The highly pronounced power failures across the country in the past few days may worsen following a partial system collapse that occurred on Tuesday, and the continuous drop in electricity generation due to what the government says is the vandalism of pipelines that supply gas to the power plants. As a result, power generation dropped to 1,580.6 megawatts on Wednesday. Data from the Nigeria Electricity System Operator as well as information from senior officials of the different electricity distribution companies confirmed that power generation plummeted massively on Tuesday and Wednesday. The officials noted that this resulted in the reduction of the electricity load allocated to the Discos, stressing that this was why many parts of the country had been recording blackouts in the past few days. It was learnt that the partial system collapse that occurred on Tuesday happened at the Shiroro Power Plant and dragged down electricity generation to as low as 1,233.4MW from a peak of 3,207.7MW recorded on the same day. Data from NESO showed that by 9.48am on Wednesday, power generation was 1,580.6MW, with the Ikeja Electric getting 237.09MW; Abuja, 181.77MW; Eko, 173.87MW; Benin, 142.25MW; and Enugu, 142.25MW. Others are Ibadan, 205.48MW; Jos, 86.93MW; Kano, 126.45MW; Kaduna, 126.45MW; Port Harcourt, 102.74MW; and Yola, 55.32MW. One of our correspondents gathered that prior to the partial collapse of the system, the Abuja, Ikeja and Eko distribution firms were getting over 350MW each to meet the power needs of a considerable number of their customers. In fact, it was learnt that the normal baseline allocation for the Abuja Disco was 450MW, but on Wednesday, the firm got 181.77MW around 9.48am, according to data from NESO, and this further dropped to 131.77MW by 1.25pm. On reason for the slump in electricity generation, officials at the power arm of the Federal Ministry of Power, Works and Housing told one of our correspondents that the same old issue of gas pipeline vandalism had continued to pose challenge to adequate electricity generation and distribution. An official, who spoke on condition of anonymity, said, “Gas is vital for power generation and most of the electricity being generated in Nigeria is produced by gas-fired power plants. Both the ministers of power and petroleum have often called on Nigerians to help safeguard these infrastructure, but we keep recording explosions of gas pipelines. “Currently, repairs are ongoing on some of the ruptured pipelines and once they are completed, we believe generation will pick up again.” Last week, the acting Chief Executive Officer of the Nigerian Electricity Regulatory Commission, Dr. Anthony Akah, lamented the incidences of vandalism that led to the reduction in peak power generation and supply from the national grid. Akah, who spoke in Abuja, solicited the support of members of the public and the Consumer Protection Council to collaborate with electricity service providers and security agencies in ensuring adequate protection of power installations across the country. Similarly, the Minister of Petroleum Resources, Dr. Ibe Kachikwu, told journalists in Abuja on Tuesday that vandalism had been a serious challenge to not just the oil and gas sector, but also the power sector. Meanwhile, the management of Ikeja Electric has apologised to its customers for the epileptic power supply across its network in the past three days. The Head of Corporate Communications, Ikeja Electric, Mr. Felix Ofulue, made the apology through a statement on Wednesday. Ofulue attributed the poor service to the ongoing activities by labour unions picketing the facilities of the company over the purported sacking of 400 workers. He said the company’s employees were not on strike, but that they had been prevented by the protesting labour unions from gaining access to its facilities and “are, therefore, not in a position to provide any consistent service to our valued customers.” Ofulue noted that the situation had impacted negatively on power supply as well as the purchase of recharge units because all the substations, business units and undertakings had been taken over by members of the protesting unions. He said, “Ikeja Electric regrets all inconveniences this action may have caused its customers and appeals to all its customers to please bear with us. “We assure our customers that the company is doing its best to normalise the situation within the shortest possible time. We thank all our customers for their patience and understanding.” Power sector workers under the aegis of National Union of Electricity Employees and Senior Staff Association of Electricity and Allied Companies had on Monday picketed the head office of the Ikeja Electric over the sacking of 400 workers of the company. 2000 years ago, a new way of life was born. A way of agape love, simplicity, righteousness and truth. A way of imitating Jesus Christ who suffered to redeem mankind from the power of death. A way of life introduced to us by unselfish missionaries from Europe. This way of life which is called Christianity today is under treat in Nigeria. It is gradually losing it’s value and taste as a result of some negative attitudes of the believers. Let me quickly identify 10 ways Nigerian Christians are killing Christianity but don’t know. 1. False Prophesy:- Simply put, any prophesy that did not eventually come to pass is a false prophesy. Many Christian leaders in the country are fond of making predictions out of their own imaginations or dreams claiming they were revelations from God. Failure of such prophesies makes caricature of Christianity. 