There are godly people everywhere... But it doesn't stop God from executing judgement on a place if he wants to...check the case of Lot viz a viz Sdom & Gomorrah. All he does is to extract them from the place before judgement starts. Also check during the Jewish war(66-70AD), the Roman armies laying siege to Jerusalem suddenly withdrew and the Jewish militias thought they had won..but the Jewish Christians among them understood that sign as a fulfilment of Yeshua's prophecy that whenever they see Jerusalem ringed by armies, they should know that the time is near and anyone inside Jerusalem should run to the mountains. Immediately all the Jewish Christians left Jerusalem, the Roman armies came back to Jerusalem, reinforced the siege, took the city and sold every one in Jerusalem into slavery! So that godly people are present doesn't stop God from executing judgement, all he does is to give them a way of escape!
