PMB is absolutely right. A chief of staff is an assistant to the president which role amongst others are to control the flow of people into Aso Rock be it a minister or whoever. His power allows him to even meet with ministers in place of the president, then give the president the talking points of the meeting. Please let's educate ourselves even in the US where this role of COS was coiled from , this is how it's done. The COS is there to protect the interest of the president call it cabal or whatever suits you. There are even times that the COS can stop the first lady from seeing the president because as long as he is in that office he is not just her husband but the president of a country, she can meet him up at home and table her matter. The COS is the only person that can tell the president the truth right to his face because that's why he was hired. PDP knows these but obviously they know most of the populace don't so it's just another avenue to take a shot at their rival.

The title might not be CoS but definitely all leader have one, even in the local community, there is always that person allowed by the head(either through conduct or expressly) to see him at all time and to determine who gets access to the him.

As powerful as GEJ made Okonjo to be in his administration, she still had to pass through the CoS in reaching him (she asserted that in her book) and she was unable to see him in some cases.

Absolutely, the title “Chief of Staff” is a creation of the office of the president through executive order. He not only acts as the advisor in chief to the president, he is also the attack dog of the president , the bearer of bad news and the gate keeper of the president who filters all communication from the actual cabinet(Ministers in this case) and other external officers. This position is arguably the most important appointment the president makes. It would be difficult to quantify that power , except to merely say the chief of staff’s opinion is the one the president will most likely listen to. The chief of staff derives all of its power from the president their power ceases to exist the second the president says so, but as long as they have the president’s confidence, they are in a position of huge influence. But it’s only natural for the opposition to bitch about this as a political tactic.

The Peoples Democratic Party has accused President Buhari of reducing ministers to his Chief of Staff, Abba Kyari’s clerical aides with the directive that they (ministers) must channel all their meeting requests to him through Kyari.

PDP's National Publicity Secretary, Kola Ologbondiyan, in a statement said it was an indication that Nigerians would not enjoy good governance during Buhari’s second term.

The PDP invites Nigerians to note President @MBuhari’s contemptible approach to governance and disregard to ministerial portfolios as portrayed in the recent degrading of ministers to clerical aides of Chief of Staff, Mallam Abba Kyari.

“As I said yesterday (Tuesday), in terms of coordinating communication, kindly ensure that all submissions for my attention or meeting requests be channelled through the Chief of Staff while all Federal Executive Council matters be coordinated through the Secretary to the Government of the Federation in order to speed up the process of decision-making.”

The president is right in that regard.
It is customary everywhere in the world for all meeting requests to go through the chief of staffs. Even the president's wife during official hours would have to channel her meeting request to the chief of staff.
