the Pharoah that enslaved the Israelites. Egypt still has great respect for Israel. Israel was left with no choice but to declare Israel as a country in Canaan and backed by UN cos UN recognize the dynasty of the days of King David and Solomon in Canaan, now Palestine didn't want to live just as they lived before with the Israelites. They refused to let Israel have access to the temple of Jerusalem and all the places regarded as the holy land. Nazareth, Bethlehem where Abraham lived in Canaan, all of this places. this is the issue. Now Palestines are more Islam and little christians so the temple built by Solomon later converted to Church by the Apostles is now a mosque in Jerusalem. This is where the issue started becoming religious issue. The Arabs want Jerusalem and all the holy lands to remain under the control of Palestine and as mosque. Palestine has no problem with Israel and both agreed to live together as two state. Now Hamas resisted against the Palestinian leaders killing them and forcefully over took Gaza Israel handed over to them as part of the Oslo peace accord. Hamas are sponsored by Iran(Persians) and the Ishmaelites (Arabs). Lebanese Hezbollah too started attacking Israel well due to hostility from the past when they were also yet to be Muslims themselves. Israel as a nation is also complicated as they hate both Christians and Islam as a religion but held on to Judaism ( Old testament, Mosaic law). Remember Jesus Christ told them He hasn't come to destroy the Mosaic law but to complete it. This is why Christian bible is not just new Testament but Old testament as well as one. This is why Christians has great affinity for Jews. Jesus Christ Himself was a Jew. Christians can't hate Jews no matter how much Jews persecute them. Apostle Paul the greatest evangelist who wrote most of the new testament was a Jew who hated and persecuted thousands of Jews until he was arrested by God in Syria (Damascus).
Hamas are the reason they've not been peace in Israel sponsored greatly by the Arabs especially Iran. Know that Iran also hate Iraq greatly. So this whole issue is a family issue bleeped up by religion. Palestine themselves have no issue as they recognize Israel but the Arabs don't want the existence of Israel in the middle East. That's Hamas objective, they don't care about Palestines.
Now for those who think Russia will ever attack Russia. It 'll never happen as they are Jews in Russia, they are the Oligarchs in Russia, they're in ukraine, Japan, China, Britain and America. The Jews are in control of America and it's Armed forces. The Jews are the frontiers if every discoveries, science and technologies, weapons and are also the richest tribes in the world followed by Arabs because God blessed Ishmael too in the desert but told him he 'll always live in war against his brother. This is the punishment to Abraham and Sarah for not waiting on God. This is the major reason for the hostility between Muslims and christians as well. So in conclusions as far as Hamas hold on to their objective of wiping off Israel from the middle East there can't be peace between Palestine and Israel. Israel don't mean Palestine any harm but Hamas is using them to hurt Israel. Look at how they entered into Israel and killed people and then use Palestine as human shield. Palestine can't even stand against Hamas cos of family ties and what the Arabs and Iran will do to them. They are pawns in this conflict. Israel going ahead to agree to the two state solution while Hamas and Hezbollah exist there 'll be suicidal and they can't risk that. I hope you understand. You can say but why 'll God ask Abraham to live Iraq and come to Canaan and build a new nation, why 'll He ask that Israel wipe off the whole of tribes of Canaan, 7 altogether. Now Abraham made the mistake of giving birth to a child outside of the original arrangement with God now we have Arabs, secondly Israel failed to carry out God's instruction of Killing all the inhabitants of Canaan and fearing God. Israel's disobedience brought all the calamities of slavery and holocaust upon them. Or was God fair to Esau who's not mentioned at all again being the first son of Isaac. Esau lived in seir in Jordan. He married Canaanites. God said Jacob I love, Esau I hate. Jacob was a very cunny man who lived all his life in struggles starting from the womb by holding Esau in the heel during their delivery, he eventually decieved Esau to give him his birth right over a pot of porridge seeing that he was hungry, then deceived his father Isaac who was now blind by conniving with his mother to take Esau's blessings, it was after this events his mother adviced him to go to Haran where Abraham first lived after leaving Ur with his uncle laban. Now his years with laban was struggles also as he cheated him so much in their business and also cheated him into serving him for 14 years instead of 7, thereby making him marry two wives he didn't plan for to God now giving the one hated children while the one he loved remained barren for long before finally having two from her, this struggles continued till he even struggled with an Angel of God, who dislocated his hip and changed his name to Israel. This is very significant cos it was the reason Israelites were finally blessed but his struggles didn't completely end as he limped one foot forever which also has significance that Israel will always have to rely On God. Israel always suffered huge calamities and lost wars whenever they were far from God but God always forgave them and hear them anytime they call Him. Now he Jacob (Israel) lost the son he loved so much Joseph, the first son of the woman he loved and waited for long to finally have. His brothers sold him to slavery in Egypt, took his coat of many colors, soaked it with blood and lied to their father that he was killed by a wild beast. He grieved so much for him, so the remaining love he transferred to Benjamin who his mother died during his delivery, his mother gave him a cursed name Benoni for causing her much pain. The death of the woman he loved also affected him so much. He changed his name to Benjamin taking away the curse from him was now seized in Egypt when his sons had gone into Egypt for food as there was famine in Canaan at the time. This brought another heart break to him unknown to his brothers that Joseph recognized Benjamin his own little brother and therefore knew they were his half brothers that sold him into slavery. Another heart break which made him go up with them into Egypt, it was when they came back Joseph told his father and brother who he was and used his position as Governor to give them a place to stay in Egypt and they were all well taken care of. This was the his last joy on earth seeing his little Joseph again and living happily well fed till he died. The Summary of his life generally was nothing short of struggles. We all pray for peace in Israel and Palestine. As they both have to live in Canaan together. That's the only solution but will Hamas and Arabs allow it?
Education / Forex Crisis Puts Parents Of Students Studying Abroad Under Severe Pressure by postbox: 8:56am On Aug 29, 2023
These are indeed challenging times for parents residing in Nigeria but who have kids in foreign schools as they struggle to raise foreign exchange to fund their children’s education due to scarce foreign currencies amidst rising rates.

