Senator Shehu Sani has urged the All Progressives Congress (APC) to penalise Governor Nasir El-Rufai of Kaduna State for allegedly leaking to reporters a memo he wrote to President Muhammadu Buhari.
Sani, who is the Vice-Chairman, Senate Committee on Foreign Affairs, called for the punitive measures in a statement in Abuja yesterday in reaction to the alleged leakage.
Media reports had alleged that El-Rufai told Buhari in a memo, that he was losing the vision and the momentum with which APC started the change campaign.
The governor was alleged to have called on the President to communicate constantly with Nigerians, so they would know the plans of his government.
The reports also claimed that El-Rufai acknowledged that a cabal was working hard to alienate the President from those, who even worked hard to secure his victory during the 2015 election.
Sani said it was ironic that while El-Rufai could not stand constructive criticism, he had the audacity to criticise the President.
“The governor always recommends that our party should punish me for criticising him. Now that he has fired a cruise missile at the President through a deliberately leaked memo, he should also be treated the same way.
“He accused me of being disloyal and disrespectful to the President and the party for speaking my mind.
“Now he has done his own cunningly by criticising the President and the party, disguised it as a memo and leaked it out to the press.
“If our able party chair would give me five strokes of the cane for speaking out, the governor (El Rufai) should be given thrice that for ‘leaking out’.
“It’s often said that look at the message and not the messenger, but there are times when you can only decipher the message by looking at the messenger,’’ he said.
According to Sani, while El-Rufai is entitled to his opinion and perception, the contradiction and irony is that he carried out an action he always stood against when criticised.
He described the governor as disloyal and disrespectful, saying: “the difference is that while mine is blunt, his is dubious.
“Secondly, for all the issues he raised against the President, his own is worst in his space of governance both in the existence of cabal or politics of exclusion, incompetence or public perception.
“The difference is that the President is tolerant of criticisms and alternative views.’’
He said the leakage of the memo to newsmen was an evidence that ‘‘logically he is leaking memo to rouse popular sympathy and create the image of ‘a competent alternative’ to ‘Baba.’
“The memo suggests he is trying to do what he recently accused me of.
“He said that I am in the habit of criticising him because I want to become Kaduna State Governor,’’ Sani said.
He advised President Buhari to be cautious, saying: “he who keeps a scorpion in his pocket must always watch his groin and he who inherits a cobra should know that it’s not a pet.’’

The second tranche of the London-Paris Club refund is already causing division within the rank of state governors even before it is released to them.
The cause of the disagreement is the hiring of consultants on the computation of what accrues to each state.
Several governors are strongly objecting to the deduction of about 5% of their refunds to pay consultants as was the case with the first tranche.
The protesting governors are angry with those who brought in the consultants for keeping them (governors) in the dark on the arrangement.
They claimed that the terms of engagement were known to only a few of their colleagues in the Nigeria Governors’ Forum (NGF).
About N19billion from the first tranche of N522.74 billion was remitted by states into two accounts of the NGF as commission to consultants.
However, the N19billion allegedly ended up in the accounts of some of the seven governors who played one role or the other in the deal, some public officers and some individuals who had no business whatsoever with the refunds.
It was also learnt that some consultants engaged by the NGF and some states have not been paid by the governors.
The Economic and Financial Crimes Commission (EFCC) has launched an investigation into the alleged shady deals.
Apart from locating the two accounts where the N19billion was remitted, the anti-graft agency has interrogated no fewer than four persons involved in the hiring of the consultants and payment.
Investigation by The Nation revealed that some states remitted as much as N600million into NGF’s emergency accounts as commission.
It was learnt that the two accounts of the NGF were opened at the last minute in defiance of the attendant agreement.
According to findings, reports made available to presidency by the EFCC and other security agencies showed that the governors did not keep to the terms for the refunds.
Some of the infractions noticeable in the management of the first tranche of the London-Paris Club loan refunds are as follows:
•Computation of state records done at a private house in Maitama, Abuja, belonging to a governor
•Accounts initially opened in the names of two lead consultants but the details of who to be paid was later changed
• N19b remitted into two accounts of NGF
•Commission to consultants cut from 10% to 2% but 5% was on paper as paid
•CBN paid directly to each state without the knowledge of the Accountant-General of the Federation
•Part of the N19b commission traced to a governor’s account and some individuals including some members of National Assembly
•Apart from central consultants, state governors still hire separate consultants
•Some state governors conceded about 10-20% commission to their consultants
•In some states, governors served as consultants through proxies
•Consultants yet to be paid because the NGF changed commission formula as soon as the first tranche was remitted
•Some governors deviated from using 25% to 50% for payment of outstanding salaries and pensions as agreed with President Muhammadu Buhari.
It was also gathered that these infractions have angered some governors who have vowed not to allow any deduction from their share for consultants.
A governor, who spoke in confidence, said: “The whole thing is a scam. Why should they ask states to remit as much as N400million to N600million each to pay consultants they did not hire.
“It is more saddening when we discovered that the N19billion we remitted was not paid to consultants. The money has been found in the accounts of some individuals or used for some extraneous purposes.
“In our state, we have taken a position that no kobo of our refunds will be paid as consultancy fee. We have the CBN, the Debt Management Office (DMO), the Office of the Accountant-General of the Federation (OAGF) and the Federal Ministry of Finance who have qualified officials to do the computation of the refund which each state should get.
“The second tranche of N500billion which we will get in the next few days will not be mismanaged.

