NUT Kicks against Direct Allocation of Funds to LGs, Says Teachers will Suffer

The Nigeria Union of Teachers (NUT) has said that the plan by the federal government to give direct allocation of funds to local governments in the country could inflict a lot of sufferings on teachers who are the major employees of the local governments.
The NUT said the direct allocation of funds to local governments will also pose a lot of challenges to teachers especially in areas of payment of salaries and other allowances.
The Niger State chapter of the union raised the objection to the policy in Minna on Wednesday in a communiqué issued after the State Wing Executive Council (SWEC) meeting held at the Teachers House in the Niger State capital.
“The SWEC in session express serious concern at the recent approval granted by the federal government on the direct allocation of local government funds to their respective accounts.
“The council further observes the challenges this development might pose to the payment of primary school teachers,” the communiqué stated.
Signed by the state Chairman, Mr. Ibrahim Umar, and the Principal Assistant Secretary General, Mr. Garba Labaran, the union however suggested that to ensure regular and prompt payment of teachers’ salaries, under the policy “it should be placed on first line charge to SUBEB for onward payment to teachers”.
The SWEC in session, according to the communique “express support for the federal government’s directive to teachers yet to register and licensed by Teachers Registration Council (TRCN) to do so by the end of December, this year”.
It however observed what it described as “the disenfranchising factor” the computer based test pose to Arabic teachers during examinations and therefore called on the TRCN “to look into the issue with a view to addressing it”.
It commended the Niger State government for the implementation of “Domestic Allowance” to secondary school teachers on grade level 15 and above and appealed that such gesture should be extended to teachers at the primary school sector to boost their morale.
The communique express worry and serious concern at the continued delay in the commencement of the next batch of training and supply of Z-pad to the remaining secondary school teachers.
“The Council therefore calls on the Ministry of Education to as a matter of urgency prevail on the NGO to ensure that the second week of July 2019 promised by the NGO to resume the programme is strictly complied with,” it said.
It also congratulated Alhaji Ibrahim Ahmed Matane on his appointment as the Secretary to the State Government and urged him to use his wide experience to move the state administration forward.

Why are these people so confused like this?? The fund was originally being handled by the state governors unfortunately most of the governor looted the funds and FG thought the best way to go forward is to grant LG financial autonomy and now this again?? Confusion everywhere

I think this is one of the greatest development we have just gotten from this administration. This will enable the local government and other Community development groups operate independently and focus more on its grassroot development initiatives.

The NUT officers are speaking for themselves after settlement. Direct allocation to local government will benefit the primary school teachers, especially in the rural areas. They can easily hold the Chairman responsible, since he's reachable.
But when it is state, how many primary school teachers can reach the governor? They usually send the NUT Officers.

It was initially handled by LG, and there were issues then, later by state, it seems it got worse, now back to LG,
Primary school teachers have suffered.
FG need to look into their case critically and find a lasting solution to it.

The teachers stance is timid, cowardly, selfish and dumb.
The direct allocation to local government is a global best practice. Local governments will bear sole responsibility and be entirely accountable for how their funds are applied. The teachers should rather dust their lazy butts and brace up to hold their local authorities accountable rather than crying wolf! They have more than enough resources at their disposal, with their teeming numbers, to deal with any erring local authority - legally and otherwise.

That is why you should elect those you can trust to have your interest at heart.

Don’t push the responsibility of your inability to elect a credible representative, as your local government chairmen, to the FG.

Elect good leaders and let FG do its work. The FG won’t bend the law just because you don’t know how to elect good leaders.

Giving local government direct allocation is not being done well like other global best practices as you mentioned. I believe those local authorities in other countries draw budget yearly and plan how to spend these allocations or tax revenue. They have services to offer and alot to manage. To be honest local authorities do alot abroad and it's hard work. I have seen the duties giving to local authroities in our constitution and it's quite okay. My problem is with them not having a yearly budget and plan like the federal and state governments. They should also be open with their books and give yearly account of money spent.

It’s the same process here too but because we don’t hold our leaders to account that’s why the practice keeps eroding. Now we are pushing all the responsibility to the FG.

At the same time we are the ones a shouting that what the FG takes up is too much that they should hand some to the State. If we cannot hold our local leaders to account then how do we expect to hold leaders at the federal level with so much power to wield to account?

You made some sense.

But I don’t think the FGN would allocate funds with having a budget plan from the LGs. It’s not so much about the direct funding - but the autonomy of the LGs is quite important for grassroots development. I believe we will have the checks and balances come in naturally.
