Israeli Prime Minister Benjamin Netanyahu vowed to launch a ground attack on the city of Rafah, south of the Gaza Strip, and said that Israel would destroy Hamas brigades there, “whether with or without an agreement,” in reference to the Cairo talks.

Netanyahu's announcement came hours after he met with representatives of the families of those detained by Hamas, where he told them during the meeting that the goals of the war "have not changed." Netanyahu said, "The Rafah operation will happen soon," and added that Israel will not surrender to Hamas. He added: "They are asking us to stop the war, but this is out of the question before eliminating the four Hamas brigades in Rafah."

Israel is working on two fronts regarding its war that has been ongoing for more than 6 months in the Gaza Strip: preparing for a ground attack on Rafah in parallel with the hostage issue and its faltering negotiations. More than one and a half million Palestinians fleeing the war were sheltered in Rafah, south of the Gaza Strip.

According to a report by the Israeli newspaper Yedioth Ahronoth, officials believe that the attack on Rafah “will increase pressure on Hamas to return to negotiations” regarding a deal to release dozens of hostages held in Gaza. The Security Council of Ministers is scheduled to meet on Thursday to discuss the planned Israeli army attack on Hamas’s last stronghold in Rafah in the southern Gaza Strip, noting that it will be the first meeting in 12 days.

According to Yedioth Ahronoth, the security cabinet will not be asked to approve the plans, after it allowed the war government to make a decision on the details of the attack on Rafah. So far, the political leadership has not given the green light to the Israeli army to begin evacuating civilians from the potential battlefield.

The war cabinet is also scheduled to meet Thursday, for the second time this week, to discuss the impasse in hostage release talks. Ideas were put forward at the recent war cabinet meeting outlining possible new options to present to Hamas, including removing it from power in Gaza in exchange for a complete cessation of fighting, but it is not believed that the idea will be accepted by the movement.

On the other hand, John Kirby, communications coordinator for the US National Security Council at the White House, said that the latest proposal for the exchange deal between Hamas and Israel includes stopping the fighting for 6 weeks, and he advised the movement to take advantage of the opportunity because “time is a decisive factor,” as he put it. Kirby said that Hamas's proposed swap deal was negotiated with Israel "with good intentions" to stop the fighting for six weeks.

He added: "We have seen, week after week, hopes rise and fall. We will continue to work to reach an agreement." Kirby defended Israel, saying: “There can be no doubt about the seriousness of the Israelis in negotiating the new hostage agreement proposal.” He added: "We are waiting for Hamas' response to the agreement proposal, and it should be 'yes.'" He also added, "We do not want to see a major invasion of Rafah that would endanger the lives of more than a million people."

Finally, amid growing concern in the corridors of the Israeli government about arrest warrants that the International Criminal Court in The Hague may soon issue against him and other senior Israeli officials, Israeli Prime Minister Benjamin Netanyahu expressed his condemnation of those steps. In his statements during his meeting on Tuesday with some of the families of Israeli prisoners detained in the Gaza Strip since October 7, he said that the court is fighting his country, as he put it.

In turn, Israeli President Isaac Herzog denounced any possible attempts at what he described as "misusing international legal institutions, including the International Criminal Court, to deprive his country of its rights," according to his claim. He emphasized in a comment he wrote on the X platform, that “Israel has the full right and duty to liberate its hostages and defend its citizens,” as he put it.

Last Sunday, the Israeli Broadcasting Corporation revealed that the Israeli government is studying with concern the possibility of issuing international arrest warrants against Netanyahu, Defense Minister Yoav Galant, and Army Chief of Staff Herzi Halevy.