CHAIRMAN, Senate Committee on Police Affairs, Senator Abu Ibrahim, All Progressives Congress, APC, Katsina South said Tuesday that President Muhammadu Buhari was not sick, but only exhausted as a human being.

Senator Ibrahim who is one of the closest Senators to President Buhari said that those spreading the rumour that President Buhari is sick missed the point, just as he stressed that the weight of the country’s mounting problems exhausted him.

He reeled out issues that might have taken a toll on the President which include destruction of oil pipe line that HAS reduced production to almost half, fall in oil price that has affected the economy and led to recession, and the falling exchange rate that has affected the purchasing power of most Nigerians, adding that some of those talking about the falling exchange rate fail to also talk about what led to weak Naira against the Dollar.

Senator Ibrahim who noted that he has been in constant touch with President Buhari, said that he was actually with him the day the president left the country.

Speaking to Journalists Tuesday when he was accosted at the National Assembly lobby, Senator Ibrahim said that every Nigerian is aware of the zeal and passion President Buhari came into office with, adding, “President Buhari will soon come back” noted that there was no need for Nigerians to be unduly apprehensive because Mr. President is not sick but exhausted by the weight of the problems the country is going through.”

He however urged Nigerians to continue to pray for the President to come home and continue his work to put the country in a better footing, adding that Nigerians have the right to list what they wanted the President to do when he is back home.

It was gathered that Ugorji, left Nigeria with his wife to the Philippines.

He fled the country when many investors were waiting to be paid their money with the accrued interest, the News Agency of Nigeria reported.

Chuddy’s relocation came barely 24 hours after he released new conditions for payment of participants.

He had given the impression that the Ponzi scheme had started paying outstanding money to participants of the scheme. But the payment is just symbolic.

Meanwhile, the ponzi scheme issued new guidelines on Wednesday. They are, ” As a necessary measure, we decided to set limit to withdrawal this week thus the N31,000 maximum withdrawal on your PO.

“We are still committed to prioritise paying smaller amounts first and gradually increase the amount to higher ones. The system does the calculations and knows how to calculate everyone’s mavros.

“Between Friday that we opened and today, hundreds of thousands of GH orders have been matched.
More and more GH orders will be matched as time goes on. If you see error notification when trying to GH, just keep trying.

