In a sane country, people don't always wait for the police to arrive. Both driver can negotiate actions to take. I once scratched an SUV at the airport here. It happened that the other driver was a Nigerian. I just handed him a copy of my driver license and insurance detail. Likewise, an elderly man once backed up against my car in a parking lot. He simply gave me his insurance detail and driver license detail. That's why you have government. To help come up with a system and a sane way of doing things. And mob don't gather around.
