The wise thing to have done in addition to floating the Naira to FX rates was to impose tax on avoidable imports that was swelling demands for FX.
Avoidable import that if not imported cannot lead to the death of any human being. Things like fake hair, nails, nail paint, bleaching cream, wine, tomatoes, vegetable.
In addition to those moderately raise tax on things that can be produced locally in the short to medium term so local production can have an advantage while the govt earn more for import of such economy damaging imports as a consolation.

Imposing tax would not necessarily deter or even reduce the import of the items you mentioned.