At least 24 African migrants, including two young Nigerian boys, drowned on Monday in the Mediterranean Sea while trying to reach Europe aboard small Libyan boats.
6,065 others, including expectant Nigerian women and their families, were rescued by several boats owned by the Italian coastguard and international charities, Médecins Sans Frontières (MSF) and Save the Children.
417 of the badly burnt survivors, including 92 children and 70 women, were mostly Nigerians and other West Africans.
They were passengers on board four small, overcrowded dinghies which broke down about 20 miles from the Libyan coast while attempting to make the two-day journey to the Italy without adequate fuel.
About 94 of them barely alive – men, women (several pregnant) and children – saturated with fuel , skin burnt and falling from their limbs, were rescued by a ship, Dignity 1, operated by MSF,
Mostly Nigerians, they told British newspaper, The Times, that three hours into their journey from western Libya, they heard a crack as one side of the overcrowded dinghy snapped, throwing 35 people into the sea.
Two brothers aged four and five, they said, tumbled into the sea and were never found, while others grabbed jerry cans of spare fuel to keep them afloat in the water.
Some emptied the cans to make them more buoyant thus spreading the fuel on and around those in the water.
MSF rescue teams were alerted at 10:45am and the Dignity 1 was dispatched. It found a broken inflatable with six people missing and many others semi-conscious.
A seven months pregnant Nigerian woman, Joy, was rescued, coughing and sputtering blood as medical teams tried to save her life, while her semi-conscious sister Lovett lay on the vomit and faeces covered floor beside her.
Lovett told The Times that she followed Joy into the boat to look after her.
They and the others had inhaled the petrol mixed with sea water and it burnt their skin, throat and lungs.
They were just two of other heavily pregnant women and children, screaming and collapsing while being hauled off their sinking dinghy into Dignity 1.
A boy, eight, screamed in agony as the skin on his back peeled off while his fuel-sodden shirt was removed.
The survivors who could stand were stripped naked and washed down while the semi-conscious were carried into showers or bathed in buckets. The doctors battled to save the lives of the seriously injured.
According to The Times, more than 130,000 migrants who left North Africa for Europe this year were found in the same condition, while 3,502 perished at sea.
They were charged about $500 (about N157,625) for a seat on the boat by people smugglers.
Joy, resuscitated several times after her breath ceased, stopped breathing again 25 minutes later and could not be revived. She and her unborn baby died.

Chiweiko Samuel, a 26-year-old man, was on Monday arraigned before a Surulere Chief Magistrates’ Court in Lagos for stealing female bathroom slippers valued N18,500.
The prosecutor, Christopher Okoliko, told the court that Samuel committed the offence on Sept. 11 at Doyin Market Surulere at about 7 a.m.
He said that Samuel went to the shop of the complainant Maduesike Ifenyinwa and stole slippers.
“But he was caught when he attempted to run out of the market with the slippers,” he said.
The prosecutor, who told the court that the address of the accused is unknown, said that the offence contravened section 285(1) of the Criminal Laws of Lagos State 2011.
When the one-count charge was read to him, Samuel pleaded guilty.
The Magistrate, Mrs M.I. Dan-Oni ruled that the case be adjourned till Sept. 22 for facts and sentencing.

A 32-year-old businessman, Ezekiel Igbokwe, has been arrested by the Ogun State Police Command for allegedly killing his wife’s lover, Victor Olatundun.

Igbokwe was said to have killed Olatundun after he caught him having sex with his wife at their matrimonial home.

The suspect allegedly committed the offence at about 12am at Peace Lodge on Itura Street, Awa Ijebu, Ijebu-North Local Government Area of Ogun State.

The suspect, who committed the crime on Wednesday, July 27, was arrested by the police the following day.

Igbokwe and his 28-year-old wife were among the 23 suspects paraded at the Ogun State Police Command headquarters, Eleweran, Abeokuta, on Thursday, for various offences ranging from murder to illegal possession of firearms and ammunition.

Igbokwe, who said he was a businessman, explained that he had returned from his trip to Onitsha and met Victor on top of his wife on their matrimonial bed.

He said he picked a machete in the toilet and cut the victim in the neck and hand.

Olatundun reportedly died on the way to the hospital.