Some of the parents, who spoke to Sunday PUNCH on the development, expressed frustration at the falling value of the naira, which they had to use to purchase foreign currencies to pay the tuition of their children as well as other associated costs and living costs.

The naira traded at 915 against the United States dollar at the parallel market on Saturday, while the pound sterling was sold for N1,180.

At the Investors and Exporters’ forex window, the naira commenced trading at 773.29/$ on Friday and hit a high of 799.9/$ before closing at 778.42/$. The currency lost by 0.87 per cent compared to the N771.69 it exchanged for the dollar on Thursday.

The open indicative rate closed at N773.29 to the dollar on Friday. A spot exchange rate of N799.90 to the dollar was the highest rate recorded in the day’s trading before it settled at N778.42.

A total of 73.80 million dollars was traded at the Investors and Exporters’ window on Friday.

A businessman, Mr Kunle Olajide, whose son is in 200 level at a Cypriot university, lamented the stress he is facing paying the tuition and sending money to the Computer Science student.

Olajide stated, “Since the administration of President Bola Tinubu decided to allow the naira to float, it has not been easy to source forex for the purposes of paying my son’s tuition and sending upkeep allowance to him. My business is essentially naira-denominated and you know that the currency has been consistently falling and this is putting a lot of pressure on me. I am currently spending almost double what I was spending on him this time last year.

“I have filled Form A since mid-June to buy dollars at the official I&E rate, but my bank keeps complaining of not having the currency to sell to me. Even the exchange rate on that platform keeps rising. When my son mounted pressure on him about being denied access to the school portal, I had to go to the parallel market to buy $2,500 at N889. I understand that it is now over N900/$.

“Honestly, I don’t know how I will continue to fund his education going forward without crippling my business and affecting the rest of the family. I have two other younger children who are in private secondary schools here in Lagos. When they resume later in September, I will have to cough out a lot of money because the schools have increased the fees in line with the inflationary trend and the after-effects of the removal of subsidy on petrol by the Federal Government.”

A Lagos-based businesswoman, who has two of her children schooling in the United States, Mrs Adebusola Adeyinka, said before the floating of the naira, sourcing forex to pay for her children’s fees and meet other needs was nightmarish.

According to her, the older son, Tinuade, is studying at the University of San Diego, California, while the brother is rounding off his A-levels.

Adeyinka said, “Before now, I would have to apply for the purchase of dollars three months ahead. Earlier this year, when I knew I had to renew my children’s fees after summer, I applied for forex, and up until May, the bank kept pushing me around.