2. Hypocrisy:- This is the worst killer. Majority of Nigerian Christians are hypocrites. Some pastors, reverend fathers, bishops and so on give sound preaching but don’t live by their words. They do opposite of what they preach. Also, our Christian politicians are not Christ-like in their leadership. How can a Christian governor owe workers and pensioners for over six months even after the federal government has released bailout funds. They still go to church on Sundays to raise their hands up in praise and worship. Church ceiling fan will cut off such hands one day. 3. Mixing Christianity with paganism:- Reading Zodiac signs, osu caste system, animal and human sacrifices and other superstitious practices are still rampant despite the numerous churches in the nooks and crannies of the country. Some Christians would even go to any length to defend such practices in the name of preserving their culture and tradition. What about Christians including pastors who patronize native doctors? Some use charms to perform signs and wonders and to win souls for their churches. Some belong to occult societies and still go to church. It is very common in Nigeria to see someone who is both a member of a Christian denomination and Ogboni confraternity or any other evil cult. This is destroying the Christian faith. 4. ‘Men of God’ milking their shepherds while living ostentatiously:- Our pastors are cruising expensive cars, acquiring private jets and living in multimillion naira mansions while majority of their followers live in poverty. No wonder they lay too much emphasis on paying of tithes and seed sowing. They lick the asses of corrupt politicians instead of telling them the truth point-blank. This lifestyle is gradually killing the credibility of the Christian faith. 5. Fornication receiving little or no condemnation compared to other sexual sins:- Sometimes I wonder if gays and lesbians will go to a hotter part of hell fire than fornicators and adulterers. Boyfriend and girlfriend relationship is on the increase among the Christian youths. Baby mamas are now celebrated. Pre-marital sex is no longer viewed as a taboo. It is very common to hear of a Christian thanking God for delivering him from the spirit of masturbation while the person is still a fornicator. This is self-deception and a distortion of Christianity which strictly condemns all sexual immoralities. 6. Praying and wishing evil for their enemies:- Christ, who Christians claim to follow, taught them to love and pray for their enemies. On the contrary, Nigerian Christians hate and pray for the death of their enemies. “Die by fire”, “holy ghost fire them” and so on are common prayers in many churches today. Judging our enemies and wishing them dead is fake Christianity. 7. Lack of charity:- When last as a Christian did you help the poor or someone in need without looking for something in return? Many Christians show less concern for the less privileged. They show more interest in tithing and seed sowing for their progress forgetting that agape love is the most important thing in the Christian faith. 8. Associating God with prosperity:- Nowadays, if you are rich, it means that God is with you. Poverty is seen as a curse. Most churches now preach prosperity more than salvation. The rich are being celebrated as those favoured by God. This silly mentality promotes corruption and is gradually killing Christianity in our country. 9 Weird church adverts and programs:- Just in the name of attracting members, many churches have devised somewhat weird means of seducing people to their church services. Some use popular celebrities to draw crowds to their churches. For instance, of what spiritual value is it to feature Terry G, Mama G, Wizkid, I Go Dye and so on in a Christian program? Some churches also use funny posters and attractive themes to lure people to their church. I have seen church posters with themes like ‘miracle extravaganza’, ‘prison break’, ‘auntie wetin I do you’, ‘who tie the goat’ and so on. This makes Christianity look like a joke. 10. Denominations fighting one another:- Some Christian denominations believe that they are the genuine Christians and members of other Christian denominations would all go to hell. They fight one another with hate words and sometimes the fight goes physical. Instead of thinking of ways to dialogue and unite, more Christian denominations are being created. The Central Bank of Nigeria (CBN) yesterday said
about $20 billion is currently lying idle in the
domiciliary accounts of some individuals.
The CBN made the disclosure at an interactive
session organised by the Joint National Assembly
Committee on Appropriation with government
officials.
CBN deputy governor, Financial System and
Surveillance, Dr Joseph Nnanna, who blamed the
decline in the value of the naira on the actions of
few individuals in the country, said by the time
the 2016 budget is passed, those people involved
will have their fingers burnt.
LEADERSHIP Friday reports that Nigeria’s total
external reserves stand at only $27.82 billion, as
at March 2, 2016,less than $8 billion higher than
the amount lying idle in these individuals’
personal accounts.
Foreign exchange reserves in Nigeria decreased to
$27.800 billion in February 2016 from $28.200
billion in January of 2016, having declined from
an all-time high of $62.081 billion in September
of 2008.