Igbokwe, who deals in electronics, said he was born in Ago Iwoye, Ogun State.

He said, “I travelled to Onitsha on July 25, and when I came back on July 27, I met a man inside my room making love to my wife. Then we started fighting. The man was stronger than me. When I saw he could overpower me, I got a cutlass in my toilet and dealt him blows in the hand and neck. On the way to the hospital, the fuel in the car finished and he died.”

Igbokwe said he committed the crime due to anger, adding that he never meant to kill the victim.

He claimed that he had never met Olatundun before, saying he also never suspected that his wife was having an extra-marital affair with anyone.

PUNCH Metro learnt that Igbokwe and his wife, Juliet, have three children aged nine, seven and five.

Juliet, who sobbed intermittently, said her alleged lover had been pressurising her for a relationship for some time.

She explained that she had always told him she was married, but the victim never gave up until he ended up at their matrimonial home on that night.

Juliet, who said she sold snuff, said Victor was her supplier and he pestered her for six months before she finally gave in.

She said she suspected that the deceased used a charm on her, as she could not explain how it all happened.

She said, “He had been disturbing me that he wanted to marry me, but I said I was married.

“On the day of the incident, I really can’t say if he used a charm on me. All I know is that he called me that he wanted to see me and I told him not to come; he knew my house and when he came, I didn’t know what happened.

“He used to come and deliver snuff to me in the house. On the day of the incident, he told me he was coming from somewhere and that it was already late. He wanted to sleep in our place till the next day. He didn’t know that my husband was away. He tried to sleep with me, but later he didn’t.”

Juliet, who claimed that she got married to her husband in 2005, said the husband did not take good care of her and the children.

She said their marriage had been turbulent and fraught with fights and quarrels.

The mother of three said each time there was a fight, her husband would leave the house for months.

The Ministry of Education has denied harmonizing the degrees and higher national diploma awarded by universities and polytechnics.
A spokesperson for the ministry denied recent reports that the dichotomy between Bachelors and HNDs had been abolished, saying HND holders must meet new requirements to attain the Bachelors level.
Speaking to PREMIUM TIMES on Friday, Benjamin Goong, said the ministry lacked the power to end the inequality.
He however said the government had taken steps to bridge the gap to ensure HND holders are treated fairly when seeking for jobs.
“Two weeks ago, the ministry sent a memo to the National Council of Establishments (NCE) to institute a bridging program for the HND holders and the proposal was approved.
“The bridging program is for HND holders who can either attend the National Teachers Institute (NTI) or any institution offering post-graduate diploma programs, before they can attain the level graduates can attain in the public sector.
“As per the approved memo, after the bridging program, HND holders will now be offered jobs from grade level 8 and finish at grade level 17 like graduates. Before now, HND holders were only allowed grade level 7 and finish at grade level 14.
“That is as far as it goes for now regarding the B.Sc and HND dichotomy. Both are still very different from each other,” he said.
An education analyst, Dorothy Oseni, said creation of jobs for both B.Sc and HND holders was the surest way of bridging the gap between both classes of educated people.
“When the government, industries and companies no longer discriminate against HND holders in the labour market, the dichotomy will die a natural death,” she said.

A 49-year-old farmer, Gabriel Ajor, has been arraigned before a Lokoja Chief Magistrate’s Court for allegedly abducting and selling seven children, including his two sons and an eight-year-old baby, for N400,000.

Ajor was alleged to have abducted and sold the children under the pretext of sending them to schools in Owerri and United States of America, USA.

On arraignment at the Lokoja Chief Magistrate’s Court II yesterday, the accused was said to have tricked one Kenneth Omale and John Attah, parents of five of the children, into believing he meant well.

According to the prosecuting police officer, ASP Cornet Ayabatu, the accused, who is from Nwajala in Ibaji Local Government Area of Kogi State, between March and June, criminally conspired with others now at large to commit the offence.

Ayabatu said that the matter was reported on July 8 by Kenneth Omale of Nwajala at the police area command office, Idah and Criminal Investigation and Intelligence Department, Lokoja.