“I made sure I had enough naira in my account, but it was not just that. The officials in charge told me to keep checking with the bank to know when it would be my turn. They claimed that some people were in the queue before me, and the time was drawing closer for me to renew my first son’s accommodation.

“After a few weeks, the schools started harassing the children. I had the money in my account but it was in naira. The school needed dollars. My children were about to lose out on their admissions.

“I got frustrated and used a BDC (Bureau De Change) via peer-to-peer transactions, but the rate was so expensive. I had no choice but to use that option.”

With the floating of the naira, the mother-of-two said things became a bit stable.

“Apart from the ever-fluctuating rate, now, I just apply directly and get the forex within a defined time. The application is done to the CBN through my commercial bank at the official rate. Once the CBN approves, the bank sends the money to my sons’ respective schools and everybody is happy,” she added.

The father of a Medical student in the United States of America, Mr Olabode Rotimi, said he always made sure he applied for forex long before he would need to pay for his son’s fees.

“It is better the money is in the school’s account than for my son to be sent out of school. These foreign universities don’t listen to any complaint or understand the hitches we face here; they simply send your child back home if you can no longer afford to pay the fees,” he said.

On how he used to get the forex before the floating of the naira, he said, “I simply patronised Bureau De Change operators. They are more reliable. They will demand more money, but you are sure to get the forex remitted into your account in due time.

“I haven’t really used them since the floating of the naira anyway because I heard that they are also affected somewhat.”

Another parent, who is also a popular politician in Rivers State, said he used his ‘contact’ in the CBN to facilitate the remittances of forex to his daughters’ universities.

“When I used commercial banks, it used to be problematic. If the forex is not there, they’d say I would have to wait for 90 days. I could not wait. I asked some friends who told me how to apply directly to the CBN and fast-track it,” the source said.

A civil servant in Lagos State, Mrs Bola Hamzat, said her husband, who is an engineer and contractor, was getting very moody in recent times as he struggled to pay the daughter’s tuition in Canada due to the pressure of sending money abroad.

She stated, “I am now very careful with my husband as he gets unusually moody nowadays because of the pressure he is facing to raise our daughter’s tuition and accommodation fee. Our daughter is about to resume for the second year of her degree programme at a university in Alberta. Though things were tough when she started, the exchange rate was, however, not this high. Though it was taking time to get our applications approved, we were still getting forex at official rates, which were about N200 cheaper than the parallel market rate.

“However, after the floatation of the naira, it has become extremely expensive to buy foreign currencies with the naira. Even at the official I&E window now, the rates are exorbitant and the funds are not easily available, so we rely on the parallel market to get forex. At a time before May 29, 2023, we were getting the US dollar at around N460 at the I&E window, but that has almost doubled now.

“My husband had to set aside about N20m from his company’s account as proof of funds when our daughter secured admission after paying about $6,000 for tuition and accommodation. To renew these now, he has to look for almost double naira equivalent and that is driving him mad. He doesn’t want to be seen as abandoning his daughter’s education and at the same time, his firm is battling insufficient funds to execute contracts given to him by clients.

“I am trying in my own little way to support him, but my brother, how much am I earning as a grade level 14 civil servant? To compound the problem, transport fare is taking a chunk of my salary and we still have to survive at home. My daughter is trying too as she is supporting with the little she is earning by working even as a student.”

This has further led to increased patronage of the parallel market with many students seeking admission abroad reportedly purchasing forex from dealers ahead of the resumption of school activities in September after the summer break.

The COVID-19 pandemic in 2020 and the subsequent crash in global oil prices threw into chaos the economies of many foreign exchange-dependent countries like Nigeria.

While the CBN has managed the allocation of forex to banks for the payment of school fees and other invisible transactions since August in 2020 when schools started resuming from the initial global lockdown, the situation has become especially tough for foreign students.

Some Nigerians studying abroad, who spoke to our correspondents on Saturday, said they were frustrated due to the scarcity of Form A to procure foreign exchange for their transactions.

Form A, which is an application form designed by the CBN to pay for service transactions such as school fees, medical fees, and more, allows customers to purchase funds at the CBN or interbank rate to make payments for these services.

A student in the United Kingdom, Williams Awara, who narrated his experience said, “My experience was hell in a handbasket.

“I was hoping to pay my last deposit with the Form A. But the new forex rate made it impossible. I paid in pounds sterling since I got here.

