In a country were there's a prime minister and a president, who has more authority to detect and make decisions?

I am asking this regarding the ongoing war between the state of Israel and Palestinian.
Over the months, Israel prime minister Benjamin Netanyahu have been on the news, he has been the one giving directives to the Israel army, he's virtually on the lips of everyone both those who supports the state of Israel and those who are against.

However, let's not forget Israel also have a president. President Isaac Bougie Herzog is the president of Israel, ironically , he's not as popular as Netanyahu, infact most people don't even know that there is a president in Israel. So this leave me wondering why it is so hence I want to find out if some states prime ministers are more powerful than the president of the state.

It all depends on the country constitution because a country like Russia has a more powerful president than the prime minister but most countries practicing parliamentary system of government has a more powerful prime minister than the president who is mainly a ceremonial position.

not exactly though. The president can veto the PM's decision if he wants, plus the president approves the PM's cabinet. The president also declares/refuses war whether or not the PM is pleased
