ECOWAS extra-ordinary meeting ends in Abuja, fails to select new President

Abuja, Nigeria (PANA) – The Economic Community of West African Countries (ECOWAS) extra-ordinary meeting of Heads of State, held Tuesday at the Presidential Wing of the Nnamdi Azikiwe International Airport, Abuja, ended without agreeing on which country — Benin or Burkina Faso — would produce the next President of the ECOWAS Commission.

A replacement for James Victor Gbeho, who is retiring after completing Ghana’s tenure as President of the ECOWAS Commission, was supposed to have been selected at the summit.

Gbeho was appointed following the exit of Ibn Chambas as the Commission’s head.

Gbeho told journalists at the end of the meeting that the Chairman of ECOWAS Authority of Heads of State, President Goodluck Jonathan of Nigeria, wanted to hold further consultations with both Benin and Burkina Faso before announcing a replacement, especially as President Blaise Campore of Burkina Faso was absent from the summit.

ben bruce was never disqualified because of dual citizen. nigeria law allow people of dual citizen to contest for every position including the president of Nigeria. The reason ben bruce was disqualified is because Jonathan Goodluck want his own candidate to be governor of the state. And it will be hard for him Jonathan Goodluck to claim that an unknow person won against ben bruce. so jonathan Goodluck got rid of Ben bruce and other so that his candidate can win. that is the way nigerian think.

The Elephant in the Room – Lagos State’s Exploding Debt

The worrisome part of this development phase of Lagos State is the debt the state is incurring via bonds. This is a potential source of problems in the future.

Specifically, there have been two large debt tranches taken by Governors Bola Tinubu and Babatunde Fashola. The first 5-year bond was for ₦50 billion and was taken in 2008. The most recent bond issue was another ₦50 billion, completed in April 2010.

This effectively makes Lagos one of the most indebted states in the country, with combined bond issues of ₦100 billion. The plan for Lagos calls for another ₦175 billion to be borrowed, to finance all the various projects proposed for the city.
Using our rough calculations, this means that every month, the Lagos state government has to pay bondholders ₦2.3 billion, given that the interest rates on these bond issues is about 13%. Half of that will be paid for the next 5 years, while the other half has three years to go. ₦26 billion a year is a large amount.

To put this in context, the proposed budget for Lagos State this year is ₦429 billion, so one might insist that within the total budget, ₦26 billion is not a great deal to worry about.

This would be a fallacy. Although Fashola presented an Appropriation Bill of N429.596 billion for the 2010 fiscal year to the state House of Assembly.

The key here is that the Fashola administration expects a total of ₦307 billion in the 2010 fiscal year. Of the total budget value, it is expected that ₦204 billion will be raked in through internally generated revenue (IGR); N78 billion from the Federal Allocation; dedicated revenue estimated at ₦20 billion while the extra-ordinary revenue stands at ₦5 billion.

This leaves a budget shortfall of close to ₦123 billion for the fiscal year. During his presentation, Fashola did not explain how this difference would be made up.

This leads to this paper’s warning on borrowing. Although the Governor has indicated ₦17 billion will be spent on debt service this year, next year, it will be significantly higher as the new bond kicks in. If new monies are borrowed i.e., new bonds issued, the number will be higher still.

One suspects that the Governor may see the way to make up the budget as being to issue yet new bonds, but this would only postpone the evil day. The stark reality is that the Lagos State budget faces serious serious issues. The city is in deep trouble fiscally and is using unsustainable tactics to avert a financial reckoning.

The Lagos State government will be tempted to issue new bonds in the near-term both to make up the shortfall and to continue its future ‘mega city’ plans. This is a classic debt trap that will only worsen the longer a real solution is put off.

The only reasonable solution is to reduce State government spending to sustainable levels. However, we are sure this politically difficult due to the large number of beneficiaries from the spending spree.

However, if Lagos State’s true fiscal crisis is not handled by the current administration, any prospect of a financial soft landing for the State will be pushed farther and farther away.

Look at it this way. General Abdulsalami Abubakar (rtd.) was head of state, did you ever hear him say anything about 6 zone. even in the nigeria constitution , there is nothing like 6 zone. in the nigeria law, there is nothing like that.

Engineer Austen Olusegun Oniwon was on Monday announced as the new Group Managing Director of the Nigerian National Petroleum Corporation, NNPC. Engr. Oniwon takes over from Mallam Shehu Ladan.

Until his appointment Oniwon was the Group Executive Director (GED) Refining and Petro-chemicals and also the most senior GED.

Born on 1st April, 1951, Oniwon is an indigene of Okene in Kogi State, North Central Nigeria. He started his working career with the NNPC in 1977 and rose to become Head, Planning of the Warri Refining and Petrochemicals Company in 1987.

(I)            We want a final or permanent solution to this recurring Warri crisis.