“New students coming in this September have spent so much with this new forex rate.

“A friend of mine paid N5.5m for £5,000. This is what he would have used N2.5m or N2.8m maximum to pay with Form A.”

A Nigerian, who identified herself as Miriam and got an admission into the University of Hull, United Kingdom, said she almost missed the payment deadline due to the non-availability of forex.

Miriam said, “The naira floating is not making things easy. The banks do not have forex. The black market still overshadows everything.

“I had a payment deadline that I almost missed due to non-availability of forex.”

A student of the University Canada West, Jane Idabor, said she managed to escape the challenge, noting that some institutions did not accept forex for tuition.

Idabor noted, “It was way easier for me because back then, Form A was still in use.

“However, it is now challenging for people as some schools do not accept forex for tuition.”

Also, a student of the University of Law, UK, Oluchi Onyeama, said she gave up on getting forex from Nigeria after encountering challenges.

“It was not easy. I had to get pound sterling here rather than wait for Form A from Nigeria,” she stated.

Another UK-based student, Victor Chukwu, said that he was sponsoring himself, adding that forex challenges were affecting his rent, transportation and feeding.

Chukwu stated “I sponsor myself. Obviously, the cost of living and paying fees is very high because foreign students pay higher. Without forex, rent, transport fares and living are impacted.”

Parents too are not left out as they are feeling the brunt of the forex challenges.

An Abuja-based parent, who has his child studying in Canada, Anthony Momodu, said due to the forex challenges, parents might start having a rethink about sending their children to schools abroad or transferring them to cheaper schools, while others might consider withdrawing their children and enrolling them in schools in Nigeria.

Momodu stated “For middle-class families, the foreign exchange challenge has made most parents rethink about sending their children abroad, while for those already studying there, the parents are thinking of transferring their children to schools in other countries that may be cheaper.

“This has caused a lot of trauma for students themselves because their pocket money has been slashed. The parents used all their resources to pay their children’s school fees.”

Another parent, who spoke on condition of anonymity, said, “Last year’s stress and pain cannot be compared to this year’s.

“It is not easy to get these foreign currencies. It is very difficult and traumatic for parents. The naira has been devalued. It is very difficult to make transfers.”

A Rivers State-based parent, Mr Tamunotonye Ibulubo, said even with the recent floating of the naira and the unification of the exchange rates, getting forex to pay the fees of his son, who is in a university in the US, had been difficult.

Ibulubo said his son was in his second year and studying Social Work at a US university.

He stated, “I have even been duped before by a bank worker, who promised to help me. I gifted him N20,000 to help facilitate it. The banker later said I should pay another N15,000 so that I could join the latest batch of those waiting for dollars. Even after all these payments, I still have not had access to forex.

“Whenever I get a call from my son, I feel sad because I cannot do anything to help him. If not for a church there that he identified with, maybe, he would have been sleeping in the open.”

Ibulubo added that he tried to borrow from his cousins abroad to send directly to the school, but it had not been easy for him to get someone willing to give the sum he needed.

He also claimed to have approached the CBN in both Rivers and Bayelsa states but was told to approach his commercial bank for direction on how to access forex.

“It is frustrating to be honest. I don’t even know. They (banks) even said I would not be able to use the I & E window as, according to them, it is not meant to address my kind of need. I am really confused. I have not been abroad before, but I want my child to have a better life, which was why I sent him there. Now, this country is frustrating me; I need help,” he added.

An Ibadan-based public servant who works for a Federal Government agency, Mrs Oluwaninyo Clement, whose daughter left for Toronto, Canada, two weeks ago for a nine-month diploma course, said if not for the fact that she had a brother in Canada who had been supporting her, the dream of sending her daughter abroad for further education would not have been realised.

She said, “I started buying US dollars more than a year ago when my daughter finished her first degree here and was undergoing the National Youth Service Corps mandatory service year. Initially, my husband and I as well as our daughter were pumping all the naira we could save into buying dollars, but when the CBN made it difficult for the Bureau De Change operators to get the currency, we had to slow down.

“It was at this point that a lifeline was thrown at us by my brother, who is based in Canada, told me that he had a friend who needed naira there and was willing to sell the US dollar to us at N705, which was a very good deal. He also helped us to buy $1,400 Canadian dollars at N530/C$, which translates roughly to US$1,090, and I had to look for N742,000 to send to his naira account in a Nigerian bank.

