i think it depends on the organisation. For example, HR department work hand in hand with top management, they call the shot at atimes, while HSE is just viewed as just "another" department in the organization. Not that am down playing HSE, but if u really want to know whats happening in an organization, trust me HR should be ur first point of call.

So I'd say those in HR earn more because of the influence they weld in an organisation. Just my 2cents
