A teacher in Senior Secondary section of C.S.S. Luawii called me and asked if I have received December salary as Ecobank has not credited his account yet. I'm still amazed with the manner Ecobank paid December salary. I even confirmed from my source at Ministry of Finance today and he said that Rivers State Government has already released December salary to Zenith Bank since last week Tuesday as I earlier informed the house last week. He said that his wife who is an old civil servant working at the State Secretariat is also affected as her salary account is Ecobank. He said that the problem is not from the government but from Ecobank and I should have patience while the bank resolves it.
I have also contacted some newly employed teachers in Senior Secondary in Khana LGA and they stated that their salary account is Union Bank and that they have received December salary since last week Thursday. Maybe the Senior Secondary teachers in Khana LGA using Ecobank that you are referring to are old teachers.

Am equally affected. Funny enough, some teachers in khana LGA using ecobank got alert on Saturday last week which wasn't a work-day.

access bank paid on Thursday last week. but they paid it in "Tranches"...Just like the Paris refund money. some got alerts in the morning between 9-10 am others for alerts by 8pm..... others didn't see SMS alerts. but confirmed their money on Friday, either via ATM or at the bank when withdrawing.
this EcoBank situation is however very unusual! it just reminds me of that Fidelity Bank payment during the biometrics. abeg o, those of una web dey use Eco, make una no borrow plenty money o, for flenjure especially! make una wait till them pay.

What do you think 13th month salary is? Your 13th month salary is your basic salary excluding all allowances which is not up to #25000 as a teacher. Is that too much for a state to pay its workers? Is Enugu State richer than Rivers State?.

Over 400 Million naira spent on buying SUV for politicians is that not good enough to offset the salary arrears of pensioners?
I am almost being labeled a rebel for suggesting retirees get their statutory income. I am not insinuating that if I am given 13th month, I would return it. I would thank God. however, I still think pensioner's statutory income should take precedence over any bonus payment. let's face it, the current retirees where once like us, agitating for 13th month, while the then pensioners where left to fight for themselves. today, they are retirees, neglected by active Civil servants and Govt generally....... we too, would retire one day and our students, would replace us as the active civil servants and bother less about our plight, if we repeat what our predecessors did.

With this development, if Wike is a good man he would have paid us the 13th month salary or give every civil servant in the state the sum of #20,000. as Christmas bonus. But this man will not do it, he prefer given millions to the already rich and well to do politicians who will help him to rig election.
God is watching him in 3D screen, even the watchdog is also watching.

13th month?? tongue wake up!!! That money would be better spent packaging it together and paying a few retirees their gratuity.

I am not in support of this..... In fact I would pray against it even. if they Pay December by 23rd, then January comes 3rd February, wouldn't another prayer be held by 26th January, knowing how "we" tend to finish our salary before the next arrives??

THE Chairman, Finance Commissioners’ Forum, Mr. Timothy Odah, said that late remittances by revenue collecting agencies were often responsible for the delay in conducting the monthly meeting of Federal Account Allocation Committee (FAAC).
Odah said this in an interview with the News Agency of Nigeria (NAN) yesterday in Abuja.
He said that the FAAC meeting often took place later than scheduled due to lateness in rendering accounts.
The commissioner said that if funds were readily available on scheduled, revenues would be promptly shared to enable all tiers of government carry out their responsibilities.
“What I will like to see is improvement in funds. When funds improve, you will see that problems will go. Because all these problems that arise during FAAC meeting is because of money. That NNPC will not bring returns on time; it delays.”
“So, if before we get here and NNPC has gotten everything we need; we will be singing haleluyah! If each period we come for FAAC and funds are available, there is the tendency that we will conduct our meetings and go on time,’’ he said.
Odah said there was the need to employ good accounting system to ensure proper accounting of revenue generated in the country.
He said that the country must computerise all aspects of its transactions for best international accounting practices.
Odah said that revenue remittance to the federation account would be boosted if the entire businesses conducted by all of the country’s revenue generating agencies were done digitally.
He said that there would be reduction in fraudulent handling of resources if there were better record keeping of all transactions by these agencies.
He noted that it wasn’t possible to use automated sharing formula accepted by all in order to reduce the need for frequent FAAC meetings in Abuja,.
“I doubt that. This is because computer cannot talk for us. This is because the issue of FAAC meeting concerns disbursements.
“You know computer makes mistakes because human beings operate it. So there must be a sitting committee as well as a technical committee that will look at what was remitted into the federation account by all the revenue agencies involved”, he added

The Federation Accounts Allocation Committee meeting, which was postponed two weeks ago as a result of discrepancies in revenue presented by the Nigerian National Petroleum Corporation, will now hold on Thursday.