(II)             Republic of Niger Delta:-  Since 1994 the Ijaw have in their petitions to the British Government. through Her Majesty the Queen and to President Bill Clinton declared their intent to establish their Republic of the Niger Delta on the Nigerian Coast from Ondo state to Akwa – Ibom i.e swallowing our homeland of Warri Kingdom. Their several other publications have said the same thing. Thus the Ijaw armed aggression against Itsekiri, Urhobo communities of Gbarigolo etc. Benin and Ilaje over the past five years is a translation into reality of their intent.



(III)           The recent ethnic cleansing in Warri involving the burning down of over    30 Itsekiri towns and villages, loss of over 100 Itsekiri lives (including security personnel) invaluable property and Oil Installations is the process of carrying out their agenda for the Ijaw Republic. We can not continue to be cannon – fodders to the Ijaw warriors under the Ijaw National Congress (INC). Itsekiri population is about 450,000; Ijaw over 7 million



IV              HOMELAND: In Nigeria ethnic nationalities have their homelands where they have their roots, their myths and traditions. It’s not only Itsekiri; all others. Warri is Itsekiri homeland. All history, traditions, Intelligence Reports, Treaties and Court judgments say so. Today our homeland is the single largest oil producer in the country. We don’t want to lose it to the Ijaw Republic; we are part of Nigeria Our homeland is generally clearly delineated as ‘Warri’ or ‘Itsekiri’ on all ethnic maps over the last 400 years.

A visionary Urhobo leader, Prof. Sam. Oyovbaire and one time Federal Minister of Information in a pamphlet in 1980 titled For those against the creation of Delta State, prophetically cautioned:

“In the case of the proposed Delta State, the Urhobo people, within the psychosis of a dominant group, would very soon go about threatening the other groups by their numbers. They would demand and boast that the capital of the state is destined for them, the Governorship for them, Chief Justice for them, Permanent Secretaries for them, all markets for them; everything for them. They would demand soon that the title of the traditional ruler of the Itsekiri will be changed from the Olu of Warri to Olu of Itsekiri; that the whole of Itsekiri land belongs to them …… and so all land settlement belongs to the Urhobo……The easiest way to destroy the case for a Delta State is for Urhobo and their fifth columnists to go about harassing all other peoples by the “Okumagba (Sic Okumagba) kind of politics”, the politics of calumny, villification and with chauvinism”.     

       

Prof. Sam Oyovbaire’s prophesy has not only hit the bull’s eye, and there is little and no time left to save the bull – Itsekiri ethnic nationality. We are vindicated and we are proved right.



We cannot be more dead than the dead. We have been driven to the wall. We have come to the realisation that we do not belong to this State. Now, we have come to the point of no return. We cannot continue to be canon-fodders to the Ijaw Egbesu warriors. Enough of Okumagba intrigues with his UPU faction. We owe to prosperity our precious heritage of our oil filled Warri homeland. We will not lose a square inch of it to anybody even in the face of Unclad terror.



We have decided to leave this state willy-nilly and we have called on all Itsekiri wherever they are to wear black clothes.

We shall declare a day of national mourning for all our dead, slaughtered, burnt and missing.

We shall declare our homeland to be outside this state on a given day. On that day of declaration, we shall state where we shall be.

It has to be noted that we are not declaring a Warri Republic. We strongly believe in the Nigerian nation where all ethnic nationalities are given a sense of belonging and minorities protected. What we say is that we will explore all constitutional means to take our Warri homeland i.e. Warri South, Warri North and Warri South West local government areas from Delta State.

We call on the Federal Government as a matter of utmost urgency to rehabilitate all Itsekiri towns and villages destroyed by the Ijaw and the Okumagba Urhobo between 1997 and 1999 and in the years 2002 and 2003.

We further call on the Federal Government to provide adequate protection to displaced Itsekiri with a view to ensuring that they return to their towns and villages with a sense of security.



Although we are determined to leave Delta State for good we, as Nigerians, are entitled to the protection of the Federal Government of Nigeria as provided for in section 14 (2) (b) of the 1999 Constitution of the Federal Republic of Nigeria wherein it is declared that:-

“The security and welfare of the people shall be the primary purpose of Government”



Therefore we call on the Federal Government to ensure the Itsekiri are protected from any further attack by the Ijaw warriors under the direction of INC and Chief E. K,  Clarke the self-acclaimed foremost Ijaw leader.



We further call upon the Federal Government to provide relief materials to all Itsekiri refugees wherever they are.

Warri — Itsekiri leaders yesterday urged the United Nations (UN) to investigate what it described as "a pre-meditated genocide and ethnic cleansing" with a view to bringing the perpetrators to justice.

The Itshekiris acting under a coalition of human rights and community based organisations also want leaders of the Ijaw ethnic group to be tried by UN War Crime Tribunal. They blamed their woes on the expansionist policy of the Ijaw National Congress and the Ijaw National Youth Council, two groups its claimed, were responsible for recruiting, training and arming fo the dreaded Ijaw militia group.