“He was also very helpful in paying part of the C$21,700 school fees so that my daughter could get her student visa, which will also enable her to work part-time while studying. When she was applying for the visa last year, we had to raise N15m as proof of funds, but I am sure that will be more than N20m now. We also spent around N1.5m on a one-way ticket to enable her travel.

“Since I started working almost 15 years ago, I have not been able to save up to N1m at any given period, but when my daughter’s ambition to study abroad gained traction, I had to look for money from where I didn’t even imagine before. We are just praying that after study, our daughter will be able to get a work permit and permanent residency and pull her sister, who is still an undergraduate in Nigeria, to Canada.

“The stress is too much. If it is now, there is no way we would have been able to send her abroad to study.”

No fewer than 78,679 international students from Nigeria are currently studying in the UK, US, Canada, and ukraine, according to official figures. The number excludes Nigerians who study in these countries but did not process their admissions from Nigeria.

According to the Higher Education Statistics Agency of the United Kingdom, as of December 2022, there were about 44,195 international students from Nigeria in UK institutions with average tuition fees between £11,000 and £32,000.

The President, National Parents Teachers Association, Haruna Danjuma, had in an interview with Sunday PUNCH pleaded with the Federal Government to intervene in the forex crisis.

Danjuma had said, “If you ask for my honest opinion, I will say the Federal Government should help all those involved because when you look at it, it is not their fault.

“Also, one of the reasons people even go abroad in the first place is because of the situation of things in our institutions. We need the government to work together with parents and academics to find a way in which we can solve the problems in the education sector.”

Russian lawmakers in the lower house of parliament (Duma) on Friday, July 14, voted in favour of new legislation that would make gender reassignment illegal, further cementing an ultra-conservative, anti-Western drive in society.



The bill bans any “medical interventions aimed at changing the sex of a person,” as well as changing one’s gender in official documents and public records. The only exception will be medical intervention to treat congenital anomalies.



In its second reading on Thursday, July 13, clauses were added that annul marriages in which one person has “changed gender” and bar transgender people from becoming foster or adoptive parents.



The bill must be passed by the Federation Council, Russia’s Kremlin-controlled upper chamber that generally rubber-stamps legislation that the Duma has approved, before being signed into law by Russian President Vladimir Putin.



The Duma said the new legislation will have sweeping consequences for Russian transgender people: “Citizens who have already changed gender will be prohibited from adopting children, and their marriages will be annulled.”



"The State Duma banned gender reassignment in Russia. The relevant changes to the legislation, initiated by the Chairman of the State Duma Vyacheslav Volodin and deputies of all factions, were adopted in the final version unanimously," read a statement on the Duma's website.



"This decision will protect our citizens and our children," Volodin said in a separate statement on social media.



Since the start of its offensive in ukraine, Russia has adopted a series of conservative measures, particularly against the LGBTQ community, aiming to clamp down on behavior authorities consider deviant and Western-influenced.



Russia's FSB security service announced earlier this week that it had arrested a transgender rights activist accused of "high treason" for supporting the Ukrainian military.



Putin's administration has repeatedly used attacks on transgender rights, as well as LGBTQ people in general, as a way of pushing the notion that the West has lost its moral compass.



Last year, the Russian parliament passed a so-called "gay propaganda" law that effectively made it illegal to refer to LGBTQ relationships in any kind of positive light.



Russia adopted its first legislation restricting LGBTQ rights in 2013, highlighting its hostility to the depiction of "nontraditional sexual relations" to minors. Similar laws have also been passed in EU member Hungary, as well as numerous US states.

How Emefiele, Nigeria’s powerful central bank chief lost his seat

Godwin Emefiele was the second-longest-serving governor of Nigeria’s central bank, and oversaw its biggest economic downturn.

Lagos, Nigeria – Last Friday Nigeria’s new President Bola Tinubu suspended the country’s Central Bank Governor Godwin Emefiele. On Saturday, Nigeria’s secret police confirmed the erstwhile top banker has been arrested and is in custody for interrogation.

The charges have not been made public, but a government press release cited “an ongoing investigation of his office and planned reforms in the financial sector of the economy” as reasons for the suspension.

This caps the fall of arguably one of the most powerful men in the Nigerian government.