The Chairman, Forum of Finance Commissioners of FAAC, Mr. Mahmoud Yunusa, confirmed this to our correspondent on Tuesday.

Yunusa, who is also the Adamawa State Commissioner for Finance, said in a text message that the meeting would hold on Thursday.

He, however, did not confirm whether or not the reconciliation of the revenue had been done when asked to do so.

“FAAC will hold on Thursday this week, see you at the venue Allah willing. Thank you very much,” he stated in the SMS.

A top official in the Federal Ministry of Finance also confided in our correspondent that the meeting, which is to consider and approve revenue for the month of October, would now be held at the headquarters of the ministry in Abuja.

The official explained that the technical committee of FAAC had been meeting with officials of the NNPC to ensure that the figures were reconciled to enable the three tiers of government approve the account before allocation of revenue could be made.

The FAAC is chaired by the Minister of Finance, Mrs. Kemi Adeosun, with the Accountant General of the Federation, Alhaji Ahmed Idris; commissioners for finance of the 36 states; and representatives of revenue-generating agencies such as the Federal Inland Revenue Service, Nigeria Customs Service and the NNPC, among others as members.

The source, who pleaded not to be named as he was not officially permitted to speak on the matter said, “You will recall that the FAAC meeting could not hold two weeks ago because of discrepancies in revenue presented by the NNPC.”

The simple truth is that NO FAAC MEETING, NO SALARY FOR YOU.
So, the states, like Kogi, Abia n Osun, where salaries are owed, the FAAC Memo didn't reach their Governor's table!
Those who would owe would owe, FAAC or no FAAC!

The monthly Federation Account Allocation Committee (FAAC), which was scheduled to hold yesterday,was cancelled because state governments alleged discrepancies in the revenue profile of the Account for the month.

The Chairman, Forum of Finance Commissioners in Nigeria, Mr Mahmoud Yunusa who is also the Adamawa state Commissioner for Finance said the forum took the decision after holding discussions with their respective state governors many of whom were in Abuja to answer summons from the presidency.

According to Mahmoud Yunusa, “the Governors have given the commissioners directive to postpone the meeting pending the reconciliation of all accounts as a result, the meeting has been postponed until we reconcile the figures in the accounts.”

Mahmoud Yunusa apologized “for keeping everyone, but this is the position of our principals through the Chairman, Governor’s Forum, even though the matter was discussed at length during NEC when all the Governors were present. So we should all take our leave and wait for the next date which will be announced later,” he said.

Yunusa said that the finance commissioners as well as the state Accountant-Generals would meet next week to decide when to reconvene the meeting.

However, The Nation reliably gathered from another Commisioner, “that the discrepancies came from the figures presented by the Nigerian National Petroleum Corporation (NNPC)”, as you are aware the NNPCis fond of cooking the books and have been discovered in the past to shortchange the government from what they collected as revenues from the sale of crude oil.”

I am yet to understand why the outcome FAAC meeting is always posted on this platform!! .....if our state's Executive Council's meeting minutes where to be posted here, I think it would have been better.

Schools where ask to prepare and submit the voucher for FEBRUARY, MARCH AND APRIL 2014 remaining arrears salary. This is for all the senior section PPSB that are still having their outstanding arrears salary during the Amaechi administration.
Attached is the sample of the voucher.
I haven't heard any of such in my school.
Would ask and inform my oga at the top.

well.... its actually pension "alerts" because I was sent June, July, August & September! it just stated what was remitted, without total balance ....email alerts only.

I don't have any problem with the payment date in itself, even if its every 14th of the new month, but let Dr Fred Kpakol & The Perm Sec ensure we are paid EVERY 14th of the month...... no flip flopping!!

in the month when Dr. Fred Kpakol was Sacked as Finance Commissioner and the next 2 months that followed, Rivers State Civil Servant's salary were paid before the month ended........ in the month when the very same Dr. Fred Kpakol was recalled as Finance Commissioner, Rivers State Civil Servant's salary is yet to be paid, 4days and counting, into the next Month!!!