He said the children, Goodway Kenneth, 5; Kindness Kenneth, 3; Shedrack John, 6; Goodday John, 6; Confidence Ojonuba, eight months old; Gift Gabriel, 6 and Destiny Gabriel, 3, all male, were allegedly taken to an undisclosed destination.

Ayabatu said police investigation led to the arrest of Ajor, who confessed that he was paid N400,000 for the seven children by one Malik in Owerri, Imo State.

He was charged with criminal conspiracy and kidnapping contrary to sections 97(1) of the Penal Code and Section 4(1), punishable under section 4(3)(a) of Kogi State Kidnapping and other Related Offences (Prohibition) Law 2015.

The prosecutor however, told the court that investigation into the matter was in progress and asked for adjournment to enable the police address some grey areas.

In his ruling, the Chief Magistrate, Alhassan Husaini, said that he was inclined to put on hold all ancillary applications connected to the case till the next sitting in view of the weighty and serious nature of the allegations.

Husaini, therefore, ordered that the accused be remanded at the state CID detention facility in Lokoja and adjourned the case to August 24 for further mention.

The smell from a live chicken could help protect against malaria, researchers have found.

Ethiopian and Swedish scientists discovered that malarial mosquitoes tend to avoid chickens and other birds.

The experiments, conducted in western Ethiopia, included suspending a live chicken in a cage near a volunteer sleeping under a bed net.



Last year malaria killed nearly 400,000 people in Africa, the UN says.

Infection and death rates are declining but health officials are continuing to look for new ways to prevent the spread of the disease.

The malaria parasite, which initially hides in the liver before going into the bloodstream, is carried from person to person by mosquitoes when they drink blood.

The scientists, whose research was published in the Malaria Journal, concluded that as mosquitoes use their sense of smell to locate an animal they can bite there must be something in a chicken’s odour that puts the insects off.

Addis Ababa University’s Habte Tekie, who worked on the research, said that the compounds from the smell of the chicken can be extracted and could work as a repellent.

Field trials for this stage of the research are now “in the pipeline”, he told the BBC.

Researchers from the Swedish University of Agricultural Sciences were also involved in the project.

Compounds extracted from chicken feathers were also used in the experiments, as well as live chickens.

Researchers discovered that the use of the chicken and the compounds “significantly reduced” the number of mosquitoes that were found in the trap nearby.

The scientists say that with reports that some mosquitoes are developing resistance to insecticide “novel control methods” need to be embraced.

The Federal Executive Council (FEC) has appealed to states to take over the repairs and maintenance of federal roads in order to reduce the burden on the Federal Government.

The council made the appeal Tuesday during a two-hour meeting presided over by President Muhammadu Buhari.

It said states that could afford to take over federal highways should do so as quickly as possible so that the roads do not go into "total deterioration."

Briefing State House correspondents later, Women Affairs Minister Aisha Alhassan said the FEC l approved a memo presented by the Minister of Power, Works, Housing and Urban Development, Babatunde Fashola, for the re-designation of two roads in Kaduna State from being federal roads to state roads as requested by Governor Nasir e-Rufai.

Alhassan said e-Rufai had sent a request to President Buhari to re-designate the Nnamdi Azikwe and the Ahmadu Bello Expressways in Kaduna as state roads so that the state government would "have the power, without any inhibition, to work on the roads to make them better for Kaduna indegenes."

The minister noted that the council was very pleased with e-Rufai's request "because ordinarily, other state governors should have requested for permission to repair and be reimbursed.

"But he (e-Rufai) asked for outright handing over to the Kaduna State government so that they can take care of it as their own, and asked the (federal) government to complete the eastern by-pass ‎which is outside Kaduna linking the North-central to North-western Nigeria. That was also approved by the council because it is a welcome idea.

"The council also appealed to other state governments that can afford to take over federal roads to lessen the burden on federal government, to enable them repair and maintain roads as quickly as possible so that they don't go into total deterioration," the minister said.