Appointed in 2014 by then-President Goodluck Johnathan to head the central bank of Africa’s biggest economy, Emefiele became the second-longest-serving governor of the bank after his tenure was renewed by former President Muhammadu Buhari.

Buhari’s administration between 2015 and 2023 led Nigeria into two recessions. Inflation hit an 18-year record high of 22.22 percent, and the country’s debt profile soared to more than $150bn, also a record and more than three times the debt left by the previous government, according to the Debt Management Office.

Emefiele served under Buhari for eight years, overseeing Nigeria’s biggest economic downturn.

“He had no vision for the monetary policy of the country. He had risen to the top of his career as a yes-man to those who put him in position,” Cheta Nwanze, lead partner at SBM Intelligence, a geo-political consultancy, told Al Jazeera.

‘Emperor Meffy’
By convention, central bank governors operate in the shadows, maintaining a distance from politics. But analysts say Emefiele played an outsized role in both politics and the economy as the governor of the apex bank.

“The phrase I will use to characterise the CBN [Central Bank of Nigeria] in this period is all-powerful,” said Michael Famoroti, the head of intelligence at business and economic insights firm Stears and former chief economist at Vetiva Capital. “For the first time in Nigeria’s economic history, we have a central bank that was essentially the most powerful form of economic authority in the country … That [power] is normally between the Ministry of Finance, the budget office or the presidential economic council.”

But Nigeria’s economic fortunes would put the country on a precipice, and Emefiele’s status would become stratospheric.

In 2015, as foreign reserves took a hit, the CBN placed 41 items including staple commodities like rice, cement and clothes on foreign exchange restriction. The idea was not only to encourage local production of these products, but also to prevent the importers of these commodities from accessing the increasingly scarce United States dollars in the official market.



But the move backfired as it precipitated a black market for US dollars and multiple exchange rates, which analysts say has wrecked the naira and pushed ordinary Nigerians to buy the greenback at higher rates while the sellers enjoy the arbitrage.

“This was a critical point. There was so much pressure on the system and [the black market] started operating as a separate market with a life of its own,” said Wilson Erumebor, senior economist at Nigeria Economic Summit Group.

To arrest the slump of the naira, Emefiele took several unorthodox steps. He ordered the cutting of trees where black market vendors worked in the capital; placed a ban on cryptocurrency trading, a burgeoning alternative initiative popular among young people hedging their money against rising inflation; and banned a website that reported the value of the dollar in the black market, among several other measures.


CBN’s weekly circulars over the years became prominent among Nigerians as more items were banned or tighter restrictions were imposed on financial transactions, earning him the governor the moniker “Emperor Meffy”, a corruption of his name.

“People were not sure of what the policy direction would be on the exchange rate. What is the next policy that would come out tomorrow? What will be banned tomorrow? All of those inconsistencies created panic in the market and people started moving to the unofficial market,” Erumebor said.

Inflation kept rising year after year and with the naira losing value, statistics show Nigerians became poorer. Some 133 million of the country’s 220 million people now live in multidimensional poverty – where they are not just monetarily poor, but also have less access to education and basic infrastructure services, according to a 2022 report from the National Bureau of Statistics.

External factors like the COVID-19 pandemic and the war in ukraine have no doubt impacted the economy and contributed to inflation, but experts argue that the direction of the monetary policies from the central bank also led inflation to rise from single-digit increases (between 6 percent and 9 percent in 2014) to permanent double-digit increases of 22 percent and higher so far this year.

‘Destruction of the independence of the central bank’
Emefiele’s CBN lent the government 22.7 trillion naira ($49bn) under the Ways and Means Advances clause that can be activated only if the government has a temporary revenue deficiency. The move led local media to dub the apex bank as a “printing press” for the government.



Moreover, the CBN Act only allowed for a loan of five percent of the government’s previous year’s revenue, but the bank illegally exceeded the benchmark every year, sometimes up to 30 percent. This contributed to inflation, experts say.

At the end of President Buhari’s tenure, the country’s parliament changed the law to allow the loan to the government to be up to 15 percent and converted the loan into a 40-year bond.

“When we cut things down to the basic level, the central bank has been funding the government for the last couple of years to the point that without that central bank financing the government would not have been able to meet its liabilities,” said Stears’s Famoroti.

But Emefiele’s reputation would go beyond his monetary policies. As Nigeria’s economy hit new lows in the past six years, it became difficult to separate Emefiele from politics as he became more prominent.