According to Nnanna: “Naira problem is our own
making. Some individuals are speculating on the
dollars to the detriment of naira. Why should we
have individuals that have $20 billion in different
domiciliary accounts idle?
“Volatility in exchange will not continue after the
passage of 2016 budget.
“Those who speculate on naira will have their
fingers burnt by that time because we are going
to embark on aggressive liquidity mop-up to make
the naira stronger.”
In his remarks, Senator Danjuma Goje, who
chaired the session, insisted that the passage of
the 2016 budget will not exceed March 17 as
promised.
Goje also said the implementation of the N500
billion intervention fund contained in the 2016
budget proposal would not be feasible since there
were no clear implementation strategies.
He added that though explanations were given
about the implementation strategy, they were not
satisfactory.
He said: “There is no detailed, clear-cut structure
laid down for implementation of this project
because what we have in this budget is N300
billion Recurrent and N200 billion Capital.
“We had to push hard yesterday to get some
details, which are not convincing.
“For instance, the explanation we got is that
N5,000 will be given to one million Nigerians.
Who would choose the one million people? What
structures do you have in place to make sure that
you choose the right people?
“You want to give money – N5,000 – to about
one million market women or thereabout and, in
my place, we do not have many market women;
and how would you choose the market women to
represent all interests?
“We have not gotten clear explanations to these
numerous issues surrounding the implementation
of this money. Even the afternoon school feeding
contained in the budget is not feasible because
some students study under non-conducive
environment. Will feeding them enhance their
learning?”
Goje said while the National Assembly was in
support of the programme, implementing it in
2016 might not be feasible.
He suggested that the money be added to the
budgetary allocation for sectors like power,
transport and health, while those responsible
would map out better strategy against 2017.
He said: “We are all happy with the programme
and I am a party man to the core, but what needs
to be done needs to be done very well. I think
there is a need to do a greater work on
implementation; otherwise this money will go
down the drain.
“We support this programme. We want Mr
President to succeed. We want our party to
succeed. We want to continue to win this election
but we want the programme to be successful.
“So, Mr Minister, we want you to come up with
workable implementation strategy; otherwise
there are so many things that require attention in
this country. We would rather use this money to
solve our problems.
“Use this year to do very sound groundwork for
implementation so that the programmme can take
off next year.”
TSA Funds Hit N2.9trn – Finance Minister
Besides, the Minister of Finance, Mrs Kemi
Adeosun yesterday disclosed that accruals to the
Treasury Single Account had accumulated to
N2.9trillion, from N2.2trillion in February.
The minister who made the disclosure while
fielding questions along with the Minister of
Budget and National Planning, Mr Udoma Udo
Udoma, from the National Assembly Joint
Committee on Appropriations, however said the
total of the sum may not be used to fund the
proposed N6.08trillion budget because some part
of it will be go as operating cost for key revenue-
generating agencies of the federal government.
“The total volume of the TSA is now N2.9trillion,
but as the money comes, we cannot just mop it
up to finance the 2016 budget. Some of the
money coming from the NNPC and others into the
account, for example, may be used to fund some
of its projects”, she said.
Earlier the minister also told the lawmakers that
“the oil price decline is a blessing in disguise”, as,
according to her, it will spur creativity in
governance and allow government to focus on
harnessing resources from non-oil sectors.
On his part, Udoma disclosed to the Senate and
House of Representatives members of the Joint
Appropriations Committee that the Executive’s
intention was to allow private sector funding for
the mineral and agricultural sectors. The budget
proposal for the Ministry Solid Minerals is
N9billion, while that of the Agriculture Ministry is
N43billion.
“Government intends to provide enabling
environment for the agriculture and mineral
sectors to thrive. Solid minerals need brain work,
not billions of naira, and so for the agricultural
sector, so government wants the private sector to
drive these areas”, he said.
Udoma also told the committee that government
had already reduced the budget proposal for
salaries, travels and other non-capital spending
by 9%, and may reduce more, adding that it
wants to reach out to airlines to cut the cost of
flights for public officials.
“This is the most difficult budget that we have
had to deal with for a long time,” he said, just as
he acknowledged the prerogative of the National
Assembly in deciding how the final budget would
look like.
Opposition Mounts Against Senate’s Moves To
Terminate TSA
Crisis is gradually brewing in the Senate over its
resolution which, among other recommendations,
directed the Central Bank of Nigeria (CBN) to
terminate all contracts relating to the Treasury
Single Account (TSA).
