The discussion are like comparing Burundi and the USA about who'S BEST....one military is so backward and rudimentary that it had to be trained by foreign armies to perform. While the other is on top of its best designing, building, selling to foreign international forces its products.

Its so sad when a blind man claims to have seen how the world look like and arguing with a sighted person.

Anyway Lagos cant be compare with Gauteng Province. The difference its very huge in terms of economic, infrastructure, development etc. Only population density has Lagos in advantage but otherwise nothing important about Nigeria.

In military terms Nigeria has not invented anything....training its provided by foreign instructor a testimony of a failure. Military hardware absolutely nothing hence a comparison by AUGUSTUS is always about South Africa with China, Pakistan, USA and the entire western world. A further admission of Nigerian backwardness.

Economical except GDP which Nigeria possess advantage by population size only otherwise nothing. South Africa produces more electricity than the entire African continent combined. Gauteng Provinces alone produces more than what Nigeria can afford.

We have more companies and factories more than what Nigeria possess. a modern Road infrastructure streaches more than 93 000 kms of paved freeways and highways. Modern Universities are top in Africa and amongst top 100 in the world. South Africa possess medical discoveries like heart transplant etc.

DO NOT COMPARE NIGERIA WITH SOUTH AFRICA......THE ONLY DIFFERENCE SOUTH AFRICA POSSESS FACTS AND NIGERIA ONLY HOT AIR AND ARROGANCE BASED ON IGNORANCE AND MISPLACED PATRIOTISM INVENTED OUT OF LIES.

N10b PDP ‘cash given to former President’s ADC, aide’

•‘I’ve no foreign accounts, company’

•‘N10b came from oil block accounts’

Former National Security Adviser (NSA) Sambo Dasuki has said he handed over the N10billion given to Peoples Democratic Party (PDP) nomination convention delegates to former President Goodluck Jonathan’s Special Assistant on Domestic Affairs, Waripamowei Dudafa and the Aide-de-Camp.

He said the money was given out by the two aides, on the directive of Dr. Jonathan.



The former NSA said aside collecting the cash, he had nothing to do with it.

As at press time, no slush funds had been traced to Dasuki’s personal accounts, it was learnt.

Dasuki, who protested that the Economic and Financial Crimes Commission (EFCC) had subjected him to “media trial”, said such a treatment might jeopardise his defence.

Also yesterday, it was gathered that the Central Bank of Nigeria (CBN) confirmed that the N10 billion was sourced from the Signature Bonus Account (oil block Account).

But the ex-NSA expressed regrets that he was being vilified by the EFCC when he acted on the instructions and approval of the President and Commander-in-Chief of the Armed Forces.

He said he had no foreign account and his local accounts are in Skye bank Plc, GTB and Standard Chartered Bank.



“That I am aware in November (I cannot remember the exact date), my office requested the CBN to exchange N10billion from the account of the Office of National Security Adviser domiciled in CBN. The money was exchanged at $47m and some Euros which I cannot remember. The exact amount was delivered at my residence.

“The money was for delegates that attended the nomination. .

“In respect of funds given to Amb. Bashir Yuguda between December 2014 and 2015, I authorised the payment of N1.5billion from the Office of the National Security Adviser for political campaign in the last elections. I remember paying DAAR Communications the sum of N2.120billion from ONSA for media activities for the Presidential Campaign 2015.”



A Staff Officer Account 1 in the Office of the NSA, Yazidu Ibrahim said in his statement as follows: ” I can testify that in the last five years, for all the companies that were paid, VAT and Withholding Tax were never paid for any contract.

“Also, to the best of my knowledge, there is no tenders board and procurement unit at the NSA. The awarding authority for all contracts, remains the NSA. All payments for contracts are (sic) based on directive from the DFA. Sometimes, there were accompanying documents most times, there was nothing except account details of contractors.

“In the last five years, the SAS imprest account has been passed and ONSA is getting direct funding from the government.

“I want to state as follows: many of the contracts were fake because the payment were round figures. (2), many of the payments were related to the 2015 presidential elections and not for national security. Many of the cash payments were just looted. Many people in the ruling PDP got huge sums of money”.

” The SAS imprest account is an account maintained by the NSA and the Permanent Secretary, Special Service Office. This is where money for the intelligence community is first paid before sharing between the ONSA, NSA and DSS.”