When thousands of youth took to the streets to protest police brutality in October 2020, the central bank ordered the freezing of the bank accounts of select protest leaders without a court order.


But the arc of Emefiele’s ambition would lead to a squashed, unprecedented attempt for the presidency in May 2022 in contravention of the country’s constitution, which states that a central bank governor, to protect the independence of the central bank, cannot participate in partisan politics.

“I think that the real disaster of Emefiele was not necessarily in monetary policy, but in the destruction of the independence of the central bank,” said SMB Intelligence’s Nwanze. “In the foreseeable future, the office will be a political tool and that really is Emefiele’s legacy.”


His biggest undoing turned out to be a widely criticised currency redesign.

Earlier this year, the governor changed the design of the higher denominations in the build-up to the general elections, invalidating the old currency within a period of six weeks. The official reasons were to bring excess cash back into the banking system and institute a cashless system in line with the introduction of the ill-fated eNaira, its digital currency, in 2021.

“The argument was not really clear. The complaint was that too much was outside the banking system. But why should we be so worried that we have cash outside the banking system when cash in circulation against the GDP [gross domestic product] appears to be the lowest when compared with other countries that have made so much progress with cashless policies?” Erumebor asked.

With elections around the corner, the currency redesign was deemed political. Government officials said the move would void stockpiles of money believed to be in the custody of politicians to be used to sway voters.


The plan backfired and led to a naira black market. The policy was later suspended, but not before it had spurred crises within the banking system. According to an SBM report, the cashless policy had a widespread impact as people and businesses could not access cash coupled with several internet downtimes.

Prices of goods and services shot up in urban centres between December 2022, when the policy kicked in, and the time of national elections in March 2023. The consequences were especially severe in rural areas, where people without access to banks could not buy basic items.

With Emefiele suspended and an acting governor appointed in his stead, there are hopes that the apex bank charts a new course.

“I would expect that going forward in this new administration, we see things go a little bit back to normal,” Famoroti said. “I don’t expect a full reversion, but I would be surprised [if] whoever comes after [Emefiele] will wield the same sort of power and influence over the economy as he has done over the last four to six years because that was an aberration.”

People turn to handouts and pawning goods as Kyiv’s bustling bars belie reality of life in wartime for many

In the Treasure pawn shop in Kyiv, Oleksandra, 40, a well turned out woman in a hooded wool coat and Nike trainers, has come to redeem her sewing machines. Like all those visiting the store, she does not want to give her family name.

She says that when Russia invaded ukraine in February 2022, she was working as an accountant for a firm that employed 14 people, who were all laid off because of the conflict. Since then she has struggled to find regular work. With savings running out, like many others in Kyiv, she turned to pawning her possessions to get by, only finding a job a year later that allowed her to claim back her machines.

As Oleksandra leaves clutching her belongings, save for a mobile phone she has decided not to redeem, the cashier, Oleksandr Stepanov, remarks from behind his hardened glass window that on a busy day the shop can get 50 people coming in to surrender mobile phones and household appliances.

Those who can afford it, he says, will come back to get their goods within two weeks. Almost half, he adds, will not, leaving Treasure to sell on the items from a back room with displays of phones and watches. “People are struggling because of the war. They don’t have money.” Many have lost their jobs, he says, while prices have skyrocketed even for those who have jobs.

The scene in the pawn shop illustrates the crisis of growing poverty in ukraine, the reality of which stands in contrast to the surface bustle of Kyiv’s busy restaurants and bars where it is often hard to get a table, with many living a precarious existence.

Poverty increased from 5.5% to 24.2% in ukraine in 2022, pushing 7.1 million more people into poverty with the worst impact out of sight in rural villages, according to a recent report by the World Bank. With unemployment unofficially at 36% and inflation hitting 26.6% at the end of 2022, the institution’s regional country director for eastern Europe, Arup Banerji, had warned that poverty could soar.

Behind his window in Treasure, Stepanov describes the hardships experienced even by those who have work. “The price of everything has gone up. Food is the most expensive and then it is fuel for the car. Some things have gone up by 40-50%. Before the war my wife would go to the supermarket to shop and it would cost 200 hryvnia, now the same shop costs 400-500.”

For those in the most difficult circumstances that has meant relying on handouts, no matter how small. In the town of Irpin just outside Kyiv, where heavy fighting took place at the beginning of the war as Russian armoured columns attempted to take the capital, the wrecked bridge that was used as an escape route by fleeing refugees is being rebuilt.

