Please if you have the opportunity to study in Croatia or Czech Republic which is more promising in terms of standard of living, job prospects and family unification. Croatia school fees is 4500 euro per year while Czech is 3000 euro for two years masters program. It seems Czech visa process is more tedious than Croatia, in terms if appointment booking, translations and legalization
I need sincere advise

Go for Croatia. You won't get Czech republic visa. Only 10 visas are given per month.

To some extent you are right about Czech visa process. However, if you able to do the translations, legalization and meet the proof of fund requirement, you are mostly likely to get the visa. The denial rate is low if all the requirements are met.

Concerning appointment booking, just make sure you have a good internet network and send in your application just at the top of the hour when the application opens. A minute delay and you may have to wait for another month.

I know nothing about Croatia.

Yes 10 monthly slots. There are definitely opportunities in Croatia afterall it's in the EU. It's up to you to have value to provide. There's no country that is easy.

My brother has an electrical engineering scholarship in St Petersburg, Russia by Russian government. Some fees here and there but quite affordable. He's billed to first take a preparatory course in Russian language and then the BSc programme follows after.
What do you think of this opportunity? I'll like to have your honest opinion as always.

I wont advise your brother to study in Russia. Russia at the moment is literally cut off from the world. If it's an undergraduate, its something you can risk but if it's further degrees I wont advise it.

Undergraduate is fair enough since it is largely free. Afterwards, use the degree to find something to do in either South Korea or Japan. China should be the last option if those two fail as the competition is fiercer there. He should not bother to continue life even if one fine Russian woman tempts him. He is a black African, economics first. Any Russian woman wey wan dey with you should agree to leave the country to any of those places I listed.

Another thing is the issue of family unification, if family members can join the student