Nigerians are growing poorer for the first time since the return to democracy in 1999 as an economic slowdown combines with still high population growth rates to curb income per capita. Average incomes in Nigeria will fall by about 18 percent in 2015 to $2,550 per annum, from over $3,000 in 2014.

ABUJA — In a bid to recover stolen defence cash running into trillions of Naira, the Defence Headquarters might have started recalling no fewer than 20 Generals said to have been involved in the purchase of arms and ammunition for the country.

Competent military sources told Vanguard last night that the suspected top military officers were being detained at a military facility in Abuja and would soon be made to face the music for their roles in fleecing the nation.

Similarly, the sources hinted that key military, naval and air force officers, who had retired within the last three months, were also being recalled to face an investigating panel probing the purchase of arms for the nation since 2009 with a view to ascertaining their roles in the missing defence funds.

According to one of the sources, who spoke in confidence to our correspondent yesterday, the investigative panel, which was raised by the Chief of Army Staff, is headed by a Brigadier General, whose name was not also disclosed for security reasons.

According to a source, “I can tell you that the current leadership of the Defence institution in Nigeria has zero tolerance for corruption given the need to give Nigeria a new lease of life. All those suspected to have diverted any money meant for the armed forces are being recalled to explain their roles in arms purchase.

“As we speak, some Generals currently serving are under detention at a military facility in Abuja while some who had retired but held sensitive appointments relating to arms and logistics procurement have been recalled by an investigating panel.”

It was learnt that some of the detained top military officers might have connived with some national security officers to divert huge sums of money set aside for the procurement of vital equipment and platforms for the armed forces by acknowledging receipt of such items when none had been supplied.

The Presidency is said to have ordered the military authorities to take immediate steps to recover stolen funds allocated to them.



Panel report

This followed the report of a panel raised by President Muhammadu Buhari on August 31 this year to look into defence budget and recommend the way forward for Nigeria.

In turning in its interim report, the panel raised the alarm that certain individuals saddled with the task of arms procurement for Nigeria, made away with huge sums and left the army to fight with bare hands.

The panel said that extra budgetary interventions collated by the committee was N643.8 billion while the foreign currency component was $2.2 billion.

The report indicated that the amounts excluded grants from the state governments and funds collected by the Directorate of State Services and the Police.

The statement said the committee observed that in spite of this huge financial intervention, very little was expended to support defence procurement.



Failed contracts

The committee also observed that of 513 contracts awarded at $8,356,525,184.32; N2,189,265,724,404.55 and 54,000.00 Euros, 53 were failed contracts amounting to $2,378,939,066.27 and N13,729,342,329.87 respectively.

According to the statement, the committee also noted that the amount of foreign currency spent on failed contracts was more than double the one billion dollars loan that the National Assembly approved for borrowing to fight the insurgency in the North East.

It stated that the committee also discovered that payments to the tune of N3.850 billion were made to a single company by the former NSA without documented evidence of contractual agreements or fulfilment of tax obligations to the Federal Government.

The statement said: “Further findings revealed that between March 2012 and March 2015, the erstwhile NSA, Lt. Col. Sambo Dasuki (retd) awarded fictitious and phantom contracts to the tune of N2,219,188,609.50; $1,671,742,613.58 and 9,905,477.00 Euros.

“The contracts, which were said to be for the purchase of four Alpha Jets, 12 helicopters, bombs and ammunition were not executed and the equipment were never supplied to the Nigerian Air Force, neither are they in its inventory.

“Even more disturbing was the discovery that out of these figures, two companies, were awarded contracts to the tune of N350,000,000.00; $1,661,670,469.71 and 9,905,477.00 Euros alone.

“This was without prejudice to the consistent non-performance of the companies in the previous contracts awarded.

“Additionally, it was discovered that the former NSA directed the Central Bank of Nigeria to transfer $132,050,486.97 and 9,905,473.55 Euros to the accounts of Societe D’equipmente Internationaux in West Africa, United Kingdom and United States of America for un-ascertained purposes, without any contract documents to explain the transactions.”

he December ultimatum given by President Muhammadu Buhari to crush Boko Haram terrorists in the North-east is looking highly unlikely as a result of operational, logistic and administrative setbacks that are beyond the control of the military authorities.


THISDAY findings have revealed that there is growing uncertainty about the deadline despite recent gains and the best efforts of the Service Chiefs, who have brought in new ideas and energy to the fighting troops.