The most visible sign of the poverty crisis can be found at a protestant church in the town where priests have set up six distribution centres for free bread across the area, the busiest in Irpin itself. There, on most days, about 500 people can be found queuing for a free loaf, with tables and a tent also set up outside the centre on the day the Guardian visits, offering free secondhand shoes, clothes and children’s toys.

One resident of Irpin, Veronika Pravyk is looking through the clothes and trying to find free nappies and baby milk for her toddler, which are sometimes available but not today. She tells a typical story. Working in retail before the war, the 30-year-old lost her job and fled with her family to Spain for six months where she burned through her savings before returning to ukraine in the autumn.

“I’m not working but my husband is,” she says. “But all the prices have gone up because of the war and my husband’s salary buys less than it used to because of the falling exchange rate with the dollar. We still have to find the money to pay for our apartment and to heat it during this past winter. I just never imagined we would be living like this. Before the war we managed everything. It’s very difficult and everyone is suffering the same.”

In his office in the church, the pastor, Vitali Kolesnyk, who organised the bread distribution, which takes place five days a week, with his colleague Vasyli Ostriy, describes the situation in Irpin. One of the biggest private employers, he says, was a wood carving business with a workforce of 400 spread across three sites, but its factories were badly damaged during the fighting.

It relocated to western ukraine and as a consequence the workers in Irpin were made redundant. “A lot of people are ready to work for peanuts here,” he says. “The salaries are already less [than they were]. But people will do anything to earn some money.”

While he says that some of those coming for bread are internally displaced, he offers an anecdote that describes how people are trying to manage their dwindling resources. “You see some people come in cars for a free loaf of bread that would cost $1. That gives you an idea of how carefully people are watching every penny spend. We talk and pray with people about what is going on. They talk about the economy and tell us how hard it has become.”

The economist Olena Bilan sees a deepening crisis, but says that without a huge package of financial support from the international community, including pledges worth $43bn (£34bn), the situation would be worse.

“We’ve seen GDP decline by 30% in large part because ukraine exports 80% of its goods through ports it no longer has access too. We’ve had inflation of 26% – again which could have been worse – but people’s salaries have also been flat and the currency has devalued against the dollar by 20%. The biggest challenge is going to be how to create new jobs.”

In Irpin, the long queue, snaking under the trees, to pick up loaves imprinted with the word “victory” is thinning. At one of the clothes stalls, a church volunteer, Larysa Kuzhel, 58, is not optimistic.

“I think it is going to get more difficult especially for the younger people. The pensioners who you see here get support. It’s only $50 a month but it is something. But it is the younger people who have lost their jobs who are really suffering.”

A Russian army officer has been arrested for allegedly stealing the engines out of T-90 battle tanks.

The Kommersant newspaper reported that Colonel Alexander Denisov is accused of stealing seven V-92S2 engines worth 20.5 million roubles (around £200,000) between November 2021 and April 2022.

Col Denisov, who is in charge of technical support for tanks in the Southern Military District, was arrested last month near Rostov in southern Russia and was charged with “stealing parts intended to be installed on tanks”.

Corruption plagues Russia, especially in its military, and has been blamed for hindering the Russian army since it launched its invasion of ukraine in February 2022.

Russian soldiers have been sent into battle with rusty weapons and broken radios. Tanks have regularly run out of fuel and broken down.

Western analysts have estimated that Russia has lost nearly 2,000 tanks in the 14 months of the war and the Foreign Office has said that the Russian army has had to use previously mothballed T-62 tanks, produced before 1975, as battlefield replacements.

Since they entered service in the early 1990s, T-90 tanks have become the backbone of Russia’s armoured divisions. They were designed in the Soviet Union to be simple, light and fast and are now mainly powered by the 12-cylinder V-92S2 engine which is produced at the Chelyabinsk tractor factory, close to the Ural Mountains.

Each engine weighs roughly one tonne and can generate 1,000 horsepower. When it was introduced in 2000, the V-92S2 engine was considered the best and most powerful tank engine in the Russian army.

Prosecutors at the Rostov military garrison court in southern Russia said that Col Denisov had sold the engines on the black market. In 2019, two other Russian army officers were convicted of a similar theft.

Col Denisov has pleaded not guilty.