It was gathered yesterday that Senate President
Bukola Saraki has been receiving series of
petitions accusing the Red Chamber of trying to
frustrate the TSA policy.
One of such petitions obtained by LEADERSHIP
Friday was that sent by the Coalition Against
Corrupt Leaders (CACOL) asking the Senate to
rescind its position without delay, even as it
warned that, if implemented as adopted, the
recommendations would be a deadly attack on
the federal government’s TSA project.
The petition signed by the executive chairman of
CACOL, Debo Adeniran, questioned the motive
behind the resolution of Senate, saying it
amounted to nothing but an attempt to kill the
TSA and reverse all the gains recorded within the
short time of its implementation.
The petitioner stated: “Could it then be safe to
conclude that there is a move within the Senate
to use the termination of the contract, which will
naturally frustrate the TSA project, still at its
infancy, as an excuse to exempt the Senate from
compliance with TSA to which President
MuhammaduBuhari has consistently pledged
commitment?
“Did the Senate consider possible implications of
forcing the CBN to immediately terminate the
contract? What measures, if any, has the Senate
proposed to manage the consequences on the
economy of immediate disruption of the already
settled nationwide TSA payment and revenue
collection processes?”
CACOL wondered how the about 900 MDAs
already operating on TSA would continue their
payment and revenue generation operations the
next morning after the CBN had been forced to
cancel the Remita contract.
It further queried: “What should happen to the
investment in infrastructure, processes and people
already put in place on account of the FGN TSA
by the 18 commercial banks, over 400 micro-
finance banks and other players in the electronic
financial ecosystem?
“How are the millions of Nigerians who now pay
for critical health services and students who pay
tuition and other fees through TSA supposed to
undertake such transactions the morning after the
CBN would have been railroaded to cancel the
Remita contract?
It is perplexing, to say the least, why contract
termination is the one and only call of the Senate
in a matter its own committee firmly established
as being one of mainly commercial terms as it
expressly stated in Section 6.1.4 of its report.
“What is rather in contention is the cost and
terms of engagement of vendors whose services
have been procured for the implementation of
TSA’s e-collections?”
CACOL also wondered why the Senate’s
recommendation is not a review of the
contractual commercial terms rather than an
outright termination of the TSA contract,
“considering that contractual agreements between
two or more entities typically become subject of

Accuses FG of denying him access to lawyers ABUJA— Former National Security Adviser, NSA, Col. Sambo Dasuki (retd), has restated his desire to have free access to his lawyers to enable him defend himself and clear allegations on the criminal charges of unlawful possession of fire arms brought against him by the Federal Government. Dasuki told the Federal High Court in Abuja that the Federal Government no longer had moral and legal rights to continue his trial, having disobeyed the order of bail granted him since November 3, 2015. According to his counsel, Mr. Joseph Daudu (SAN), Dasuki premised his prayer on the fact that the government was in contempt of the court in relation to the charges filed against him. Daudu, while arguing the motion, claimed that since November 3, 2015, when his client was re- arrested by operatives of the Department of State Services, DSS, after perfecting the bail conditions, he had since been held in custody without trial or reasons made known to him. The counsel insisted that the order that admitted Dasuki to bail remained valid, having not been reviewed or set aside by the court, and, as such, must be obeyed in the interest of justice. He claimed that his client could not be lawfully prosecuted by government because his right to prepare adequately for his defence, as enshrined in the bail and the constitution, had been violated, having been kept away from his lawyers. The counsel also stated that Section 36 of the 1999 constitution presumed his client innocent until guilt had been established against him. He noted that for now, the provision of the law had been turned upside down by his re-arrest without trial since last year. He said: “We must state here that since his re- arrest at the Kuje Prison after perfecting his bail condition, we have not been allowed access to him. We are at the crossroads and only the court can right the wrong in this matter so that the defendant will have time and facilities to defend himself. “Investors are watching the court and the situation, especially where government is choosing to disobey a lawful court. Absolute power corrupts absolutely, and we must not send a wrong signal to the outside world that we have no regard for the rule of law." He, therefore, urged the court to prohibit the trial of Dasuki until government did the needful. However, in his opposition to the application, counsel to the Federal Government, Mr. Dipo Okpeseyi (SAN), urged the court not to grant the application because its purpose was to frustrate the trial and restrain the power to prosecute a criminal charge. Okpeseyi claimed that the bail granted the defendant did not prohibit his re-arrest in connection with any other matter. Okpeseyi also claimed that no material was placed before the court to show that the government violated the bail order and that there was also no evidence that government was preventing him from defending himself.