However, the earlier momentum is waning with the counter-terrorism and counter-insurgency operations looking like a stalemate owing to the change of tactics by the Boko Haram, the erratic attitude of Chadians towards effective take off of the Multi-National Joint Task Force (MNJTF) and dwindling supply of arms and ammunition.


THISDAY had reported how the alleged reluctance of Chad to station its forces along its contiguous border with other member countries of the Lake Chad Basin Commission (LCBC) was said to be jeopardising the effective operations of the MNJT, which was recently reactivated to checkmate the activities of Boko Haram Terrorists (BHT).


Sources within the military circle who have expressed concern over the unpredictable nature of Chad Republic in the ongoing war against Boko Haram in the North-east, attributed it to both economic sabotage and geopolitical strategy around the Lake Chad Basin.


The military sources noted that Chad is using the war to extract a lot of financial and strategic concessions from Nigeria. It was even revealed that one of the reasons the Nigerien Chief of Defence Staff (CDS) visited Nigeria was for the same financial support.


“Do you know that Nigeria has practically been forced to cede the headquarters of MNJT to Chad because of their blackmail, which was supported by their Francophone sister countries? They have turned Nigeria to a cash cow and tax haven.


“We know that the Federal Government released about $20million for the MNJTF, and each personnel are paid N1,500 per day. So we don’t know yet why the Chadians are reluctant and if they are not being paid,” the officer said.


The senior officer noted that line with the arrangement establishing the MNTF, each member countries including Nigeria, Chad, Niger Republic and Cameroon were expected to contribute troops towards effective control of the contiguous borders aimed at stopping easy movement of terrorists.


“This has however proved difficult because Chad has pulled away from their borders and has not contributed troops for the effective operation of MNJTF. As it stands now, it is like Nigeria is still practically piloting the whole process as Cameroun and Niger Republic are also busy dealing with increasing Boko Haram attacks within their respective territories,” a source explained.


This was also confirmed last week by the Chief of Defence Staff (CDS), Gen. Abayomi Olonisakin, who said the Chadian government was yet to contribute the needed troops to man their side of the common borders.


Olonisakin who disclosed this recently while fielding questions from journalists after meeting with the Nigerien Defence team led by their Joint Chief of Staff, Gen. Seyni Garba, admitted that the military are having issues with the Chadians but the military authorities are working round the clock to address the issue.

He said: “The troops for the MNJTF are drawn from five nations, Nigeria, Niger, Chad, Cameroon and Benin Republic. Most of the troops have been deployed especially from Niger which is in the same sector with Nigeria and they are performing their roles effectively.


“The importance of this meeting is to deepen our collaboration, our cooperation and coordination to ensure that the menace of terrorism is brought to a logical conclusion soonest.


“Most of the countries in the MNJTF arrangement have deployed troops except for areas relating to Chad. They are having some issues which we are addressing, the commander of the MNJTF have gone round the countries involved in this operation to ensure that they are well deployed in their location.”


Further enquiries also revealed that the latest ambush by Boko Haram, which allegedly left some soldiers dead and several others missing, has caused a lot of apprehension and consternation about the feasibility of the December deadline.
Even though some of the officers and soldiers who confided to THISDAY could confirm that the missing soldiers have returned and joined their units, they were however uncertain about meeting the deadline.


The sources also complained that no new weapons, arms and ammunition have been supplied for some time now as they are fast running out of stock.



Similarly one of the soldiers close to the theatre of operation was much more sceptical about the missing colleagues, saying; “soldiers missing were about 125 were not accounted for as at then, however we heard they have returned but you know our people that they will never give you the correct number of troops

The ultimatum by the President BUHARI to end Boko Haram by December is a pipe dream. Capturing all lost territory to the group is possible but finishing the group is an impossible mission. No way you can put such dates on war on terrorism. Check the United States failed to conquer Taliban in Afrghanistan for almost 10 years and still the group is active and strong. In Iraq, Multinational Coalition failed to defeat the insurgency for nearly 10 years and, today IS is in operation.

Realistically DEcember is an impossible mission.

Nigeria announced 13 January 2014 the creation of the Nigerian Army Special Operations Command (NASOC) at a Counter-Terrorism and Counter-Insurgency Lessons Learned Exchange between the United States and Nigeria. US has been involved in capacity-building for military personnel. There have been various workshops on civil–military relations, strategic communication and counter-terrorism and counter-insurgency, which were supported by the United States. Through such collaboration, the Nigerian Army established Nigerian Army Special Operations Command (NASOC).
